The life insurance protection gap is the amount of financial support dependents would still lack if a primary income earner died. It is calculated by estimating what a household needs to preserve living standards—especially income replacement and debt payments—then subtracting resources such as savings, existing life insurance and social security benefits.
The concept is used for market-level analysis, not as a ready-made answer to how much insurance one family should buy. Results depend on the population studied, the assumed support period, income and debt data, existing assets, public benefits and the way the shortfall is expressed.

The definition of the life insurance protection gap
Swiss Re Institute defines the mortality protection gap (MPG) as “the difference between the resources (or protection) needed to sustain a household’s living standards (including repayment of debts such as mortgages) in the event of the death of a breadwinner, and the resources available.”
In practical terms, the gap is the portion of a family’s projected financial needs that would not be covered after the death of an earner. A model can count earnings that would have supported dependents, mortgage or other debt obligations, and resources already available to the household. Those available resources may include financial assets, life insurance proceeds and social security benefits.

The basic equation is:
Protection gap = modeled resources needed − modeled resources available
A positive result indicates a shortfall. The result is not automatically the face value of a policy that every household should purchase, because the calculation reflects assumptions about time, household structure, earnings, liabilities, investment assets and public benefits.
What the gap does—and does not—measure
It measures unmet financial resources after a death
The MPG focuses on household resilience when a primary income earner dies. It asks whether dependents would have enough resources to maintain their living standard and meet obligations. Swiss Re’s Asia methodology models support for dependents for around 10 years on average after the earner’s death. That period is a modeling assumption, not a universal insurance rule.
It is not a count of uninsured people
A household can own a life policy and still have a protection gap if the proceeds are too small relative to its obligations. Conversely, a household may have substantial assets and public benefits despite having little or no private life insurance. The gap therefore differs from the number of people without a policy and from the percentage of households that own insurance.
It is not the health or property protection gap
“Protection gap” is also used for uninsured health costs, natural-catastrophe losses and other risks. Mortality protection gap refers specifically to the financial consequences of a breadwinner’s death and the resources available to dependents.

How a population-level estimate is built
Swiss Re Institute’s 2025 Asia methodology illustrates the usual sequence for an aggregate estimate.
- Define the population. Analysts identify the working population with dependents and establish the countries or markets included. A result for 12 Asian markets is not directly interchangeable with a global result.
- Estimate resources needed. The model includes income replacement based on salary, wages or average earnings of wage workers. It also includes resources needed to meet debt obligations such as mortgages.
- Estimate resources available. Inputs can include social security benefits, household financial assets and existing life insurance coverage, commonly represented by the sum assured.
- Subtract available resources from needed resources. The difference is the modeled mortality protection gap for the defined population.
- Present an aggregate monetary result. Swiss Re converts the shortfall into “premium equivalent” terms when reporting a market total. This unit supports comparison across markets; it is not simply the face value of one missing policy and is not the amount a particular household must buy.
The Asia report says its inputs rely mainly on national data from central banks, the International Monetary Fund, the OECD and the World Bank, covering income, life insurance ownership, social security and financial assets. Because these are modeled inputs and averages, the resulting figure describes a market’s estimated shortfall rather than a forecast of actual claims.

Large headline figures are often reported in premium-equivalent dollars. That presentation translates an estimated protection shortfall into a common insurance-market unit. It should not be read as the unpaid death benefit on a single policy, the number of dollars each family lacks, or a bill that households collectively owe.
When comparing two figures, keep the unit attached to the number. A monetary gap in premium-equivalent terms answers a different question from a resilience ratio, which expresses available protection as a share of modeled need.
Mortality resilience: the ratio behind the percentage
Swiss Re also defines a mortality resilience ratio as available protection divided by protection needed:

Within that model, available protection covered 44.4% of estimated need, leaving a corresponding shortfall of about 55.6%. The 44.4% figure is not the percentage of people who own life insurance.
Swiss Re reported a global ratio of 43.6% in 2023 and 45.6% a decade earlier. The movement of the ratio can differ from the movement of the dollar gap: a market’s needs may grow faster than its available protection even when both increase in absolute terms.
Published estimates and what each one represents
| Estimate | Reference year and publication | Scope and unit | How to read it |
|---|---|---|---|
| USD 432 billion | 2024; Swiss Re Institute global mortality protection gap article published online in 2025/26 | Global mortality protection gap, premium-equivalent terms | Record modeled global shortfall; nominal widening reflects rising income-replacement and debt needs, inflation and economic development. |
| 44.4% | 2024; same Swiss Re global article | Global mortality resilience ratio | Available protection as a share of modeled need, not policy ownership. |
| USD 414 billion | 2023; Swiss Re Institute 2024 resilience publication | Global mortality protection gap, premium-equivalent terms | Prior-year estimate; it should not be silently treated as a revised 2024 number. |
| USD 132 billion | 2024; Swiss Re Institute 2025 Asia report | 12 Asian markets, premium-equivalent terms | Regional estimate; it was 35% above the report’s USD 97 billion estimate for 2017. |
| 57% | 2024; Swiss Re global article | Advanced-market mortality resilience | Available protection relative to modeled need in advanced markets. |
| 32.6% | 2024; Swiss Re global article | Emerging-market mortality resilience | Available protection relative to modeled need in emerging markets. |
The Asia report states that emerging markets represented 81% of the aggregate Asian MPG in 2024. That regional composition should not be used to infer the composition of the global figure, because the geographic coverage and market definitions differ.
Why the dollar gap can widen even when coverage improves
The gap is a difference between two modeled totals. If wages, household debt, mortgage balances or the cost of maintaining living standards rise faster than insurance and other resources, the dollar shortfall can increase. Inflation and economic development can raise the amount of income that needs replacing. A higher nominal gap therefore does not, by itself, prove that every household became less insured.

Likewise, a resilience ratio can improve while a monetary gap remains large if available protection grows alongside an even larger base of financial need. Always identify whether a statement concerns the dollar amount, the ratio or both.
How to compare two protection-gap estimates correctly
Before drawing a conclusion from two numbers, align the following dimensions:
- Geography: confirm whether the estimates are global, regional or limited to named markets.
- Reference year and publication date: a 2023 estimate in a 2024 publication is not the same as a 2024 estimate published in 2025.
- Population: check whether the model covers working people with dependents, all adults or another household definition.
- Resources and liabilities: determine whether income replacement, mortgages, other debt, financial assets, life insurance and social security are included.
- Support horizon: note the assumed period for supporting dependents; the Asia model uses around 10 years on average.
- Presentation: distinguish nominal currency from premium-equivalent terms.
- Metric: do not compare a monetary gap with a resilience ratio as though they were the same measure.
What a market estimate means for one household
A global or regional MPG cannot determine an individual’s recommended sum assured. A household assessment needs facts that population averages cannot supply, including:
- the income that would disappear and how long dependents would need replacement income;
- mortgage, consumer-credit and other debts that would remain;
- the number and ages of dependents;
- cash, investments, retirement assets and other resources that could be used;
- existing life insurance and employer-provided coverage;
- eligibility for social security or survivor benefits; and
- the household’s intended standard of living, education goals and final-expense needs.
For an illustrative calculation, suppose a household models USD 900,000 of total needs over its chosen horizon and has USD 350,000 in usable assets, existing insurance and benefits. Its modeled gap would be USD 550,000 before considering taxes, investment returns or changes in assumptions. Those figures are only an example of the arithmetic; they are not a recommendation or a market estimate.

Why households remain underinsured
Consumer research helps explain why a modeled gap can persist, but it does not replace the gap methodology. LIMRA’s 2025 US Insurance Barometer materials describe life insurance as misunderstood and overlooked and examine consumer attitudes and behavior among Americans who are uninsured or underinsured. That is US consumer context, not the basis for Swiss Re’s global dollar estimate.

Swiss Re’s survey of consumers in 12 Asian markets identified price, lack of knowledge and lack of product relevance among reasons people gave for not buying insurance. Those findings apply to the surveyed Asian markets and should not be merged with US results.
Common mistakes when quoting the protection gap
Calling the estimate a household insurance recommendation
An aggregate premium-equivalent figure does not tell a family how much coverage to purchase. Household-specific cash flows and liabilities are required.
Dropping the year or geography
Always state the reference year, publisher, geography and unit. The USD 414 billion global estimate belongs to 2023, while USD 432 billion belongs to 2024.
Confusing resilience with ownership
A 44.4% resilience ratio means available protection covered 44.4% of modeled need. It does not mean 44.4% of households owned a policy.
Treating modeled assumptions as universal standards
The around-10-year dependent-support period in the Asia methodology is an average assumption for that model. A family with young children, large debts or a different income path may require a different horizon.
Comparing unlike estimates
Global and Asia figures cover different markets. Differences in population, included resources, liabilities, time horizon and monetary presentation can explain why the numbers are not directly comparable.
How to use the concept in a personal planning conversation
- List the surviving household’s needs. Separate income replacement, debt repayment, childcare, education and final expenses.
- Choose a support horizon. Tie it to the ages of dependents, planned retirement and debt maturity rather than copying a market average.
- Inventory available resources. Include liquid assets, investments, employer coverage, personal policies and eligible public benefits.
- Calculate the shortfall. Subtract resources available from the present-value estimate of needs.
- Stress-test assumptions. Consider inflation, investment returns, taxes, changing wages and the possibility that a surviving adult’s income changes.
- Review with a qualified professional when needed. A licensed adviser or formal needs assessment can help verify policy ownership, beneficiary designations and tax or benefit interactions.
Keeping the figures current
Protection-gap estimates can change as new annual data, national accounts, insurance ownership statistics and economic conditions become available. When updating an article, presentation or financial plan, preserve the original reference year and publication context instead of relabeling an older estimate as the latest figure. The 2024 global estimate and the 2024 Asia estimate are both current to their cited publications, but they describe different scopes.
The practical takeaway
The life insurance protection gap is a modeled shortfall: resources dependents would need after an earner’s death minus resources expected to be available. Population studies estimate it by combining income replacement and debt obligations with assets, existing insurance and social security, then expressing the result as a monetary gap or as a resilience ratio. The figures are useful for showing where household financial protection is thin, but only a household-specific calculation can indicate an appropriate amount of coverage.
