They may check a government ID, extract and validate its data, compare a selfie with the document photo, detect liveness, screen databases, assess device and fraud signals, and route uncertain cases to human reviewers.
That result is one control—not a guarantee that the user is safe or that the business has completed KYC, AML, sanctions, age, address, or beneficial-ownership obligations. The right service depends on the risk of the action being protected, the users and documents you must support, and the evidence you need to retain.
What identity verification services do
A typical service combines several checks rather than merely scanning an ID:
- Document capture: Guided camera capture, uploads, and sometimes NFC reading for compatible passports or identity cards.
- Document analysis: OCR, document-type recognition, expiry checks, barcode and MRZ validation, security-feature analysis, and tamper detection.
- Data validation: Comparison of names, birth dates, addresses, or ID numbers with government or commercial databases where available.
- Biometric comparison: Selfie-to-ID-photo matching, often paired with liveness or presentation-attack detection.
- Risk signals: Device, IP, location, velocity, behavioral, repeat-use, and network indicators that can reveal account farms or synthetic identities.
- Human review: Specialist review for damaged documents, ambiguous matches, or high-risk cases.
- Screening and evidence: Optional sanctions, PEP, adverse-media, KYB, beneficial-owner checks, case queues, reason codes, webhooks, and audit exports.
NIST separates identity proofing into establishing that a claimed identity exists, validating evidence associated with it, and verifying that the applicant is the person associated with that evidence. Its current Digital Identity Guidelines are SP 800-63-4 and SP 800-63A-4, published in 2025 and superseding the previous editions: SP 800-63-4 and SP 800-63A-4.

Identity verification is not the same as KYC, AML, or authentication

NIST describes identity proofing, authentication, enrollment, and federation as related but distinct services: NIST digital identity model.
How a sound verification flow works
- Set the assurance requirement. Identify the protected action, the cost of a false acceptance, the cost of rejecting a legitimate customer, the legal or contractual requirement, and whether recurring checks are needed. NIST recommends matching assurance to service risk: risk and assurance introduction.
- Collect only what is necessary. Inputs may include an ID, name, birth date, address, selfie or video, phone, email, bank ownership, or business records. NIST’s minimization guidance is at IAL general requirements.
- Validate the evidence. Check whether the document or data is genuine, current, unaltered, and internally consistent.
- Bind the person to the evidence. Use face comparison, liveness, database or knowledge checks, possession signals, attended proofing, or trained human review as the risk requires.
- Apply your policy. Treat approved, rejected, pending, retry, and review outcomes as business decisions. A genuine ID should not by itself authorize a suspicious high-value withdrawal.
- Retain or delete deliberately. Decide whether raw images, extracted fields, face templates, scores, consent records, notes, and logs are required. NIST requires notice, explicit informed consent for biometrics, a consent record, and a documented deletion process where applicable: NIST privacy and biometric requirements.
Choosing the right assurance level
NIST SP 800-63A-4 defines three identity assurance levels (IALs). They are a useful framework, not a universal legal classification.
Lower-risk activity
Community badges, low-value marketplaces, basic recovery, and low-consequence age gates may use phone or email possession, database checks, optional ID verification, and device or behavioral signals.
Medium-risk activity
Financial-account applications, insurance, rental platforms, payouts, and high-value commerce commonly need government ID, selfie matching, liveness, address or database validation, velocity controls, manual review, and appropriate sanctions or PEP screening.

Banking, payments, crypto, large withdrawals, government benefits, sensitive records, and privileged access may require multiple independent evidence sources, attended or biometric proofing, enhanced review, ongoing monitoring, strong post-onboarding authentication, and documented redress. Who uses identity verification?
- Fintech, banking, payments, and crypto platforms opening accounts or enabling money movement.
- Marketplaces managing seller onboarding, payouts, duplicate accounts, and trust.
- Gaming, gambling, and age-restricted services.
- Insurance, rentals, healthcare, and government services handling sensitive access.
- Employers protecting privileged workforce systems.
- Account-recovery teams facing takeover and social-engineering risk.
For a low-risk age-only decision, a purpose-built age-assurance method may collect less information than full identity verification.
Hosted, embedded, and API-first architectures
Hosted flow
The provider hosts capture and consent screens. This is quick to launch and keeps more sensitive data away from your infrastructure, but gives you less control over branding, redirects, and the onboarding journey.
Embedded SDK
A web or mobile SDK keeps capture inside your app and can reduce abandonment. You inherit permission, accessibility, device-compatibility, SDK-update, and release-management work.

API-first integration
Typical components include session creation, client tokens or session URLs, document metadata, webhook events, reason codes, retries, escalation states, deletion endpoints, and an analyst interface. Stripe advertises prebuilt mobile and web flows, webhooks or libraries, document verification, selfie matching, ID-number checks, deletion, and manual review at Stripe Identity.
Questions for the data flow
- Where is data processed, stored, and transferred?
- Are raw images, videos, face templates, scores, logs, or backups retained?
- Can retention and deletion be configured and evidenced?
- Are subprocessors or model providers involved, and is data used for model training?
- Can you export an audit record and separate test from production data?
- What are incident-notification duties and service-level commitments?
How to compare providers
Coverage
Request coverage by country, issuer, document type and version, language, script, browser, operating system, NFC capability, and user location. “Global” is not a sufficient specification. Stripe advertises IDs from more than 100 countries, while Veriff advertises documents from more than 230 countries and territories; test the exact documents your customers use: Stripe and Veriff.

Accuracy and fairness
Ask for false-acceptance, false-rejection, retry, abandonment, and manual-review rates by country and document type, plus demographic testing from production-like traffic. NIST says applicable biometric testing should address demographic performance and sets a requirement that performance for demographic types be no more than 25% worse than the overall population in the relevant proofing context; that is not a universal guarantee for every commercial service: NIST IAL requirements.
User experience
Test permission prompts, capture guidance, low bandwidth, older devices, accessibility, languages, mobile-to-desktop switching, retry limits, and whether the reason for collection is clear.

Fraud resistance
Ask specifically about printed and digital fakes, stolen genuine IDs, replay, screen injection, deepfakes, camera emulation, synthetic identities, reused faces or documents, and compromised devices. Require test methods, update frequency, red-team scope, and incident response—not just “AI-powered” marketing.
Review, redress, and operations
Confirm reviewer languages, response targets, override controls, appeal routes, alternative evidence, support escalation, webhook reliability, idempotency, rate limits, versioning, dashboard roles, SIEM integrations, and support response times. NIST recommends exception handling and alternatives such as trusted referees where suitable: SP 800-63A overview.
Privacy and audit
Review data-processing terms, subprocessors, regional hosting, retention controls, deletion APIs, consent records, evidence export, legal holds, security certifications, and model governance. A certification supports an assessment; it does not make your particular process compliant.

Privacy, security, and difficult cases
Users without standard IDs
Where risk permits, offer database checks, bank ownership, trusted-referee or in-person processes, digital credentials, manual review, or additional evidence. Do not make a passport-and-selfie flow the only route without a reason.
Capture failures and name differences
Glare, damaged or old documents, poor cameras, diacritics, transliteration, former names, patronymics, mononyms, and compound surnames require guidance, retries, normalization, alternative documents, and human escalation rather than an unexplained binary rejection.
Minors and vulnerable users
Check age thresholds, guardian consent, biometric restrictions, accessibility accommodations, facial differences, injuries, and users who cannot hold a phone steady.
Biometric retention
Ask whether the provider stores the original selfie, a face template, a comparison score, a liveness artifact, video, derived logs, or images used for model improvement. “No biometric storage” is meaningful only when those categories and backups are defined.

Account recovery
Verification at signup does not secure recovery. A compromised email, SIM, device, or session can still enable takeover; high-risk recovery needs strong authentication and risk signals.
Implementation blueprint
- Map protected actions, fraud losses, customer harm, legal requirements, and required evidence.
- Choose the minimum assurance and data set that addresses that risk.
- Run a document- and demographic-specific vendor proof of concept using realistic devices and failure cases.
- Define approved, rejected, retry, pending, review, and appeal states before launch.
- Build fallback paths for unsupported documents, accessibility needs, capture failure, and privacy objections.
- Connect webhooks idempotently and log vendor reason codes, policy decisions, consent, and retention events.
- Monitor acceptance, false rejection, fraud loss, abandonment, support contacts, manual-review time, and appeal outcomes together.
- Test deletion, incident response, vendor outage, model changes, and account closure procedures.
Common mistakes
- Treating a vendor’s “verified” result as permission to approve every transaction.
- Collecting more data than the risk requires.
- Judging quality by pass rate alone instead of false acceptance, rejection, retries, and abandonment.
- Assuming one provider supports every country and document version.
- Claiming that liveness or biometrics eliminate deepfakes.
- Assuming a certification transfers legal accountability to the vendor.
- Launching without manual review, appeal, alternative evidence, and support routes.
- Comparing only per-check prices while ignoring retries, minimums, screening, retention, analysts, and fraud losses.
Frequently Asked Questions
Is identity verification legally required?
Sometimes, depending on the service, jurisdiction, customer, and transaction. A provider’s verification result does not itself determine your legal obligations; obtain jurisdiction-specific advice for KYC, AML, age, privacy, and recordkeeping requirements.
Does identity verification prevent fraud?
It reduces some document and impersonation risks, but stolen credentials, synthetic identities, social engineering, compromised devices, injection attacks, and suspicious transactions require additional controls.
What happens if verification fails?
A well-designed flow offers a retry with useful guidance, another document or method, human review, appeal, and support escalation. An automated rejection should not always be final.

Do not assume so. Coverage varies by country, issuer, document version, language, image quality, age, and regional policy; test the specific markets and documents you need.
Should a startup build or buy identity verification?
Buying is usually faster and provides document coverage, capture guidance, updates, and review operations. Building may make sense for unusual workflows or strategic control, but requires sustained expertise in fraud, privacy, biometric risk, localization, and operations.
The Bottom Line
Choose identity verification as a risk control, not as a universal trust badge. Set the required assurance first, minimize collection, test real documents and users, budget for review and redress, and connect the result to authentication, fraud, and compliance decisions that remain your responsibility.
