Mark Zuckerberg does not own the traditional press, but he controls one of the most important infrastructures through which modern media reaches people. Meta’s platforms—Facebook, Instagram, WhatsApp, Messenger and Threads—shape how audiences discover, discuss, share and monetize information. Zuckerberg’s power is therefore less like that of a newspaper editor and more like that of a private rule-maker governing a global communications system.
The short answer: infrastructure, not newspapers
Zuckerberg’s media power comes from Meta’s control over distribution, ranking, recommendations, moderation, advertising and data. He does not personally select every post or decide what every user believes. Users choose whom to follow, interact with and ignore, while different products and countries operate differently.

But Meta controls important conditions of visibility: what is eligible to appear, what is recommended beyond a user’s existing network, what is demoted or labeled, what can be monetized and how publishers, creators, advertisers and political campaigns reach audiences.
The most accurate description is that Zuckerberg controls a major media-distribution infrastructure. He does not control “the media” as a whole.

How Facebook became a media system
Facebook began primarily as a social network for personal updates and shared links. Its importance changed as publishers came to depend on Facebook referrals and as the News Feed began ranking posts rather than simply displaying them chronologically.
That evolution created several overlapping media environments:
- Facebook: a broad social network and historically important news-distribution channel.
- Instagram: a visual discovery and creator platform where news is often encountered through images, video and recommendations.
- WhatsApp: primarily private and group messaging, with different visibility and accountability issues from a public feed.
- Messenger: interpersonal and group communication integrated with Meta’s wider ecosystem.
- Threads: a public, text-oriented discussion platform.
These products do not have identical media effects. A story recommended by Instagram is different from a link shared by a friend on Facebook, and both differ from a claim circulating in a private WhatsApp group.

Recommendation systems, creator content, AI-generated material and AI-assisted experiences may increasingly determine how people find and interpret information. Meta’s newsroom describes an expanding AI strategy, while its 2025 Form 10-K describes an ecosystem built around AI, experiences, devices and related technologies.
Why an algorithm can perform an editorial function
Traditional editors choose which stories to commission, place, headline or omit. Platform ranking systems perform a different but still consequential form of selection.
Meta’s systems help determine:
- which content is eligible to appear;
- how prominently it appears in a feed;
- whether it is recommended to people who did not follow the account;
- whether it receives a warning, label or distribution limit;
- whether it is removed for violating a rule; and
- whether it can be monetized.
These are separate mechanisms. Moderation concerns whether content violates a rule. Ranking concerns relative prominence. Recommendation introduces content beyond a user’s existing choices. Monetization determines whether content can support advertising or creator income.
A post can therefore remain online but be excluded from recommendations. A factual article can be eligible but receive little distribution. A politically controversial claim can be labeled rather than removed. Each outcome affects the information environment without an editor choosing a single headline for everyone.

An academic study examining millions of Facebook posts from news and non-news organizations reported reduced news visibility following algorithm changes between 2021 and 2024. That is evidence about measured visibility, not proof that every decline was intentional censorship or that the same effect occurred for every publisher. The study is available on arXiv.

The scale of the audience
Meta’s influence is substantial because its products remain major routes to news and public discussion, although usage varies by country, age, product and political group.
The Reuters Institute’s 2025 Digital News Report recorded weekly Facebook news use among roughly 36% of its global sample. That is a global survey figure, not a current U.S. usage estimate. The institute’s 2026 report says social and video networks remain central to news use globally.
In a Pew Research Center survey conducted in 2023 and published in June 2024, 30% of U.S. adults said they regularly got news from Facebook. Among people who consumed news on the platforms, 74% of Facebook news consumers and 72% of Instagram news consumers said the platforms influenced which stories they saw at least somewhat. Those figures measure users’ perceptions of influence; they should not be treated as a direct causal measurement. See Pew’s findings.
The 2025 policy reversal
Meta’s January 7, 2025 announcement, “More Speech and Fewer Mistakes,” made the company’s rule-making power unusually visible.
Meta said it would end its U.S. third-party fact-checking program, move toward Community Notes, loosen some content restrictions and take a more personalized approach to political content. It also said it had reduced political and civic content beginning in 2021 and would begin phasing more political material back into Facebook, Instagram and Threads.
The announcement was presented as a return to greater free expression after what Meta described as an overly complex and error-prone enforcement system. Zuckerberg’s earlier free-expression arguments, including his 2019 Georgetown speech, formed part of that framing.
Several explanations can coexist: a principled change in speech policy, a response to political pressure, an attempt to reduce moderation costs and controversy, or a strategic effort to improve relations with the Trump administration. The policy change is documented; any claim about a single personal motive requires evidence that is not established by the announcement itself.

Conservatives have criticized removals and alleged ideological bias. Progressives and civil-rights groups have criticized misinformation, hate speech, harassment, election threats and weakened safeguards. Journalists and researchers have raised concerns about reduced data access and the decline of tools such as CrowdTangle.

The central issue is not simply whether Meta is liberal or conservative. It is that a private company can change the rules of public communication, and those rules affect elections, public-health debates, wars, activist movements, minority groups and journalism.
Zuckerberg’s role versus Meta’s role
Zuckerberg and Meta should not be treated as interchangeable.
His personal power comes from being the founder, chief executive, public spokesperson and long-term strategic decision-maker of the company. Meta’s investor-relations materials say the company may use Zuckerberg’s Facebook, Instagram and Threads accounts, alongside its investor and newsroom websites, for certain material corporate disclosures in compliance with Regulation FD. That is an unusual example of a founder’s personal social channels becoming part of formal corporate communication. See Meta’s investor-relations disclosure.

Zuckerberg’s influence is unusually concentrated because he is both the company’s public face and its controlling founder. But that does not mean he personally selects most content or directly makes every operational decision. Platform outcomes also reflect teams, systems, laws, commercial incentives, regulators and user behavior.
The business model behind the influence
Media power is inseparable from economics. Meta’s principal commercial engine is advertising, and its advertising ecosystem reaches users across Meta products as well as third-party applications and websites. Meta’s 2024 Sustainability Report describes this wider advertising infrastructure.
That business model gives Meta power over both attention and revenue:

- Advertisers buy access to audiences and targeting tools.
- Creators compete for recommendation and engagement.
- Publishers seek referral traffic and audience growth.
- Political campaigns seek reach and influence.
- Small businesses depend on advertising and commerce tools.
Engagement is valuable because more time and interaction can create more opportunities for advertising and measurement. This can encourage investment in video, creators, commerce and AI rather than outbound news links. Meta may prefer users to consume content inside its products instead of clicking to another website.

That does not mean Meta alone caused journalism’s decline. Newspapers, television, search engines, economic shocks, changing habits and other platforms also matter. The narrower and stronger claim is that Meta became a major intermediary through which journalism competed for attention and revenue.
Why publishers are vulnerable
The publisher-platform relationship is a bargaining problem. Publishers need reach, while Meta benefits from content that keeps users engaged. Meta can change ranking, recommendation or referral incentives quickly; an individual newsroom generally cannot negotiate on equal terms.
Platform traffic can be large but unstable. When visits fall, a publisher may not know whether the cause was audience preference, a technical problem, a ranking change, a policy decision or a shift toward video and creator content. A small local outlet with little direct traffic outside Meta is particularly exposed.

It also noted Meta’s later plan to show more political content, while the consequences remained uncertain. Publishers can gain exposure through Meta, but dependence makes that exposure difficult to treat as a stable business asset.
Geography matters. Meta’s relationship with news is not uniform worldwide. Its 2025 annual report says news content became unavailable to Facebook and Instagram users in Canada following Canadian legislation. That should not be generalized to every country.

The ownership question is broader than whether Zuckerberg owns a newsroom. Meta owns multiple major communication platforms and controls data, advertising and access to audiences. That can create leverage even when the company does not produce most of the content users see.
The Federal Trade Commission alleges that Facebook maintained a monopoly in personal social-networking services through a strategy that included acquiring Instagram in 2012 and WhatsApp in 2014. The FTC appealed after a November 2025 district-court ruling in Meta’s favor; the litigation remained unresolved as of August 18, 2026. The FTC case file and its appeal announcement set out the agency’s position.
The FTC’s theory is an allegation and litigation argument, not an uncontested legal conclusion. Meta argues that the government misunderstands competition in a rapidly changing social-media market.

For media power, the significance is practical: owning several adjacent communication environments can provide more control over audience relationships, data and advertising than owning a single publication. The antitrust question is whether that concentration creates durable power over communications markets.
The paradox of reducing news
Meta can reduce the importance of news to its business while remaining powerful enough to reshape the news environment.
If the company deprioritizes news, that is a media decision with consequences. If it restores political content, that is also a media decision. Meta’s power is demonstrated not only by how much journalism it promotes, but also by its ability to make journalism less central to the products through which people communicate.
This is why “Does Zuckerberg control the media?” is the wrong test. The better questions are:
- How many people can Meta reach?
- How dependent are publishers, creators, advertisers and campaigns on it?
- Can Meta change visibility without outside approval?
- How concentrated are important products and audiences?
- Can outsiders understand why content is promoted, demoted or removed?
- Can users and publishers realistically move elsewhere?
- What legal, regulatory and appeal mechanisms constrain the company?
AI may make the gatekeeping role more direct
The next phase of Meta’s media power may involve fewer links and more recommendations, summaries, generated material and AI assistants.
If an AI system becomes a gateway to information, it may decide which sources are summarized, which claims are emphasized and which context is omitted. That raises unresolved questions:
- Will AI assistants direct users to publishers or answer without sending traffic?
- Will publishers receive licensing revenue, referrals or less visibility?
- Who is responsible when an AI-mediated feed omits, distorts or fabricates information?
- Will labels for AI-generated content prevent misleading material from spreading?
- Does an AI recommendation system resemble a distributor, search intermediary or editor?
These are forward-looking questions, not settled facts. But they point to a shift from merely distributing media to mediating how reality is encountered.
What Zuckerberg’s power is—and is not
Zuckerberg is not a traditional newspaper owner, television executive or editor-in-chief. He does not determine what everyone sees, and he does not control the entire information environment. Users, journalists, creators, competitors, regulators and other platforms retain important roles.
He is nevertheless one of the most consequential private rule-makers in modern media because his company controls a large system of communication and can alter its terms at scale. That power combines reach, dependence, discretion, concentration, opacity and economic leverage.
The most precise conclusion is therefore simple: Zuckerberg does not own the media, but he controls a major private infrastructure through which media power is exercised. When Meta changes ranking, moderation, political-content or advertising policy, it changes not only a product. It changes the conditions under which news, speech, commerce and public attention compete.
