Yes—GitHub can be free for teams. The relevant product is GitHub Free for organizations, which provides unlimited public and private repositories and unlimited collaborators. However, private repositories have a more limited feature set, and services such as GitHub Actions, Codespaces, Packages, and Git LFS can introduce usage-based costs.
The short answer
A team does not need to pay for GitHub Team simply to collaborate on private repositories. Create a GitHub Free organization, place the repositories under that organization, and invite members.

The important distinction is between:
- GitHub Free for organizations: $0 subscription cost, with unlimited repositories and collaborators but limited private-repository features.
- GitHub Team: a paid organization plan for stronger code-review governance, higher usage allowances, email support, and organization Codespaces capabilities.
- GitHub Enterprise: intended for organizations needing enterprise identity, compliance, centralized administration, data residency, or self-hosted deployment options.
In other words, GitHub offers free team collaboration, but not unlimited free software-delivery infrastructure.

According to GitHub’s plan documentation and included-usage table, GitHub Free for organizations includes:
#1 Best Overall
- Unlimited public repositories.
- Unlimited private repositories.
- Unlimited collaborators.
- Organization-level teams and access controls.
- GitHub Issues and Projects.
- Dependabot alerts and version updates.
- Two-factor authentication enforcement.
- Community support.
- 2,000 GitHub Actions minutes per month.
- 500 MB of GitHub Packages storage.
- 1 GB of GitHub Packages data transfer per month.
- 10 GB of Git LFS storage and 10 GB of Git LFS bandwidth per month.
Those allowances are associated with the organization or plan, rather than being an unlimited allowance for every repository. A team with several active repositories therefore needs to monitor total usage.
Are private repositories free for teams?
Yes. A GitHub Free organization can host unlimited private repositories and invite collaborators without requiring each person to buy GitHub Pro or GitHub Team.
The limitation is mainly functionality, not the basic ability to work privately. A team can use private repositories for source code, issues, projects, pull requests, and ordinary collaboration. But GitHub Free does not include every private-repository management and governance feature available on paid plans.
“Unlimited private repositories” also does not mean unlimited free use of related products. Actions minutes, package storage, LFS storage and bandwidth, and Codespaces are governed separately.
Do all team members need paid GitHub accounts?
No. Members of a GitHub Free organization can use free personal GitHub accounts.
That answer changes when the organization itself is on a paid plan. GitHub bills paid organizations according to licensed users. Depending on the access arrangement, organization members and certain outside collaborators who access private repositories may count as billable users. See GitHub’s license-user documentation for the billing rules.
Rank #2
This creates an important distinction: a person’s GitHub account can remain free while the organization pays for that person’s seat on GitHub Team.

What GitHub Free does not include
Enforced code-review policies
Free accounts may support basic pull requests and reviews, but reviewing code is different from enforcing a review policy. Teams that need to block merges until named reviewers approve, require code-owner approval, protect private-repository branches, or mandate multiple reviewers generally need GitHub Team or Enterprise features.
This is often the deciding factor for a production engineering team. A small group may be comfortable relying on an agreed process. A company with security, audit, or separation-of-duties requirements may need technical enforcement rather than a team promise.
Organization Codespaces quota
The free organization plan has no included Codespaces quota listed in GitHub’s usage table. GitHub Codespaces is a usage-based cloud development environment, with compute and storage charges. GitHub’s pricing information also assigns free-hours allocations to personal accounts rather than generally providing them to free organizations.

Rank #3
Higher support and usage limits
GitHub Free provides community support. GitHub Team adds email support and increases included allowances for Actions, Packages, and Git LFS. If a team is repeatedly exhausting free quotas, the paid plan may be less expensive and easier to manage than paying for separate overages—but calculate actual usage first.
What can still cost money on a free plan?
GitHub Actions
GitHub Free for organizations includes 2,000 Actions minutes per month for private-repository usage. Public-repository Actions usage is treated differently under GitHub’s stated plan comparison. Private builds can consume the allowance quickly when workflows run frequently, take a long time, use multiple operating systems, or run concurrently.
Usage beyond included allowances may be billed unless spending controls stop additional use. Runner type, operating system, workflow duration, artifacts, and related storage can affect the bill. Review the included-usage documentation and set a budget or spending limit before turning on high-volume automation.
GitHub has also announced changes to Actions pricing, including a cloud-platform charge for some self-hosted runner usage beginning March 1, 2026. Because Actions billing is volatile, verify the current GitHub announcement and live billing documentation before relying on a specific cost calculation.
Codespaces
Codespaces can generate compute and storage charges even when the organization’s base GitHub subscription is free. Treat it as a separate cloud-development expense, not as an automatic benefit of free repository hosting.
GitHub Packages
Free organizations receive 500 MB of Packages storage and 1 GB of monthly data transfer. Packages can include container images and other dependencies, and storage or transfer beyond the included allowance may be billed. GitHub explains the relevant billing rules in its Packages documentation.
Git LFS
Git Large File Storage is relevant for game assets, design files, datasets, videos, and other large binaries. GitHub’s current usage table lists 10 GB of storage and 10 GB of bandwidth per month for a free organization. A repository can remain free while its large-file workflow reaches those limits.

Is GitHub Free enough for a small team?
- Two-person private application: Probably yes if the team needs source control, pull requests, issues, and ordinary CI but not enforced review policies.
- Five-person startup: Possibly. Start with Free if the team can manage review rules through process and Actions usage stays within the allowance.
- Production team with mandatory approvals: GitHub Team is more likely to be justified because branch protection, required reviewers, and code-owner controls matter.
- CI-heavy project: Measure private-repository Actions minutes before choosing a plan.
- Package-heavy or binary-heavy project: Check Packages and Git LFS storage and transfer limits.
- Enterprise with SSO and provisioning requirements: Evaluate GitHub Enterprise rather than choosing based only on repository price.
Team size alone is not the deciding factor. A ten-person hobby project may be fine on Free, while a three-person regulated software company may need a paid plan.
How to set up GitHub Free for a team
- Sign in to or create a personal GitHub account.
- Create a GitHub organization and select the free organization plan.
- Create repositories under the organization, not under one employee’s personal account.
- Invite members and assign appropriate organization and repository roles.
- Create GitHub teams for groups such as developers, reviewers, or maintainers.
- Choose repository visibility: private, public, or internal where that option is available to your plan and setup.
- Establish pull-request, review, and branch-management rules. If Free cannot technically enforce a rule you need, document that limitation before relying on it.
- Review Actions, Packages, LFS, Codespaces, and other metered-product settings.
- Set a budget or spending limit before enabling paid usage.
Organization ownership is safer for a business or group project than storing the main repository in one employee’s personal account. If that person leaves, ownership, access, billing administration, and continuity can become unnecessarily difficult.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When should a team upgrade to GitHub Team?
Upgrade when you can identify a specific missing control or capacity—not merely because the word “team” appears in the plan name.
- You need protected branches in private repositories.
- Merges must require approval from specified reviewers.
- Sensitive directories require code-owner review.
- You need multiple pull-request reviewers or stronger governance.
- Community support is insufficient and email support matters.
- 2,000 monthly Actions minutes is not enough.
- Packages or Git LFS allowances are too small.
- You want organization-level Codespaces access with centralized billing controls.
GitHub’s pricing page currently displays Team at $4 per user per month for the first 12 months. Treat that as a date-sensitive offer rather than a guaranteed long-term renewal price.

When is GitHub Enterprise more appropriate?
GitHub Enterprise is designed for requirements that go beyond ordinary team collaboration, including:
- SAML single sign-on.
- Enterprise Managed Users.
- SCIM provisioning.
- Central administration across multiple organizations.
- Data residency options.
- Enterprise security and compliance controls.
- GitHub Enterprise Server for self-hosted deployment.
GitHub’s pricing page currently displays Enterprise starting at $21 per user per month for the first 12 months. Confirm current pricing, renewal terms, and eligibility directly with GitHub before budgeting.
GitHub versus alternatives
GitLab
GitLab offers a Free tier and emphasizes an integrated DevSecOps lifecycle. Its pricing page says each project in a Free-tier namespace receives 10 GiB of repository and LFS storage, and it advertises project import from GitHub and Bitbucket.

That is not a direct apples-to-apples comparison with GitHub. Compare CI minutes, storage, runners, permissions, security features, existing integrations, ecosystem value, and migration effort—not just the subscription price.
Self-hosted Git platforms
Forgejo, Gitea, and self-managed GitLab can appeal to organizations that prioritize infrastructure control or data locality. They replace SaaS seat costs with responsibilities for hosting, backups, upgrades, authentication, security monitoring, availability, runners, email infrastructure, and incident response. A self-hosted option is not cost-free simply because its software license may be free.
A practical cost checklist
Before choosing a plan, answer these questions:
- Do we need only shared private repositories and basic pull requests?
- Do private-repository merges need technically enforced approvals?
- How many Actions minutes do our private workflows use each month?
- Will we use Codespaces, and who will pay for compute and storage?
- Do we store container images, packages, or large binary files?
- Do contractors or outside collaborators need private-repository access?
- Do we require SSO, automated provisioning, compliance controls, or data residency?
- Have we set spending limits for usage-based products?
If the answers are basic collaboration, moderate usage, and no enterprise identity requirements, GitHub Free for organizations is usually the sensible starting point.
