According to a Washington State Employment Security Department filing reported by GeekWire, 27 positions belonged to ByteDance, Inc., while 38 belonged to TikTok, Inc. The filing does not establish that all 65 workers were part of TikTok Shop.
What happened
GeekWire reported the layoffs on July 7, 2025, citing a filing with Washington state employment officials. The reported worksite was Bellevue, east of Seattle, so “Seattle-area” describes the broader Puget Sound technology market rather than the filing’s specific location.

That distinction matters. ByteDance is TikTok’s parent company, but the filing named two separate U.S. corporate entities. It would therefore be inaccurate to describe all 65 people simply as “TikTok employees” or to assume they worked on one product or team.
How TikTok Shop fits into the story
The Bellevue filing came amid reported reductions in TikTok’s U.S. e-commerce organization. GeekWire, citing Bloomberg, reported that TikTok had carried out three rounds of U.S. e-commerce layoffs since April 2025. TikTok described the changes as an effort to align parts of the team with its “strategic priorities.”

That explanation does not identify the affected roles or teams. GeekWire also reported, citing Bloomberg, that TikTok Shop was the company’s fastest-growing business but had fallen short of recent internal sales targets. Those details provide business context, not proof that every Bellevue position in the filing belonged to TikTok Shop.
Bellevue’s role in ByteDance’s U.S. footprint
ByteDance entered the Seattle region in 2021, adding to an established technology labor market with deep engineering and product talent. GeekWire reported that TikTok had around 1,000 Bellevue employees at the time, including former Amazon workers. That is a secondary, approximate figure rather than a company-published or audited headcount.

Against that reported local workforce, 65 positions represented a limited portion of the Bellevue operation. However, the number should not be converted into a precise percentage without a verified employee denominator. Nor do office commitments necessarily show that hiring was continuing at the same pace: GeekWire reported that ByteDance had more than 440,000 square feet of Bellevue office space and had recently opened another office, but leases and office openings can outlast changes in staffing plans.

- whether the reductions were permanent or temporary;
- severance terms, notice periods, transfer offers, or immigration consequences;
- whether contractors were included; or
- whether additional Bellevue cuts followed.
Those details should not be inferred from the existence of the state filing or from TikTok’s general reference to strategic priorities.
Was the reduction related to a possible TikTok sale?
The layoffs also occurred during a period of uncertainty around TikTok’s U.S. business. GeekWire reported that The Information had said TikTok planned to introduce a new version of its U.S. app ahead of a planned sale of its U.S. operations.

That was surrounding 2025 context, not evidence that the Bellevue layoffs were required by or directly designed for a transaction. The available reporting does not establish a causal connection between a possible sale and the 65 positions identified in the filing.
Why the distinction matters for Seattle-area workers
For local technology workers, the announcement signaled that ByteDance’s Bellevue expansion was not immune to restructuring even while TikTok continued to maintain a substantial regional presence. For local economic and real-estate observers, it showed a change in staffing without proving that ByteDance was abandoning Bellevue or materially reversing its office commitments.

The most defensible reading is narrower: 65 Bellevue positions across ByteDance, Inc. and TikTok, Inc. were reported as affected in July 2025, amid broader reported cuts to TikTok’s U.S. e-commerce operation. The filing alone cannot answer how many teams were involved or what happened to the local workforce afterward.
