How to Opt Out of Flock Safety Camera Networks and Request Deletion of Your Vehicle Data

By TheFinanceBase Team 10 min read

There is no driver-controlled switch that removes a vehicle from every Flock Safety camera. If the camera belongs to an HOA or neighborhood customer, the practical opt-out is a local Safe List (also called an Authorized Access List) entry made through that association. It can identify the vehicle as a resident and cause footage to be deleted or omitted from that residential system. It does not prevent another Flock camera from recording the vehicle elsewhere.

For a police or other public-agency camera, contact the agency that operates the system. Ask for its automated license plate reader (ALPR) policy, configured retention period, sharing rules, records-request route and any process for a vehicle-specific deletion request. Neither Flock’s published materials nor the sources reviewed establish a universal individual right to delete every public-road plate read.

First identify who operates the camera

The operator determines what you can request and where you must send it. Flock’s published Safe List option is described for participating neighborhood customers, not law-enforcement customers. A camera mounted near your home may therefore be governed by an HOA agreement, while a camera on a public road may be controlled by a police department, sheriff’s office or another public agency.

Police or other public agency Contact the agency, request its ALPR policy and submit a precise records or deletion request. Whatever cameras and jurisdictions the agency controls or can search. Agency policy, contract, local law and any preservation hold.

Flock says customers control their data and that agency settings can differ. The Flock FAQ and Trust Center are useful for understanding the product, but the local operator is the practical authority for a particular camera.

How the neighborhood Safe List works

What it does

Flock describes the Safe List as a way for a participating residential customer to register a resident’s vehicle. The system can mark the vehicle as authorized and automatically delete or omit its footage from that local system. This is a setting for one community, not a network-wide exemption.

How to register a vehicle

  1. Ask your HOA, condominium board or neighborhood association whether it uses Flock and whether it has a Safe List or Authorized Access List.
  2. Ask for the association’s registration procedure. The association may have its own form, portal or verification requirements; Flock does not publish one universal consumer form.
  3. Provide the exact license-plate number and issuing state, along with any information the association requires to establish residency.
  4. Request written confirmation that the plate was added, the date it became active and the local cameras covered.
  5. Ask what to do if the vehicle, plate or state registration changes. A new plate should not be assumed to inherit an old entry.

Keep the confirmation and the name of the association contact. If a local camera later produces a notice or a dispute, those records show what you asked the customer to configure.

What the Safe List does not do

Flock expressly warns that a vehicle on one residential Safe List can still be recorded by other Flock cameras after it leaves that community. The entry does not follow the vehicle onto public roads, into another neighborhood or to a different customer’s property. If your concern involves travel outside the association, you must address each relevant camera operator separately.

How to approach a law-enforcement or public-agency camera

Find the responsible agency

Start with the agency that owns or operates the camera, not with a general request to Flock. Look for an ALPR policy, public-records page, privacy contact, records unit or non-emergency phone number. If the camera is on a road shared by several jurisdictions, ask which agency is the data customer and whether another agency can search it.

Ask for the policy before demanding deletion

Request the agency’s current ALPR policy and ask these specific questions:

  • What retention period is configured for this deployment?
  • What license-plate, vehicle-characteristic, time and location information is stored?
  • Who may search the system, and are searches or records shared with other agencies or jurisdictions?
  • Which records-request process applies, and is there a fee or identity-verification requirement?
  • Does the agency accept a vehicle-specific deletion, correction or suppression request?
  • What legal, contractual or regulatory exceptions can preserve a record beyond the normal schedule?

Flock’s Privacy Policy says customers control the relevant data. That means an agency may be able to explain, change or delete a record even when Flock hosts or processes the system, while Flock itself cannot promise a result for every customer deployment.

Send a narrowly identified request

A vague request such as “delete everything about my car” makes it difficult for an agency to locate a responsive record. Include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the complete plate number and issuing state;
  • the vehicle’s make, model, color or other identifying characteristics, if known;
  • the approximate date and time range;
  • the road, address, direction of travel or camera location;
  • the reason you believe the camera captured the vehicle;
  • your preferred response method; and
  • a request for the agency to state whether a responsive record exists, its scheduled deletion date and whether a preservation exception applies.

This is practical request-writing guidance, not a promise that state or federal law gives every person a deletion right. Public-records, privacy and law-enforcement rules vary by jurisdiction.

Copy-and-adapt request language

Subject: ALPR vehicle-specific records and deletion request

I am requesting information about an automated license plate reader record for plate [plate number], issued by [state]. The likely capture occurred between [start date/time] and [end date/time] near [location or camera]. The vehicle is [brief make/model/color description].

Please identify the agency’s applicable ALPR policy, configured retention period, sharing rules and records-request process. Please confirm whether a responsive record exists, whether it is eligible for deletion or suppression, the scheduled deletion date, and whether a legal, contractual, regulatory or litigation-preservation exception prevents deletion. If this request belongs with another agency or records unit, please forward it or identify the correct contact.

Do not include more personal information than the agency needs to authenticate and process the request. Ask for a written response so you can determine whether the agency treated the request as a records inquiry, a correction request or a deletion request.

Retention is not one universal number

Flock’s current FAQ, Trust Center and deletion article describe seven days as the usual or default retention period for ALPR or device data, while also stating that the customer’s contract, local law and configuration can change the actual period. Seven days is therefore a vendor-described default, not a guarantee for every camera.

Source or deployment Published period or setting How to interpret it
Flock general ALPR/device materials Seven days is described as the usual or default period. Actual customer configuration and legal requirements may differ.
Flock privacy-policy footage description Thirty-day cloud storage is described for some footage. This concerns a category of footage and should not be treated as the timer for every ALPR record.
City of Burbank Police Department Thirty-day ALPR retention. A local policy example, not a rule for other cities or states.

The distinction between data types matters. Flock’s Privacy Policy discusses video and images collected in public spaces and describes a 30-day cloud-storage period for some footage. Its Trust Center and deletion article describe ALPR/device retention as generally seven days. Those pages do not establish one timer for every service, customer or record type.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Preservation exceptions

Flock says a record can be kept longer because of a legal hold or a legal, contractual or regulatory obligation. An agency may therefore decline immediate deletion even when its ordinary retention window is short. Ask which exception applies, who imposed it, what scope it covers and when it is expected to end. Do not assume that a seven-day policy means every copy disappears on the seventh day.

Why timing matters

If you want an agency to locate a recent read, submit the request promptly and give the narrowest accurate time and location window. Waiting can allow routine deletion before the agency identifies the record. Conversely, if a lawsuit, criminal investigation, public-records request or other hold exists, a request to delete may not override the preservation duty.

What information may be in a Flock record

Flock’s Trust Center says ALPR data can include a license-plate image, vehicle characteristics, date and time stamps and a camera-location identifier. Those fields can describe where and when a vehicle was observed even if the plate image is not linked to a named person in the system.

Flock’s privacy policy distinguishes personal-information rights from footage collected in public spaces and states that footage does not connect the image to an identifiable individual. That is Flock’s stated position, not a universal legal conclusion about every state privacy law or every agency record. An agency may have additional information, such as a registration lookup or an incident file, that changes how a particular record is treated.

Sharing and searches can extend beyond one camera

Ask the agency whether its system permits searches by other agencies and whether it participates in regional or nationwide sharing. A plate read may be stored by one customer but searchable by authorized users elsewhere, subject to that program’s rules. Your request should therefore ask:

  • which agency is the data customer;
  • which agencies can search or receive results;
  • whether a search history or access log exists;
  • whether a deletion request would remove the source record, copies, exports or only future searches; and
  • whether another agency’s legal hold prevents deletion.

The Burbank Police Department’s published Flock FAQ illustrates why local answers matter: Burbank states that it retains ALPR data for 30 days and has opted out of Nationwide Lookup. That example demonstrates agency-specific settings; it does not establish what another city does.

How to document the result

If the HOA confirms a Safe List entry

  • Save the confirmation, plate number, issuing state and effective date.
  • Ask whether the entry covers all cameras in the association’s system or only a particular entrance.
  • Confirm the procedure for replacing a vehicle or plate.
  • Do not represent the entry as protection outside the association.

If a public agency says the record was deleted

Ask the agency to identify the record category, deletion date, retention rule and whether any preservation copy remains. Flock’s published materials describe automatic deletion, but they do not provide a universal consumer-facing receipt or an independent audit for every deployment. A written agency response is the most practical evidence available to an individual.

If the agency says no record exists

Ask whether the search covered the correct plate format, state, date range, camera and related vehicle-characteristic fields. A “no record” answer may mean the data expired, the camera did not capture a usable plate, the agency searched the wrong system or the record is held by another customer. Request the correct contact rather than repeatedly sending the same broad request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the agency refuses or does not respond

Read the agency’s appeal or public-records procedure and follow its stated deadline. You can ask for the supervisor of the records unit, privacy officer or agency counsel. For a dispute involving a lawsuit, criminal matter, employment decision or significant financial harm, consult a lawyer licensed in the relevant jurisdiction. Do not assume that a refusal proves the record exists or that a delay creates a right to deletion.

Methods that are not reliable opt-outs

A Safe List request is the supported residential method described by Flock. There is no published universal consumer switch for all Flock cameras, and changing a plate’s appearance is not an honest substitute for an agency request. Do not use plate covers, sprays, folding mechanisms or other plate-obscuring devices: they can violate traffic laws, create safety problems and still fail to prevent a readable capture. The lawful path is to work with the camera’s customer and ask what its policy permits.

A practical decision checklist

  1. Classify the camera. Is it operated by an HOA or neighborhood association, or by a public agency?
  2. Record the details. Note the plate and state, date and time, location, direction of travel and any visible camera identifier.
  3. Use the correct route. Send a Safe List request to the residential customer; send a policy and deletion request to the public agency.
  4. Ask about scope. Confirm whether the response covers one local system, multiple cameras, shared searches or exported copies.
  5. Ask about retention. Get the configured period rather than relying on the seven-day general default.
  6. Ask about exceptions. Determine whether a legal, contractual, regulatory or litigation hold prevents deletion.
  7. Keep records. Save emails, forms, confirmations and the agency’s final answer.
  8. Escalate appropriately. Use the agency’s appeal process or obtain local legal advice when the stakes justify it.

Questions readers commonly ask

Can I opt out of all Flock cameras?

No universal driver-controlled opt-out is published. A neighborhood Safe List entry is local to that participating system and does not stop capture by other cameras.

How do I get my license plate removed from Flock?

For a residential system, ask the HOA or association to add the plate to its Safe List, which Flock says can delete or omit footage locally. For a public-agency system, ask the operating agency whether a vehicle-specific deletion or suppression process exists.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How long does Flock keep license-plate data?

Flock currently describes seven days as the usual or default ALPR/device retention, but customer configuration, local law and preservation obligations can change that period. Burbank, for example, publishes 30 days.

Can Flock prove that my data was deleted?

Flock’s deletion article addresses that question and describes automatic deletion, but the published materials do not establish a universal user-facing proof or independent audit. Ask the agency for a written statement identifying the record, rule and deletion date.
