Bessent Says $2,000 Tariff Checks Need Congressional Approval

There is no basis in the available reporting to treat the proposed $2,000 tariff dividend as an approved payment. Treasury Secretary Scott Bessent said Congress would need to pass legislation for the checks; reporting also left open who might qualify and whether the benefit would be a check at all.

Would Congress have to approve the $2,000 checks?

Yes. In November 2025, Bessent said the proposed payments would require legislation from Congress. That makes the proposal conditional on congressional action, not an authorized payment. The reporting captured his position in paraphrase rather than an exact quotation on the approval requirement. ABC News and the Associated Press reported on the proposal.

Was a direct $2,000 check promised?

The payment mechanics were unsettled in the November 2025 reporting. Bessent had described the idea as potentially taking forms such as tax cuts, rather than a direct check. The phrase “$2,000 checks” therefore should not be read as confirmation that a specific payment method had been settled.

Who would qualify?

The contemporaneous reports did not establish eligibility rules or an income limit. They also did not provide a finalized program design from which a reader could determine who, if anyone, would receive a payment or tax reduction.

What is the latest reported status?

ABC News reported on September 10, 2026, that the promised payments had not materialized. That is a dated status report, not confirmation of what happened afterward. The available information does not establish whether Congress acted or whether the proposal’s status changed after that date.

Do tariff revenues mean the checks are funded?

No. The Associated Press reported that U.S. customs duties totaled $195 billion in fiscal 2025, up from $77 billion in fiscal 2024. It also reported that tariffs accounted for less than 4% of federal revenue and that the fiscal 2025 deficit was $1.8 trillion. These figures describe the fiscal backdrop; they do not show that money was set aside for the proposed dividend or establish how much the proposal would cost. Associated Press coverage
