Google is already rolling out court-ordered changes that give rival Android app stores a route to the Google Play catalog and, for qualifying stores, distribution through Play. The latest development is a dispute over whether ordinary users can actually find and install those rivals—not a new antitrust verdict or an order to replace Google Play. As of August 18, 2026, the reported concern comes from an August 14 hearing; the precise direction and any required interface changes have not been confirmed in the cited written court materials.
What the latest judge action means
In Epic Games v. Google, U.S. District Judge James Donato is overseeing enforcement of an earlier injunction against Google’s Play Store practices. August 14 coverage reported that Donato was dissatisfied with how discoverable rival app stores were under Google’s initial implementation and expected further changes within roughly a week. That report points to a compliance dispute: whether Google’s approach makes the court-ordered opportunity usable in practice, rather than merely available on paper. The exact wording of the judge’s direction, any deadline, and Google’s response should be read from the federal case docket. The available report does not establish a required button, menu, search placement, or other specific Play Store interface change.
What changes—and what does not
- Changes: Google’s U.S. Play ecosystem is subject to requirements intended to give third-party stores and developers more meaningful distribution, catalog, and payment options.
- Does not change: Google Play is not being shut down, and Android users are not automatically moved to another store.
- Still unsettled: Whether Google’s current discovery and installation paths satisfy the injunction, and what further implementation the court may require.
Why Google is under a court order
Epic sued Google in 2020 over the distribution and billing rules governing Android apps. A jury found Google’s Play Store practices unlawful, and Donato entered a permanent injunction on October 7, 2024. The Ninth Circuit affirmed the core judgment and remedies on July 31, 2025. The current dispute concerns how those remedies are being carried out, not a fresh finding of liability. For the injunction’s covered period, Google must allow third-party Android app stores access to the Play catalog, permit rival app stores to be distributed through Google Play, and allow developers to communicate with users about external app availability, downloads, and payment options. The injunction also restricts certain agreements that could foreclose competing stores through exclusivity, preinstallation, first-launch rights, or limits on payment access. It allows reasonable, narrowly tailored security measures; the court’s task includes distinguishing necessary safeguards from barriers that undermine competition.
What Google has rolled out in the United States
Google’s developer notice describes two programs: the Play Catalog Access Program, for catalog access by third-party stores, and the Third-party App Store on Play Program, for qualifying stores seeking distribution through Play. Google says store onboarding began July 15, 2026, and catalog access took effect July 22, 2026. Google also says U.S. developers were included in catalog sharing by default unless they opted out by July 22. Catalog access is not the same as a complete copy of Play
Catalog access is meant to help a rival store offer apps already distributed through Google Play. Without a substantial catalog, a new store can struggle to attract users; without users, it can struggle to attract developers. The Ninth Circuit described access as a way to give competing stores a fair opportunity to establish themselves.

That requirement does not establish that every Play app will appear identically or immediately in every rival store. Developer opt-outs and program conditions matter. Nor does catalog access by itself mean rivals receive Google’s recommendation algorithms, internal tools, or user data. If Google’s rollout and any court-directed changes make rivals easier to find, users could encounter third-party stores from within Google Play, access more than one marketplace, and see additional payment or purchasing paths. A store being distributed through Play could also reduce the need to start by downloading an installer from an unfamiliar website. The court order does not guarantee that every store will be listed, that every app will be carried, or that installation will involve no warnings or confirmation steps.
Choice brings practical trade-offs
- Security and privacy: A Play listing does not mean every app inside a third-party store has the same review, privacy, or moderation practices as a Play-distributed app. Check the store’s reputation, permissions, and update practices.
- Purchases and refunds: A different store or payment provider may have its own receipts, refund rules, subscription management, and customer support.
- Updates and app data: Updates, cloud saves, and purchases may work differently depending on where the app was installed and which account or billing system it uses.
- Availability: A legal route for rival stores to reach users does not guarantee broad participation or a polished, widely used alternative-store ecosystem.
Google can argue that security and fraud controls require safeguards; critics can argue that excessive warnings, hidden placement, or cumbersome onboarding recreate the barriers the injunction was intended to address. The legal standard allows reasonable, narrowly tailored security measures, so the question is not whether safeguards may exist but whether they are justified and applied without needlessly burdening rivals.

What developers need to know
For apps serving users in the United States, Google’s notice says developers may tell users about availability or pricing outside Play, link to external downloads, use alternative in-app payment methods, and communicate about billing options other than Google Play Billing. It also says developers may not set different prices solely because a user chooses Google Play Billing. Eligibility, disclosure, safety, billing, and program rules still apply; external payment does not automatically mean a developer owes no service fee.
Catalog sharing and reporting
Google says developers were automatically included in catalog sharing unless they opted out by July 22, 2026. The effect depends on whether an app is distributed through Play, a rival store, or both, and on the developer’s choices under the program.

Google says developers enrolled in its U.S. external-content-link and alternative-billing programs must report relevant transactions and successful downloads, with applicable service fees beginning October 1, 2026. The cited notice does not establish one universal fee percentage for every developer or transaction type. Potential benefits and added work
- More distribution options: A developer may reach users through Play and participating rival stores.
- More payment flexibility: External links and alternative billing can give developers more ways to present purchasing options.
- Operational overhead: Multiple store rules, billing systems, reporting obligations, refunds, subscriptions, and support channels can add work.
- Uncertain reach: Permission to distribute elsewhere does not guarantee enough users on a rival store to justify the cost of supporting it.
Why discoverability is central to competition
Permission to distribute a rival store does little if users cannot find it without already knowing its name. A store’s placement, searchability, onboarding steps, warnings, and update process can determine whether the legal right to compete becomes a real option for ordinary users.
That is why the reported August hearing matters. It suggests Donato is looking beyond whether Google created enrollment pathways and asking whether users can reach rival stores in a practical way. The court has not, in the cited report, specified a particular ranking, button, or interface design. Future court documents and Google documentation will determine what changes are required and how compliance is assessed.

Google’s developer page says Google and Epic reached a settlement agreement on March 4, 2026, and asked the court to approve a revised modified injunction. July reporting said the parties withdrew their joint request to modify the injunction. Accordingly, the original court-ordered remedies remain the central framework for the U.S. rollout; it would be misleading to describe the current development simply as a completed settlement replacing the injunction. Who could benefit—and what is not guaranteed
Rival stores could gain a stronger route to users and apps; developers could gain bargaining leverage and more distribution or billing choices. Google may face pressure on distribution and transaction revenue, but it retains significant advantages in Android distribution, Play Protect, user familiarity, account integration, and established billing. The remedy does not guarantee that rivals will gain market share, that Google’s fees will fall to a particular level, or that users will see lower prices.
The cited injunction and Google program notice concern the U.S. implementation. They do not automatically change Play Store rules worldwide. Other jurisdictions, including Australia and Europe, have separate legal processes; their requirements should not be treated as consequences of Donato’s U.S. order.
