China Is Broadening Its War on Kids’ Screen Time—but the Two-Hour Cap Is Not Current Law

China is expanding restrictions on minors’ digital lives, but it has not clearly imposed a universal two-hour daily limit on every child’s smartphone use. The country’s framework now reaches beyond online games to livestreaming, short-form video, social networking, mobile devices, content recommendations, overnight access and in-app spending.

The widely repeated two-hour smartphone figure came from a 2023 draft proposal, not an established nationwide rule. The clearest later development is a finalized mobile-internet minor-mode guide that calls for default overnight restrictions from 10 p.m. to 6 a.m., with a parental-exemption function.

What is actually escalating?

“Screen time” is a convenient shorthand, but China’s policy is not one single national timer. It is a layered system that combines:

  • Limits on online-game access and playing time
  • Age and real-name verification
  • Minor modes on apps and internet services
  • Device-level overnight restrictions
  • Content filtering and age-appropriate recommendations
  • Controls on permissions, addictive functions and spending
  • School rules governing phones on campus
  • Parental controls and exemptions

That distinction matters financially as well as technically. A restriction on game spending is different from a ban on a child’s entire smartphone, just as a school’s classroom rule is different from a national online-service requirement.

The timeline: from gaming curfews to device-level controls

Date Development What it covers Status
2021 China tightened online-gaming limits for minors. Online games, identity checks, playing hours and access windows. National gaming rule
August 2023 The Cyberspace Administration of China published a draft mobile-internet minor-mode proposal. Proposed age-based controls, daily-use limits, overnight restrictions and parental functions. Draft for public comment
January 1, 2024 The Regulations on the Protection of Minors Online took effect. Games, livestreaming, online audio and video, social networking and other services. Regulation
November 15, 2024 The CAC published finalized mobile-internet minor-mode guidance. Mobile smart terminals, apps and mobile internet services, including default overnight limits. Official implementation guidance
January 23, 2026 The CAC issued classification rules for online information that may affect minors. Content classification and protection requirements. Content-governance measure

Online gaming remains the strictest part

China’s Law on the Protection of Minors requires online-game providers to use real-name registration and prohibits them from providing online games to minors from 10 p.m. to 8 a.m. It also calls for age-appropriate classification and technical measures to limit access to unsuitable games or functions.

The National Press and Publication Administration tightened the practical gaming window in 2021. Under the rule widely reported by the Associated Press, minors may play online games for one hour per day, only from 8 p.m. to 9 p.m. on Fridays, Saturdays, Sundays and legal holidays.

This is a restriction on online gaming, not a one-hour limit on all phone use. A child could be barred from a game while still using an approved service for communication, education or another permitted activity.

What the 2023 smartphone proposal said

In August 2023, the CAC proposed a mobile-internet minor mode for smart devices and apps. Media coverage, including Time’s explainer, described age-tiered daily limits, including a proposed maximum of two hours for older teenagers.

The proposal also contemplated overnight restrictions and parent-controlled exceptions. But a draft is not automatically a law. Public consultation documents can be revised, narrowed or replaced. The two-hour number should therefore be described as a proposal, not as a current universal national smartphone cap.

What the finalized 2024 mobile guidance changed

On November 15, 2024, the CAC published finalized guidance for a mobile-internet minor mode. Rather than announcing one universal daily allowance for every child, the document sets out a framework for devices, applications and mobile internet services to coordinate age-appropriate protections.

Its clearest time-related provision is a default no-service period in minor mode from 10 p.m. to 6 a.m. The guidance also includes a parental-exemption operation, meaning the default restriction is not necessarily an unbreakable lockout in every family or situation.

The framework addresses:

  • Time limits and overnight access
  • Age-appropriate content and services
  • Permission controls
  • Spending restrictions
  • Coordination between mobile terminals, apps and internet providers

This document should not casually be called a nationwide smartphone ban. It is official implementation guidance for a minor-mode system, and the user experience may differ by device maker, operating system, app and account configuration.

The broader online-protection regulation

The Regulations on the Protection of Minors Online, effective January 1, 2024, broadened the approach beyond games. They require relevant providers to establish anti-addiction systems and change content, functions or rules that may encourage minors to become excessively dependent on a service.

The regulation covers online games, livestreaming, online audio and video, and social-networking services. It calls for age-specific minor modes with controls over time, permissions, content and spending. Providers must also disclose anti-addiction work annually.

The word “addiction” here is part of the regulatory vocabulary. It should not be read as proof that every child with high usage has a settled medical condition. The rules target product design, access and commercial behavior as well as time.

How the system is supposed to work

Real-name registration

Identity information allows providers to determine whether a user is a minor and apply age-based rules. The same mechanism creates privacy and accuracy concerns, especially when children use a parent’s identity or share devices.

App and platform minor modes

Services can provide youth-oriented interfaces, content recommendations, permissions and spending controls. Coverage is broad in principle, but “all apps” is too strong: the legal framework covers categories of services, while implementation can vary.

Device-level controls

A mobile-device minor mode can impose restrictions across more than one app, including the 10 p.m. to 6 a.m. default described in the 2024 guidance. It is still not a guarantee that every screen, account or foreign service is governed identically.

Parents

China’s Minors Protection Law assigns families a role. Parents are expected to improve their network literacy, guide children’s internet use, install minor-protection software or select suitable service modes, and arrange reasonable usage time.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Schools

Schools may prohibit students from bringing smart devices into classrooms without permission. Devices brought to school are to be managed centrally, and schools are expected to work with parents when a student shows signs of problematic internet use.

A classroom phone rule is not the same thing as a nationwide ban on children owning smartphones.

Why China says it is expanding the framework

Official policy language emphasizes protecting minors’ physical and mental health, preventing harmful content and reducing internet dependence. It also addresses cyberbullying, scams, pornography, violence, exploitative spending and addictive product features.

The policy fits a wider Chinese model of platform governance in which companies are expected to adjust algorithms, recommendation systems, product functions and user-access rules. In that sense, the program is about more than minutes on a clock. It also concerns identity, content, social behavior, commercial incentives and cultural governance.

Those stated child-safety goals coexist with broader questions about how much authority the state and technology companies should have over family decisions, what data identity systems collect, and how content categories are defined.

Where enforcement can break down

Adult-account circumvention

Children may attempt to use a parent’s identity, borrow an adult account, share a device or move to a service outside the main enforcement ecosystem. The 2024 online-protection regulation prohibits services involving the rental or sale of online-game accounts to minors, suggesting that account circumvention is a recognized problem.

Parental exemptions

The 2024 mobile guidance expressly includes a parental-exemption function. That makes the system closer to default protection with controlled overrides than to an absolute national shutdown.

Education and emergencies

The 2023 draft reportedly contemplated exceptions for emergency services and educational uses. Those details should not automatically be assumed to apply unchanged to every later implementation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Device and app inconsistency

Restrictions can depend on the device brand, operating system, app, account type, login status and whether a service is domestic or foreign. One national policy does not necessarily produce one identical user experience.

What the 2026 content rules do—and do not—show

On January 23, 2026, the CAC issued a classification framework for online information that may affect minors. This points to a continuing expansion of content-governance requirements, including how information is categorized and handled.

Based on the official description, the measure does not establish a new universal daily screen-time limit. It is evidence that China’s child-online-safety system is broadening in content as well as access.

Does the policy work?

The existence of restrictions does not by itself prove that they eliminate excessive use. A proper assessment would need to separate:

  • Compliance by major game and platform providers
  • Changes in gaming hours or youth participation
  • Attempts to bypass identity and account controls
  • Shifts from games to short video, livestreaming or other services
  • Effects on sleep, school performance, mental health and family conflict

Public claims of success should be attributed to the organization making them. For example, the AP has reported official claims that the gaming problem was “basically resolved,” while noting that the three-hour weekly gaming limit remained. That is not the same as independent evidence that excessive digital use has disappeared.

What this means for families elsewhere

Parents outside China should not assume that a Chinese-style national framework is available through a single commercial app. Families can reproduce some basic functions with built-in tools:

  • Apple Screen Time is included with Apple devices and supports app limits, downtime and family controls.
  • Google Family Link provides core parental-control features for compatible Google accounts and devices.
  • Microsoft Family Safety supports Microsoft-account households, with some broader features tied to Microsoft 365 plans.

These tools can help manage bedtime, app access and spending, but they do not replicate China’s real-name verification, platform-wide content governance or national regulatory enforcement. They also work best when parents explain the rules and review exceptions rather than relying on a timer alone.

The bottom line on China’s “two-hour” screen-time claim

China’s restrictions on children’s digital activity are genuinely becoming broader. The country has moved from a highly visible gaming curfew toward a system involving multiple online services, mobile devices, content, spending and overnight access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

But the often-repeated statement that China currently limits every child to two hours of smartphone use per day is not established by the supplied official record. That number belongs to the 2023 draft proposal unless newer binding evidence proves otherwise. The more defensible description is a growing network of age-based controls, with a 10 p.m. to 6 a.m. default in mobile minor mode, platform obligations, school rules and parental exemptions.
