WeltTrades and Capital Allianze Enter CONSOB’s Warning List

On December 20, 2019, CONSOB ordered Italian internet providers to block access to websites linked to WeltTrades and CapitalAllianze, citing unauthorized financial services. The official notice named Game Capital Ads Limited and Allianz Capital Ltd—not “WeltTrades Ltd” or “Capital Allianze Ltd.”

Italy’s financial regulator did not simply publish a general warning about WeltTrades and CapitalAllianze. On December 20, 2019, the Commissione Nazionale per le Società e la Borsa (CONSOB) announced an order requiring internet providers to block access from Italy to websites offering financial services without the required authorization.

The official notice named two companies and three website addresses:

  • Allianz Capital Ltd — www.capitalallianze.com
  • Game Capital Ads Limited — www.welttrades.com and www.it.welttrades.com

“Capital Allianze” and “WeltTrades” are useful brand or website references, but they are not the legal company names used in CONSOB’s release.

What CONSOB ordered

CONSOB said the websites were offering financial services in Italy without the necessary authorization. It therefore ordered internet-connectivity providers operating in Italy to inhibit access to the listed sites from Italy.

The legal authority cited was Article 36, paragraph 2-terdecies, of Law No. 58 of June 28, 2019, commonly referred to in the regulator’s release as the Growth Decree. The provision allowed CONSOB to require website blocking when financial services were offered without the required authorization.

This was an access-blocking measure. It was not described as a worldwide ban, and the order did not mean that every internet connection everywhere would necessarily fail to reach the sites. CONSOB also warned that implementing the block could take several days.

The names in the official notice

That distinction matters when checking records, searching for complaints, or reviewing paperwork from a broker. The CONSOB document does not identify “Capital Allianze Ltd” as the company name. It lists Allianz Capital Ltd and gives the CapitalAllianze website. It likewise does not identify “WeltTrades Ltd”; it names Game Capital Ads Limited and lists the two WeltTrades domains.

Was this a 2019 or 2023 warning?

The original CONSOB announcement is dated December 20, 2019. Articles published later may describe the companies as having appeared on CONSOB’s warning list, but those articles are reporting an earlier regulatory action. July 2023 coverage, for example, should not be treated as the date on which the blocking order was issued.

CONSOB said the 16 websites covered by that announcement brought the number of sites blocked since July 2019 to 117.

Why “warning list” is imprecise

The title “WeltTrades and Capital Allianze Enter CONSOB’s Warning List” is understandable, but the regulator’s own wording is more specific. Its English release says CONSOB ordered providers to “block the access from Italy” to the websites. The Italian notice refers to oscuramento, meaning the sites were to be blocked or blacked out.

A precise summary is:

On December 20, 2019, CONSOB ordered Italian internet providers to block access from Italy to websites associated with Game Capital Ads Limited and Allianz Capital Ltd, saying the sites were offering financial services without the required authorization.

This wording avoids turning a technical regulatory order into a broader claim that the companies were convicted of fraud or banned everywhere.

What the CONSOB action establishes

  1. The regulator associated www.welttrades.com and www.it.welttrades.com with Game Capital Ads Limited.
  2. It associated www.capitalallianze.com with Allianz Capital Ltd.
  3. It considered the websites to be offering financial services in Italy without the necessary authorization.
  4. It ordered internet providers to block access to those websites from Italy.
  5. The announcement was issued on December 20, 2019.

What the notice does not establish

The release alone does not establish that either company was criminally convicted, that every customer lost money, or that a court formally adjudicated the entities to be fraudulent. Calling the businesses “scams” or “criminal operations” would require separate court, law-enforcement, or other reliable evidence.

It also does not establish a worldwide prohibition. The measure was directed at access from Italy through internet providers operating in the Italian market. A website might remain technically reachable from another country, although that would not change CONSOB’s stated view that the relevant services were being offered without the required authorization in Italy.

What consumers should take from the notice

A regulator’s website-blocking order is a serious warning sign for anyone considering an investment or trading platform. Before sending money, check the firm’s authorization with the regulator in your country and confirm that the legal entity, website, and contact details all match. A familiar-sounding brand name is not enough.

If you already dealt with one of these websites, keep account statements, deposit records, emails, screenshots, payment confirmations, and withdrawal requests. Contact your bank or payment provider promptly to ask what dispute or recall options remain available. You can also report the matter to the relevant financial regulator or law-enforcement authority. Do not pay an alleged “recovery agent” an upfront fee simply because it claims it can retrieve lost funds.
