Payflow is primarily a payment gateway, while PayPal Checkout is a managed payment and digital-wallet solution. Choose Payflow Pro when you need a custom card checkout, an existing merchant account, or processor flexibility. Choose PayPal Checkout when you want a faster, managed integration with PayPal, Venmo, Pay Later, cards and other eligible methods. Payflow Link sits between those options with hosted checkout and gateway flexibility.

PayPal’s product documentation distinguishes Payflow gateways from PayPal Payments products: a Payflow merchant may use PayPal or another supported processor, while PayPal Payments Pro uses PayPal as the processor. See the Payflow integration guide.
What Payflow actually is
“Payflow” refers to a family of gateway products rather than a single payment service. A gateway securely sends payment details and transaction instructions between your checkout, processor and acquiring bank. It does not necessarily provide the processing relationship itself.
Payflow Link
Payflow Link uses PayPal-hosted checkout pages or templates. It can be embedded in a merchant page or used as a full-page template, with less control than a fully custom integration. PayPal says it has no setup or monthly fee, although transaction and optional-service fees still apply. Product distinctions are described in PayPal’s Payflow comparison.

Payflow Pro
Payflow Pro provides API and SDK access, a customizable checkout and the ability to connect PayPal or another supported processor. PayPal documents two integration paths: its Payflow SDK or a direct HTTPS API using name-value pairs. The official SDK is available for .NET and Java; details are in the Payflow Pro integration documentation and integration-path guide.
What “PayPal” means here
PayPal is not one technical product. In this comparison it may mean PayPal Checkout, Expanded Checkout, PayPal card processing, PayPal Payments Pro or a broader PayPal Business account. The product you select determines the API, payment methods, fees, processor relationship and operational obligations.
PayPal Checkout is a managed flow that can expose PayPal, cards and, where available and eligible, Venmo, Pay Later, Apple Pay, Google Pay and other methods. Availability varies by country, account, customer eligibility and configuration. See PayPal Checkout’s product page.
Gateway versus processor: the decision that matters
The payment flow generally looks like this:
- Customer enters payment details or selects a wallet at checkout.
- The checkout sends the request to a gateway.
- The gateway passes it to a processor.
- The processor communicates with the card network and acquiring bank.
- Approved funds settle to the merchant account.
Payflow Pro can occupy the gateway layer while you retain a compatible processor and merchant account. PayPal Checkout presents a more integrated PayPal-managed stack. Confirm processor support, country coverage, account identifiers and required transaction features before assuming Payflow works with your preferred processor. Payflow Pro versus PayPal Checkout
Control and hosting
Payflow Pro is suited to a branded card form, a controlled checkout sequence and direct handling of authorization, capture, sale, refund and void operations. PayPal Checkout uses a PayPal-hosted or PayPal-managed flow that is normally quicker to launch but gives you less processor-level control.
Payment methods
PayPal Checkout is the clearer choice when PayPal wallet recognition, Venmo or Pay Later is central to conversion. Payflow can handle cards and may support PayPal-related methods depending on the product, hosted-page configuration, account and processor; no Payflow account automatically includes every wallet or alternative method.
Integration model
Payflow Pro uses an older NVP/API model or the .NET and Java SDK. PayPal’s current standard integration uses the JavaScript SDK and Orders REST API, with server-side order creation and capture. PayPal recommends SDK v6 for new integrations while stating that v5 remains supported in its current documentation; verify versions before development at PayPal Checkout and the standard integration guide.
Security and PCI scope
Hosted pages and secure tokens can reduce the card data that reaches your systems. They do not eliminate PCI obligations. Your responsibilities depend on the integration, merchant environment, outsourced services and applicable Self-Assessment Questionnaire. A custom Payflow Pro card form generally creates more security and compliance work than hosted checkout.

Fraud and disputes
Payflow has optional fraud services, including address and CVV checks, velocity controls and buyer authentication. PayPal-managed checkout may offer seller protection for eligible transactions, but eligibility, fulfillment, shipping records, transaction type and policy compliance matter. Expanded Checkout gives more control while assigning the merchant more responsibility for refunds, unauthorized-transaction chargebacks and compliance reporting.
Recurring billing
Both Payflow Link and Payflow Pro are documented recurring-payment paths. Features such as stored cards, failed-payment retries, proration, cancellation, customer self-service and webhook events must be checked in the exact integration. PayPal’s recurring-payment reference is available at its recurring payments PDF.
Payflow Link versus PayPal Checkout
These are the practical choices for a smaller merchant that mainly wants hosted checkout. Payflow Link keeps gateway and compatible-processor flexibility but offers a simpler, more templated experience. PayPal Checkout is better when the merchant wants PayPal wallets, Venmo or Pay Later and a modern JavaScript/REST implementation. Neither option removes the need to verify country, account eligibility, payment-method availability or PCI responsibilities.

The figures below are US signals from PayPal’s fee page last updated July 15, 2026. PayPal states that fees can change; rates also vary by product, transaction type, currency, account and eligibility. They are not quotes for another country.

Illustrative transaction mix
For 1,000 US online card transactions of $50 each, gross volume is $50,000. Payflow Pro’s gateway charges alone would be $100 in transaction fees plus its $25 monthly fee. A 2.89% + $0.29 Expanded Checkout example would be $1,445 in percentage fees plus $290 in fixed fees. This arithmetic is an illustration, not a quote or complete cost comparison; Payflow processor and merchant-account charges must be added.
Use this calculation for any option:
gateway fees + processor percentage and fixed fees + merchant-account fees + monthly fees + recurring billing + fraud tools + chargebacks + cross-border and currency-conversion charges
Which should your business choose?
Choose Payflow Pro when
- You already have a compatible merchant account or processor.
- You need a highly customized card checkout and gateway-level transaction control.
- Your ecommerce, ERP, subscription or order system already uses Payflow.
- You need purchasing-card data such as Level 2 or Level 3 fields where supported.
- Your engineering and security teams can maintain the integration.
Choose Payflow Link when
- A PayPal-hosted template is acceptable.
- You want a simpler gateway deployment with an existing compatible processor.
- You want to reduce direct handling of cardholder data.
Choose PayPal Checkout when
- PayPal wallet acceptance is a central checkout requirement.
- You want Venmo or Pay Later where available and eligible.
- You prefer PayPal’s managed flow and current JavaScript/REST tools.
- You do not need independent processor selection.
Review other options first when
- You need marketplace payouts, specialized international acquiring or tightly integrated online and in-person inventory.
- You require transparent interchange-plus pricing but cannot obtain an account-specific quote.
- Your platform already has a materially cheaper or easier native processor integration.

Payflow credentials include PARTNER, VENDOR, USER and PWD; the user and permissions must be correct. See Payflow Pro credentials and the SDK guide.
For PayPal Checkout, use REST credentials, server-side order creation and capture, and webhook processing. Return HTTP 2xx responses, verify signatures, make handlers idempotent, reconcile against PayPal transaction data and run a fallback job for delayed events. PayPal says failed webhook deliveries may be retried up to 25 times over three days; details are in the webhook documentation.
Legacy accounts and migration risk
Existing Payflow merchants may not have the same features as new accounts. PayPal notes that some legacy Payflow Pro accounts are API-only, while newer accounts may include hosted checkout pages and SDK/API access. In PayPal Manager, verify the product name, Hosted Checkout Pages access, API permissions, processor configuration, recurring-billing status, fraud tools, credentials and endpoint before changing code.
Do not switch solely because a newer API looks modern. Inventory stored payment tokens, recurring profiles, customer reauthorization requirements, refund and chargeback history, descriptors, settlement reports, reconciliation and PCI documentation. Test in parallel, plan a rollback and confirm whether tokens can be migrated; if not, customers may need to re-enter payment details.
Alternatives by problem
- Stripe Checkout: a candidate for a developer-first integration and unified payment APIs: stripe.com/payments/checkout.
- Authorize.Net: a candidate for a conventional gateway and merchant-account model: authorize.net.
- Braintree: a PayPal-owned option with a different developer and product experience: braintreepayments.com.
- Adyen: a candidate for larger or international businesses evaluating enterprise acquiring: adyen.com/online-payments.
Check current pricing, availability, payment-method coverage and account requirements directly with each provider.
The Bottom Line
Bottom line: Payflow Pro is the better fit for gateway control, an existing processor and custom card payments; Payflow Link is the simpler hosted-gateway choice; PayPal Checkout is the better fit for managed implementation and PayPal wallet methods. Compare complete, account-specific processing costs and migration consequences—not just Payflow’s $0.10 gateway fee or a PayPal headline rate.
