Meta reorganized much of its generative-AI work in late May 2025 into two internal groups: AI Products and AGI Foundations. According to an internal memo from Chief Product Officer Chris Cox, AI Products handles Meta AI, AI Studio and AI features across Facebook, Instagram and WhatsApp. AGI Foundations handles Llama and longer-term work on reasoning, multimedia and voice. The change was an internal reorganization—not a corporate spin-off—and Meta’s Fundamental AI Research (FAIR) reportedly remained separate.
The distinction matters for users, developers and investors: the new chart separates shipping consumer features from building foundation models, but it does not by itself prove faster launches, better models or the creation of artificial general intelligence.

What changed in May 2025?
Reporting published on May 27–28, 2025 described a reorganization communicated in an internal memo, rather than a detailed public corporate announcement or regulatory filing. The reports use “Meta’s AI division” as shorthand, but the change covered particular generative-AI teams rather than every AI activity at Meta.

Benzinga’s report, which summarized the memo and contemporaneous coverage, and Computerworld’s overview identified the groups and their leaders.
The two groups and their reported responsibilities
| Group | Reported remit | Reported leadership | Likely outputs |
|---|---|---|---|
| AI Products | Meta AI, AI Studio and AI features integrated into Facebook, Instagram and WhatsApp | Connor Hayes | Consumer assistants, creator tools and features that must meet product, latency, reliability and safety requirements |
| AGI Foundations | Llama development plus longer-term capabilities in reasoning, multimedia and voice | Ahmad Al-Dahle and Amir Frenkel | Foundation models, training and infrastructure work, and capabilities intended to support Meta’s AGI ambitions |
The reported remit does not mean the teams are technically independent. A consumer assistant still depends on models, compute, evaluation, safety systems, data pipelines and research from across Meta.
What happened to FAIR?
Meta’s Fundamental AI Research (FAIR) was reported to remain outside the two new groups. One multimedia-focused team reportedly moved into AGI Foundations, but that is not the same as merging FAIR into the new unit or splitting every Meta research organization.
FAIR’s separate status also does not establish that research was being abandoned or deprioritized. An organizational chart alone cannot show how budgets, staffing or research priorities changed.
Why Meta made the change
The stated reason: ownership and speed
Cox’s reported memo said the structure was intended to give each organization clearer ownership and make dependencies between teams explicit. In practical terms, a product team can be accountable for shipping a reliable feature while a foundation-model team owns longer-horizon model and infrastructure work.
The strategic interpretation
The arrangement addresses a recurring operating problem: fundamental research, large-model engineering and consumer product delivery run on different timelines. Separating them can reduce bottlenecks and clarify priorities, while preserving formal links between the groups.
It also reflects competitive pressure from companies such as OpenAI and Google. That is strategic context and analysis, not proof that the reorganization has already improved Meta’s competitive position.

Why the timing drew attention
The move followed the reported April 2025 departure of Joelle Pineau, Meta’s vice president of AI research. Coverage also discussed concerns about Meta’s AI momentum, criticism of Llama 4 and departures from an earlier Llama team. Those reports should be read as attributed context, not as independently verified measures that the reorganization was caused by one departure or that Llama 4 categorically failed.
Rank #3
Meta had already undertaken a major generative-AI reorganization in 2023. The 2025 change therefore looks like another attempt to find a workable balance among fundamental research, model development, product engineering, distribution through Meta’s apps, and developer adoption.
Does this mean Meta is prioritizing products over research?
Not necessarily. The design attempts to pursue both goals with different owners:
- Immediate execution: AI Products can focus on user experience, release cadence, latency, reliability and safety in Meta’s consumer platforms.
- Model and capability development: AGI Foundations can focus on Llama, reasoning, multimodal and voice capabilities, and the infrastructure needed to train and serve them.
- Open-ended research: FAIR remains a separate research function, according to the reports.
The trade-off is coordination. Product teams may need models before they are mature, while foundation teams may optimize benchmarks or capabilities that do not translate into a useful, affordable consumer feature. Separate groups can also duplicate infrastructure, evaluation, safety work or hiring—and compete for compute and researchers.

Meta AI users
No immediate consumer change was established by the reporting. Facebook, Instagram and WhatsApp users should not infer a new feature, changed availability or a launch date solely from the internal reorganization. Meta AI remains a consumer-facing product family; current features and regional access should be checked on Meta’s official Meta AI site.
Rank #4
Llama developers
The reports place Llama development in AGI Foundations, but describe organizational responsibility rather than a new access policy, license or model release. Developers should continue to check Meta’s official Llama site for model documentation and terms. “Open” or openly downloadable models can still carry license conditions, hardware costs, operational obligations and compliance requirements.
AGI claims
“AGI Foundations” is an organizational name and a strategic objective. It is not evidence that Meta has achieved AGI, that a specific system meets an agreed AGI definition, or that a delivery date exists.

The split could help Meta turn AI investment into business value, but the chart itself creates no revenue. Potential upside would come from better assistants increasing engagement across Meta’s platforms, more effective AI tools supporting advertising and creators, and Llama adoption reducing dependence on outside model providers.
There are corresponding risks: additional spending may rise without better products; talent losses may offset a cleaner reporting structure; and duplicated teams may consume scarce compute and engineering resources. A product group can ship faster while model quality remains weak, or a foundation group can improve benchmarks without improving user retention.
Best Value
How to tell whether the split worked
A credible assessment should use operating measures rather than the existence of the new org chart:
- Shorter, more predictable cycles from approved feature to production release.
- Higher assistant engagement, retention and task completion on Meta’s platforms.
- Improved model quality, reasoning, multimodal and voice performance under disclosed evaluations.
- More Llama developers and applications, with evidence of sustained use rather than downloads alone.
- Better reliability, safety outcomes and latency at a commercially manageable cost.
- Lower regretted attrition and stronger retention of senior researchers and engineers.
- Clear evidence that research, model and product teams share infrastructure and evaluation instead of rebuilding it separately.
These measures would distinguish a useful operating model from a relabeling exercise. The May 2025 reports did not establish results on any of them.
Common misunderstandings
- “Meta spun off its AI business.” No. The reporting describes internal teams within Meta.
- “All Meta AI research moved to AGI Foundations.” No. FAIR reportedly remained separate, apart from a multimedia team moving into AGI Foundations.
- “The split proves Meta’s previous strategy failed.” The change signals urgency or a search for clearer accountability, but does not prove failure.
- “Meta is abandoning open models.” The reorganization reports do not support that conclusion.
- “The new structure guarantees faster products.” Faster delivery was the stated objective, not an established outcome.
Bottom line
In May 2025, Meta reportedly separated its generative-AI organization into a product execution group and a foundation-model and AGI-focused group. AI Products, led by Connor Hayes, covers Meta AI, AI Studio and app integrations; AGI Foundations, co-led by Ahmad Al-Dahle and Amir Frenkel, covers Llama and longer-term reasoning, multimedia and voice work. FAIR reportedly stayed separate.

It may improve accountability and reduce bottlenecks, but only subsequent evidence on releases, model quality, adoption, safety, costs and talent retention can show whether it worked.
