Microsoft’s $1 Billion North Carolina Data-Center Plan Is Under Construction in 2026

Microsoft’s North Carolina data-center investment is real, but the headline needs a date correction: the company announced a commitment to invest at least $1 billion over 10 years in four phased facilities in Catawba County in November 2022. As of August 2026, construction is advancing at publicly documented sites in Maiden, Conover, and the Hickory/Newton area. The facilities are not all complete or operational, and no authoritative source reviewed for this article gives a final completion date, total power capacity, or full-program square footage.

What Microsoft actually announced

Microsoft and Catawba County announced the project in November 2022. The commitment was for a minimum of $1 billion over 10 years, not a one-time payment for a single building.

The plan covers a phased, four-data-center development program in Catawba County, involving the communities of Hickory, Conover, and Maiden. County materials said the project was expected to create at least 50 initial jobs. That figure refers to the publicly stated initial direct employment commitment; it does not represent total construction employment, contractor work, or broader indirect economic activity.

Where the facilities are located

Public project descriptions identify three sites in detail:

  • Boyd Farms, Maiden: located off Zeb Haynes Road.
  • Lyle Creek, Conover: in the greater Conover area near North Carolina Highway 16.
  • Hickory/Stover: in the greater Hickory/Newton area near the Hickory-Lincolnton Highway.

A fourth facility is included in county descriptions of the four-site program, but public-facing sources do not consistently provide a simple, definitive name and location for it. It would be misleading to assign it a construction status, building count, completion date, or operating status without a current permit or official project update.

Earlier reporting described approximate project-site areas of 176 acres in Hickory, 292 acres in Maiden, and 219 acres in Conover. Those figures describe reported land areas, not necessarily the final footprint of buildings or paved development. See Data Center Knowledge’s initial report and the City of Conover’s development page.

Construction status as of August 2026

Microsoft’s May 2026 construction updates show active work at the three publicly documented sites. “Under construction” does not mean that a facility is serving Azure customers or operating as a completed data center.

Boyd Farms in Maiden

Construction began on April 1, 2024. By May 2026, work included foundations, concrete slabs, underground utilities, electrical infrastructure, sewer, stormwater, water, and fire-protection systems. Microsoft also said that Clark Construction had replaced the earlier general contractor.

Rock removal was under review and could involve controlled blasting subject to approvals and safety procedures. That creates a potential local construction impact, but it is not evidence of a delay or a change to the overall investment commitment.

Lyle Creek in Conover

Construction began in March 2024. Microsoft reported that several buildings had completed underground work, foundations, and slabs by May 2026. Steel installation had begun, marking a move from primarily below-ground and foundation work into vertical construction.

Microsoft identified Whiting-Turner as the general contractor in February 2026. The site’s progress does not establish when the facility will begin operations.

See Microsoft’s Lyle Creek construction update.

Hickory/Stover

Construction began in July 2024. As of May 2026, underground utilities and foundation work were continuing. Microsoft said steel installation was expected to begin at the end of June 2026 and identified Clayco as the general contractor as of March 2026.

The site is often described broadly as the Hickory facility, but public descriptions place it in the greater Hickory/Newton area near the Hickory-Lincolnton Highway. That does not necessarily mean the site is within Hickory city limits.

What is known about the fourth site?

Catawba County documents confirm that the broader program contains four sites and remains under development. However, the public material reviewed here does not provide an equally detailed construction update for the fourth facility. There is no verified basis for saying it is complete, operational, or at the same construction stage as the three named sites.

Is the project on schedule?

There is not enough public information to declare that the entire program is on schedule. The defensible conclusion is narrower: county documents say construction of the four-site program is underway, and Microsoft’s updates show measurable progress at three named locations.

The original plan was phased over 10 years, so the project was not presented as a four-facility build that would become operational immediately. Public sources reviewed for this article do not establish a final completion date, operational launch date, total square footage, total megawatt capacity, or final building count.

Construction progress can also differ by site. Weather, rock removal, utility interconnection, contractor changes, permitting, and later phases can affect individual schedules without changing the overall investment framework.

How local incentives work

The 2022 announcement involved local economic-development incentives described as grants or tax-related reimbursements. Initial reporting said Catawba County approved grants tied to property-tax payments over a 10-year period.

The important distinction is that this is not simply a claim that Microsoft received free land or an up-front cash subsidy. Depending on the agreements, local governments may return or reimburse a portion of qualifying tax payments in exchange for development and employment commitments. The financial effect depends on the exact agreements, reimbursement rates, caps, eligible property, and performance requirements.

Real-property taxes on land and buildings should also be distinguished from personal-property taxes on servers and other equipment. Precise claims about what the county will collect or reimburse should be based on the underlying incentive agreements rather than a general description of the project.

For local residents, the trade-off is straightforward: the project may expand the tax base, construction spending, procurement, and employment, while incentives may reduce or delay some tax revenue during the agreement period. The public documents cited here do not support a complete calculation of the project’s eventual net fiscal benefit.

Jobs and economic effects

The publicly stated minimum of 50 initial jobs is modest compared with a planned investment of at least $1 billion. That is typical of hyperscale data-center economics: construction and equipment can require substantial capital, while completed facilities are designed to operate with relatively small permanent teams.

The economic impact should therefore be divided into several categories:

  • Permanent operations jobs: roles supporting data-center operations, security, facilities, maintenance, and related functions.
  • Construction employment: temporary work for general contractors, specialty trades, engineers, suppliers, and subcontractors.
  • Indirect activity: spending by workers and contractors and purchases from local businesses.
  • Tax-base effects: taxes associated with land, buildings, equipment, and business activity, subject to any incentives.
  • Workforce development: training and education programs intended to build a local talent pipeline.

Microsoft says it is supporting local outreach, grants, STEM education, food-security initiatives, and the Microsoft Datacenter Academy at Catawba Valley Community College. Those programs may provide community benefits, but they should not be counted as guaranteed jobs unless a specific employment commitment says so. County materials and Microsoft’s project page provide the available descriptions of those activities.

Power, water, roads, and other infrastructure

Large data-center developments require more than buildings. They generally involve electric-grid interconnection, fiber and telecommunications, water and wastewater service, roads capable of handling heavy construction traffic, stormwater controls, backup power, fuel systems, lighting, and security infrastructure.

The City of Conover says its Microsoft site covers approximately 220 acres, is partly within a floodplain, and will be designed so construction does not enter the floodplain area. It also says Hickory provides water service to the data-center sites in Catawba County. See the Conover development page.

Those statements confirm the local service arrangements and site constraint, but they do not establish the project’s total water consumption or electricity demand. No authoritative source in the supplied research verifies a total megawatt figure for the four-site program, so third-party estimates should not be presented as official.

Community concerns

Data-center projects can raise questions about water use, grid capacity, utility costs, land conversion, environmental effects, construction traffic, noise, lighting, blasting, transparency, and long-term community growth. Catawba County and Conover have acknowledged that these issues are part of a broader national debate.

Conover’s joint statement of June 23, 2026, said residents deserved clear answers based on the facts of the project, local utility systems, and affected communities. That distinction matters. A concern raised about data centers generally is not automatically proof of a documented impact at a particular Microsoft site.

For this project, documented construction issues include underground infrastructure, rock removal, stormwater and floodplain considerations, and heavy site work. Questions about final electricity demand, water consumption, operational noise, and completed facility capacity remain dependent on permits, utility filings, or additional official disclosures.

Microsoft’s separate Person County plans

Microsoft’s North Carolina page also refers to planned data centers in Person County. That is separate from the original four-site Catawba County announcement and should not automatically be added to the Catawba County $1 billion figure.

A 2026 local-news report said Microsoft purchased approximately 1,350 acres in Person County for $27 million in October 2024. Because that detail comes from secondary reporting in the supplied research, it should be treated as attributed information rather than a confirmed component of the Catawba County investment.

What remains undisclosed

  • When all four facilities will be completed;
  • When any particular facility will begin commercial operations;
  • The total square footage or final building count;
  • The full-program electricity capacity;
  • The total water demand;
  • Which customers, workloads, or Azure services will use the facilities; or
  • How much of the minimum investment has been spent to date.

These gaps do not make the project unreal. They show why the $1 billion figure should be understood as a planned minimum over a decade rather than as money already spent or proof that the entire campus is operational.

The Bottom Line

Bottom line: Microsoft’s North Carolina project is a genuine, active, phased development—not a new August 2026 announcement. The company committed in November 2022 to invest at least $1 billion in four Catawba County data centers over 10 years. Construction was progressing at Boyd Farms in Maiden, Lyle Creek in Conover, and the Hickory/Stover site by mid-2026, while final completion, operating dates, capacity, and full financial results remained undisclosed.
