How to Update GST Rates in Invoices, Accounting Software, and Product Catalogs (India)

To update an Indian GST rate safely, first identify the official rate notification and its effective date. Then apply the CGST Act Section 14 time-of-supply rules to transactions that cross the cutover. Only after that should you change tax masters, item mappings, invoice templates, catalog feeds, and e-invoice payloads. Preserve previously issued records unless the transaction-specific legal analysis supports a correction, and test invoices on both sides of the change.

What determines the GST rate on a transaction?

The effective date is set by the relevant government notification, not by the date you happen to edit your accounting software. For the broad 2025 GST rate changes covered by the GST Council FAQ, rates for goods and services other than specified tobacco products took effect on 22 September 2025. The FAQ excludes cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco and beedi from that general statement, so an affected item’s classification and notification must be checked individually. See the GST Council FAQ on the 2025 rate changes and the applicable notification before changing a rate.

A transaction close to the cutover cannot be decided with an invoice-date shortcut. Section 14 of the Central Goods and Services Tax Act says that “the time of supply, where there is a change in the rate of tax in respect of goods or services or both, shall be determined in the following manner”. The time of supply is established from the timing of the supply, invoice and payment under the statutory branches below.

Apply Section 14 before changing any tax master

For each order, advance, delivery, service completion or invoice near the effective date, establish whether the supply occurred before or after the change. Next record when the invoice was issued and when payment was received under the Act’s definition. The applicable branch determines the time of supply and therefore the rate to use. If facts are incomplete, stop the bulk update and obtain the missing dates rather than guessing.

Supply timing Invoice timing Payment timing Section 14 result to apply
Before the rate change After the change After the change Use the earlier of the invoice date and payment-receipt date as the time of supply.
Before the rate change Before the change After the change The invoice date is the time of supply.
Before the rate change After the change Before the change The payment-receipt date is the time of supply.
After the rate change Before the change Before the change Use the earlier of the invoice date and payment-receipt date as the time of supply.
After the rate change Before the change After the change The invoice date is the time of supply.
After the rate change After the change Before the change The payment-receipt date is the time of supply.

This matrix is a working summary of the combinations in Section 14; the statute and the facts of the transaction control. Confirm how “payment received” is defined and any special rule that applies to the supply, recipient or document type. A rate change can therefore produce different answers for two invoices issued on the same day.

Step 1: Read the official notification and build an affected-item list

Confirm the classification

Record the HSN for each goods item or the SAC and service description for each service. Check whether the notification changes the rate, a condition attached to the rate, an exemption, a composition-related treatment or a classification note. Similar product names can fall under different headings, and a rate summary may omit an exception.

Capture the effective date and conditions

For every affected code, keep the notification number or official reference, old rate, new rate, effective date, applicable tax components (CGST, SGST/UTGST or IGST), and conditions such as recipient, place of supply or value thresholds. The GST Council FAQ is useful for the stated 22 September 2025 date, but the official rate notification remains the controlling source for the particular item.

Separate rate changes from classification changes

If the notification changes an HSN/SAC classification as well as a percentage, update the classification mapping first and then the rate mapping. Do not use a percentage-only import when the code or taxability has changed; it can leave catalog, invoice and return data inconsistent.

Step 2: Resolve open orders, advances and cutover transactions

Export the transactions that need a legal decision

Before editing a tax master, identify unfulfilled sales orders, purchase orders, recurring services, advances, partially delivered orders, credit and debit notes, and invoices whose supply, invoice or payment date falls on either side of the effective date. Include transactions already posted but not yet reported if your reporting workflow permits correction before filing.

Apply the statutory branch to each transaction

Add columns for supply date, invoice date, payment-receipt date, the Section 14 branch, resulting time of supply, rate and reviewer. Where a single order has multiple deliveries or milestones, analyze each taxable supply rather than assigning one rate to the entire order.

Handle advances deliberately

An advance can be the decisive event under Section 14. Do not automatically re-rate the final invoice because the balance was invoiced after the change. Link the advance receipt to the relevant supply and retain the dates used for the determination.

Document exceptions

If a notification has a product-specific exception, record it beside the affected code. A short note explaining why an item stayed at the old rate is more useful than a later unexplained override in the tax master.

Step 3: Update accounting and billing software without rewriting history

Create a new effective-dated tax mapping

In most systems, the safest pattern is to add the new rate with an effective-from date or a new tax code, then map affected products and services to it for future transactions. If the package has no effective dating, archive or deactivate the old mapping only after all transactions requiring it have been posted, and retain a traceable copy of the old code.

Update every dependent field

  • Item or service HSN/SAC mapping and tax category.
  • CGST, SGST/UTGST and IGST percentages, including rounding rules.
  • Tax-inclusive price formulas and displayed unit prices.
  • Invoice, quotation, sales-order, credit-note and debit-note templates.
  • Ledger accounts and tax-liability mappings used by journal posting.
  • Recurring-invoice profiles and saved transaction templates.
  • API or import mappings that send rate, taxable value and tax amounts to another system.

These are implementation controls rather than a vendor-prescribed menu sequence. Exact labels differ between desktop and cloud packages, so use the current documentation for your system and verify the generated accounting entry, not just the percentage shown on screen.

Keep old transactions immutable unless correction is legally justified

A tax-master change and an amendment to an issued invoice are separate tasks. Changing the master should not silently recalculate historical documents, posted journal entries or filed data. Lock or version the old mapping where possible and preserve the original PDF, JSON, invoice number, date, taxable value and tax amounts.

GSTN’s GSTR-4 manual shows amendment fields such as revised invoice number and date, total invoice value and taxable value. Those fields document what a portal amendment can contain; they do not establish that every rate change permits rewriting a previously issued invoice. Decide whether a correction, credit/debit note, return amendment or no change is legally appropriate for the particular transaction under Section 14 and the applicable procedural rules.

Step 4: Update a connected product catalog or commerce feed

Change the source of truth first

Determine whether the accounting system, enterprise resource planning system, catalog platform or commerce channel owns the HSN/SAC and tax rate. Update that source, then publish the change through the documented integration. Editing only the storefront can cause invoices to carry a different rate from the ledger.

Check catalog fields that affect the calculation

  • SKU, variant and bundle components.
  • HSN/SAC and tax category.
  • Rate, cess or exemption flag, where applicable.
  • Whether the displayed price is tax-inclusive or tax-exclusive.
  • Place-of-supply logic for intra-state versus inter-state orders.
  • Effective date used by scheduled imports and cached feeds.

Prevent stale-cache sales

Schedule the catalog publication before the effective date only if the platform supports effective dating. Otherwise, pause automated price or tax feeds during the cutover, publish the new mapping, clear caches and place a controlled test order. Check that a saved cart created before the change follows the legally determined treatment rather than whichever rate happens to be live when the customer pays.

Reconcile catalog and ledger totals

For a sample of products, compare the catalog’s taxable value and displayed total with the accounting invoice. A mismatch commonly indicates tax-inclusive pricing, a bundle component with an old mapping, a rounding rule or a marketplace that calculates tax independently.

Step 5: Validate invoices and e-invoice submissions

Test the documents customers actually receive

Generate representative PDF and printed invoices for an item at the old rate (where a valid pre-change transaction still exists) and at the new rate. Check the legal name and GSTIN, invoice number and date, HSN/SAC, taxable value, rate, each tax component, rounding, grand total and any reverse-charge or exemption indicator used by the transaction.

Test the e-invoice payload, not just the PDF

Compare the taxable value and tax amounts in the JSON or API payload with the rendered invoice. Validate the invoice reference number and QR-code output returned by the portal or intermediary, and confirm that rejected responses are visible to the accounting user instead of being treated as successful submissions.

E-invoice channels are implementation-specific. The IRIS IRP prerequisites and release notes describe API, web-form, Excel-utility and JSON-upload workflows at its official documentation page. IRIS IRP reported adding a 40% rate to its tax-rate master on 21 September 2025. That date and channel behavior describe that portal’s implementation, not every accounting package or IRP, so confirm the rate list and payload requirements for the channel your business uses.

Cover both sides of the effective date

Use at least one test for each relevant Section 14 branch, plus a normal post-change sale. Compare taxable value, CGST, SGST/UTGST or IGST, total invoice value, ledger posting and e-invoice acceptance. Keep the test evidence with the change record and clearly label test documents so they cannot be mistaken for supplies.

Choosing an implementation route

Route Best fit What to verify Main risk
Edit tax masters in a desktop or cloud accounting package Businesses whose ledger is the primary source for invoices and tax reports. Effective dating or versioning, historical-document lock, recurring invoices, ledger postings and export to returns. A global percentage edit recalculates or misstates older transactions.
Update a connected catalog or commerce platform Businesses where product and price data originate outside the ledger. HSN/SAC propagation, tax-inclusive pricing, cached carts, bundles, marketplace feeds and sync timing. The storefront and accounting invoice use different mappings.
Submit through an e-invoice portal, API, spreadsheet or JSON workflow Businesses that generate invoices in one system and report through a separate channel. Payload rate fields, tax totals, master-data availability, error handling and IRN/QR-code response storage. A PDF looks correct while the submitted payload carries an old rate or is rejected.

No route makes the software the legal decision-maker. The system should reproduce the rate and time-of-supply conclusion made from the notification, classification and transaction facts.

Audit trail and controls after the change

  • Save the official notification or FAQ link used, the date reviewed and the effective date.
  • Maintain an affected-item register with old rate, new rate, HSN/SAC, conditions and owner.
  • Record when each tax master, catalog mapping, template and integration was changed.
  • Keep the Section 14 analysis for open orders, advances and exceptions.
  • Retain before-and-after configuration exports where the software permits them.
  • Store representative invoice PDFs, payloads, acceptance responses and reconciliation results.
  • Restrict tax-master editing rights and require a second review for high-volume or high-value changes.

This record lets you explain why a historical invoice retained its original amount, why a particular transaction used the old rate, and when the new mapping became active.

Troubleshooting common GST-rate update failures

Every invoice shows the new rate, including old orders

Restore the previous mapping for transactions whose time of supply requires it, or use an effective-dated rule. Recalculate only documents that have not been legally finalized, and preserve the original record for anything already issued or reported. Then test a pre-change order separately from a new sale.

The invoice PDF is correct but e-invoice submission fails

Inspect the payload’s rate, taxable value, tax components, HSN/SAC and totals. Check whether the selected IRP or API has the required rate in its master and whether the response contains a rejection code. Correct the source data, resubmit through the documented workflow and retain both the failed and accepted responses.

The catalog total differs from the accounting invoice

Compare tax-inclusive versus tax-exclusive settings, bundle components, place-of-supply logic, rounding precision and synchronization timestamps. Place a controlled order and trace its SKU from catalog through invoice and ledger before reopening sales.

A user wants to amend an old invoice solely because the percentage changed

Do not approve an automatic amendment. First apply Section 14 to the transaction and determine whether the original document is legally wrong. If correction is required, select the appropriate documented route and preserve the original invoice and reason for the adjustment. GSTN’s amendment fields show available data points, not blanket permission to rewrite invoices.

The notification date and a summary article disagree

Use the official notification and its effective date, then check the GST Council or PIB explanation for context. The PIB FAQ on the GST rate changes can provide a public explanation, but item-specific conditions still come from the controlling notification.

A practical cutover checklist

  1. Locate the official notification and confirm the affected HSN/SAC, rate, conditions and effective date.
  2. Export open orders, advances and near-cutover supplies; capture supply, invoice and payment-receipt dates.
  3. Apply the correct Section 14 branch and document the resulting time of supply for each exception.
  4. Version the tax master and map affected items for future transactions without changing historical records.
  5. Update templates, recurring invoices, ledgers, catalog feeds, APIs and e-invoice payload mappings.
  6. Publish or activate the new catalog mapping at the supported effective time and clear stale caches.
  7. Generate representative invoices before and after the cutover and reconcile every tax component and total.
  8. Submit a representative e-invoice through the channel actually used and verify acceptance data.
  9. Review failures, correct mappings, obtain a second approval and release the change to production.
  10. Store the notification, item list, configuration record and validation evidence in the audit trail.

What to do when the facts remain uncertain

Pause the affected transaction rather than applying a universal rate. Obtain the exact supply and payment facts, confirm the classification and notification, and ask a qualified Indian GST adviser to resolve an unusual combination, disputed payment date, bundled supply or correction question. Software can calculate the result you configure; it cannot determine an ambiguous legal classification or cure an unsupported amendment.
