Lip-Bu Tan has been Intel’s chief executive officer since March 18, 2025. The former Cadence Design Systems chief and longtime technology investor was chosen to improve Intel’s product execution, rebuild its manufacturing business, expand Intel Foundry and restore confidence among customers and investors.
Who is Lip-Bu Tan?
Tan is Intel’s CEO and a member of the company’s board. Intel appointed him in March 2025, effective March 18, after Pat Gelsinger’s departure and a period of interim leadership by David Zinsner and Michelle “MJ” Johnston Holthaus. He had previously served as an Intel director from September 2022 until August 2024.

Intel’s current biography lists Tan as 66 in 2026. He was born in Malaysia. His education includes a bachelor’s degree in physics from Nanyang Technological University in Singapore, a master’s degree in nuclear engineering from MIT and an MBA from the University of San Francisco. Carnegie Mellon University awarded him an honorary doctorate in science and technology in 2025.
His technical education is part of the story, but Tan’s senior operating experience is primarily in electronic-design-automation software, venture investing and public-company leadership—not in personally running a leading-edge semiconductor fabrication plant.

Tan’s career before Intel
Venture investing
Tan founded Walden International in 1987 and remains its chairman. He is also a founding managing partner of Celesta Capital and Walden Catalyst Ventures. His investment career exposed him to semiconductor startups, artificial intelligence, infrastructure, connectivity and other parts of the technology supply chain.
That network could help Intel find customers, partners and acquisition targets. It also means that his past and affiliated investment relationships require careful disclosure and conflict-of-interest review, particularly where China-related technology investments are concerned.
Cadence Design Systems
Tan was Cadence’s CEO from 2009 through December 2021 and then served as its executive chair through May 2023. He also spent 19 years on Cadence’s board, beginning in 2004.
Cadence sells electronic-design-automation, or EDA, software. Chip designers use EDA tools to create, simulate and verify complex processors and other semiconductor products before they are manufactured. Cadence is therefore upstream of fabrication: it helps design chips but does not operate like a manufacturing foundry such as TSMC.
Rank #2
- The world’s fastest gaming processor, built on AMD ‘Zen5’ technology and Next Gen 3D V-Cache.
- 8 cores and 16 threads, delivering +~16% IPC uplift and great power efficiency
- 96MB L3 cache with better thermal performance vs. previous gen and allowing higher clock speeds, up to 5.2GHz
- Drop-in ready for proven Socket AM5 infrastructure
- Cooler not included
That position gave Tan relationships across the chip ecosystem, including with designers, foundries, equipment companies and major technology customers. Intel has said that, during Tan’s tenure as CEO, Cadence more than doubled revenue, expanded operating margins and experienced stock-price appreciation of more than 3,200%. Those figures are Intel’s characterization of his record and should not be confused with an independently calculated investment return.
Board and governance experience
Tan’s disclosed board experience includes Intel, Credo Technology Group and Schneider Electric. He has also held former directorships at companies including SoftBank and Hewlett Packard Enterprise. Board memberships can change, so the latest Intel proxy or annual report is the appropriate source for his current responsibilities.
Why did Intel choose him?
Intel said Tan brought deep semiconductor and software experience, relationships across the product and foundry ecosystems, a customer-focused innovation record and experience creating shareholder value. His earlier service on Intel’s board also gave him familiarity with the company.

In practical terms, Intel needed a leader for two connected businesses:
Rank #3
- Pure gaming performance with smooth 100+ FPS in the world's most popular games
- 6 Cores and 12 processing threads, based on AMD "Zen 5" architecture
- 5.4 GHz Max Boost, unlocked for overclocking, 38 MB cache, DDR5-5600 support
- For the state-of-the-art Socket AM5 platform, can support PCIe 5.0 on select motherboards
- Cooler not included
- Intel Products: designing and selling processors and other computing products.
- Intel Foundry: developing manufacturing technology and producing chips for Intel and outside customers.
Tan’s mandate is broader than improving a software business. Intel must execute product launches, meet process-technology milestones, improve manufacturing yields and delivery, win the trust of external foundry customers and spend enormous amounts of capital with discipline. Customers must believe Intel can meet schedules and quality targets while protecting their confidential designs.
What did Tan inherit?
Tan took over while Intel was trying to recover product leadership and rebuild its process-technology roadmap. Intel Foundry was a central strategic priority, but the company had to balance its own chip products with the demands of becoming a credible neutral manufacturer for outside customers.
That creates a difficult operating tension. Intel’s product business wants competitive chips on reliable schedules. Its foundry business needs long-term investment, outside-customer commitments, competitive process technology, high yields and manufacturing credibility. Tan must improve both without allowing one to undermine the other.
How much is Tan paid?
Intel’s March 2025 offer terms disclosed a $1 million base salary and a target annual incentive bonus equal to 200% of base salary, or a $2 million target opportunity.
Rank #4
- The world's fastest gaming desktop processor and first gaming processor with 3D stacking technology
- 8 Cores and 16 processing threads with AMD 3D V-Cache technology
- 4.5 GHz Max Boost, 100 MB cache, DDR4-3200 support
- For the advanced Socket AM4 platform, can support PCIe 4.0 on X570 and B550 motherboards
- Cooler not included, high-performance cooler recommended
| Component | Disclosed terms |
|---|---|
| Base salary | $1 million |
| Annual incentive target | 200% of salary, or $2 million |
| 2025 performance stock units | $14.4 million target value, tied to relative shareholder return |
| 2025 stock options | $9.6 million target value |
| New-hire performance stock options | $25 million target value |
| New-hire performance stock units | $17 million target value |
The four disclosed equity awards had an aggregate target value of approximately $66 million. That does not mean Tan received $66 million in guaranteed cash or realized compensation. The awards depend on conditions such as continued employment, Intel’s stock performance and applicable vesting or performance requirements.
One new-hire performance-stock-unit award also required Tan to purchase and hold $25 million of Intel shares through specified vesting dates. That condition should not be described as his total current Intel ownership.

The scrutiny concerns Tan’s investment history and business relationships, not a proven finding that he personally violated export controls.

Former President Donald Trump also publicly called for Tan to resign, citing alleged conflicts. News reports raised questions about whether Tan or affiliated funds had invested in Chinese semiconductor companies with state or military connections, whether relevant holdings had been divested and how those issues should be evaluated for a company with a major U.S. strategic role.

Separate reporting discussed a later Cadence legal and export-control matter involving the alleged provision of chip-design tools to a Chinese military-linked university while Tan was formerly Cadence’s CEO. Tan said misinformation was circulating about his past roles and that he had operated within high legal and ethical standards. Intel said it was committed to U.S. national and economic security.
These points should be kept distinct:
- An investment by Walden International or an affiliated fund is not automatically a personal investment by Tan, nor does it establish that he controlled the portfolio company.
- Tan’s former role as Cadence CEO does not by itself establish personal responsibility for every Cadence transaction or customer.
- Political criticism, reported investment links, corporate conduct and proven legal findings are different categories of evidence.
- The public record may not fully establish the final status of every investment, divestiture or internal conflict review.
The issue matters because Intel must operate globally while complying with export controls and meeting U.S. national-security expectations. It also matters to investors and customers evaluating the company’s governance and independence.
What should investors and industry readers watch?
- Product execution: whether Intel launches competitive products on schedule.
- Process milestones: progress in process technology, yields and manufacturing delivery.
- Foundry customers: whether Intel wins and retains repeat business from outside customers.
- Capital discipline: spending, cash use and the economics of expanding manufacturing capacity.
- Organizational accountability: whether changes simplify decision-making without weakening engineering capability.
- Geopolitical governance: how Intel manages China exposure, export controls and government relationships.
What Tan’s record does—and does not—prove
Tan brings an unusual combination of semiconductor-software expertise, venture-investing relationships, board experience and a public-company operating record. Those credentials explain why he was attractive to Intel.

But Cadence and Intel are fundamentally different businesses. Cadence is a software company serving chip designers; Intel must manage product development, factories, process technology, packaging, supply chains and massive capital commitments. Tan’s past success is relevant, but it is not proof that Intel’s turnaround will succeed.
