Technology Drives an Inclusive Trading Market

Mobile investing, fractional shares and online securities offerings have widened market access. Here is where technology helps—and where investors still need protection.

Technology has made it easier to open an investment account, transfer money, buy a small slice of an expensive stock, and access securities offerings without visiting a branch. Those changes can widen participation in financial markets.

But an app is not the same thing as inclusion. A genuinely inclusive trading market also requires affordable access, understandable information, suitable products, reliable execution, disability-friendly design, fraud protection, and a realistic way for people to absorb losses. Technology expands the opportunity to participate; it does not remove every barrier or make trading safe by default.

What an inclusive trading market actually requires

Market access is often measured too narrowly. If someone can download an app and place an order, that shows technical access—but not necessarily financial inclusion.

A broader test asks whether people can:

  • Open and maintain an account without unreasonable cost or documentation barriers.
  • Use the service with limited bandwidth, older devices, or assistive technology.
  • Understand the product, fees, risks, and order instructions.
  • Invest an amount that fits their income and financial goals.
  • Receive fair execution and timely information.
  • Recover an account after fraud or unauthorized access.
  • Sell an investment when they need to, including when the market is volatile or illiquid.

Technology helps with several of these requirements, particularly geographic reach and transaction convenience. It does not solve income inequality, inadequate savings, poor financial literacy, unstable internet access, or unsuitable investment decisions.

Mobile access has widened the door

Mobile phones are now a major channel for financial services. The World Bank’s Global Findex 2025, based on surveys of approximately 148,000 adults in 141 economies during 2024, found that 86% of adults worldwide owned a mobile phone and 68% owned a smartphone. Nearly 80% of adults had a financial account, compared with 50% in 2011.

These numbers describe digital and financial access—not stock-market participation specifically. Still, they show why mobile technology can reduce practical barriers. A person who lives far from a bank or brokerage office may be able to complete identity checks, fund an account, monitor holdings, and place an order from a phone.

Digital payments are also expanding. In low- and middle-income economies, 42% of adults made an in-store or online digital merchant payment in 2024, up from 35% in 2021. However, approximately 1.3 billion adults still lacked access to financial services, and about 900 million of those people owned a mobile phone. Owning a phone is therefore not enough.

Data costs, unreliable connectivity, lack of digital skills, language barriers, identity-verification problems, and limited disposable income can all prevent meaningful participation. Women, poorer adults, rural residents, and older adults remain less likely than their counterparts to use digital payments or formal financial services in many settings.

Fractional shares make high-priced securities more reachable

Fractional investing allows a customer to buy less than one whole share—for example, 0.5 or 0.1 shares. If a stock costs $1,000 per whole share, a brokerage offering fractional purchases might let a customer invest $50 rather than wait until they have $1,000.

This changes the minimum dollar amount needed for exposure to some securities and can make regular contributions easier. An investor can direct a fixed amount toward an investment instead of buying only when enough cash has accumulated for a whole share.

Fractional shares are not, however, uniform market infrastructure. Each brokerage sets its own rules. Before using the feature, check the firm’s agreement for the following:

Question Why it matters
Which securities qualify? Some stocks, ETFs, or other securities may be excluded.
What is the minimum dollar or share amount? A “fractional” service may still impose a minimum order.
When are orders accepted? Fractional trading is often limited to regular market hours, generally 9:30 a.m. to 4:00 p.m. Eastern Time for U.S. stocks.
How are orders executed? The broker may execute immediately or combine customer orders and place a larger whole-share trade later.
Are limit orders available? Some firms restrict order types for fractional positions.
Can fractional owners vote? Voting and proxy treatment depend on the brokerage program.
What happens when you transfer accounts? Fractional positions may be liquidated rather than transferred as fractions.

Aggregation can affect the price and timing a customer receives. A fractional position may also be harder to sell if the underlying security is illiquid. The feature lowers the entry amount; it does not remove market risk or guarantee convenient execution.

Online offerings let smaller investors consider private companies

Technology has also changed how some businesses raise money. Under U.S. Regulation Crowdfunding, transactions must occur online through an SEC-registered intermediary—a broker-dealer or funding portal. The current issuer limit is $5 million in a rolling 12-month period.

Non-accredited investors face investment limits based principally on their annual income and net worth. Regulation A provides another online-capital-raising route: Tier 1 offerings are limited to $20 million in 12 months, while Tier 2 offerings are limited to $75 million, including no more than $22.5 million for selling securityholders affiliated with the issuer.

For Tier 2 offerings, non-accredited investors are generally limited to investing the greater of 10% of annual income or 10% of net worth, subject to the applicable conditions and exceptions.

These rules can give ordinary investors access to opportunities that were historically marketed mainly through private networks. They also involve substantial risks. Early-stage and private investments may be difficult to resell, may provide limited information, and can lose some or all of their value. An online offering is not automatically a diversified or liquid investment.

Electronic infrastructure can make trading faster

Technology is not only visible in consumer apps. It also supports the systems that confirm, route, allocate, and settle trades.

For most U.S. broker-dealer securities transactions, the standard settlement cycle changed from T+2 to T+1 on May 28, 2024. In practical terms, eligible transactions generally settle one business day after the trade date rather than two. Automated records, electronic confirmation, and faster communication between market participants are essential to that timetable.

Retail orders may be routed to an exchange, electronic communications network, market maker, or a broker’s own market-making operation. A broker may also receive payment for order flow. That arrangement can create a potential conflict between the broker’s financial incentive and the customer’s interest in obtaining good execution.

“Zero commission” therefore does not mean “zero cost.” Possible costs include:

  • Regulatory and transaction fees.
  • Margin interest.
  • Fund operating expenses.
  • Options-related costs.
  • Foreign-exchange charges.
  • Account fees.
  • The financial effect of order routing and execution quality.

Investors should review a broker’s fee schedule, order-routing disclosures, and execution-quality information rather than judging an account solely by its advertised commission.

Accessible design determines who can use the technology

A trading platform cannot be inclusive if people with disabilities cannot navigate it. WCAG 2.2 is the latest W3C Web Content Accessibility Guidelines Recommendation. Its requirements are relevant to both brokerage websites and mobile applications.

WCAG 2.2 includes criteria involving visible keyboard focus, alternatives to dragging, adequate target sizes, consistent help, avoiding unnecessary re-entry of information, and accessible authentication. These details affect ordinary trading tasks: finding an account balance, reading a price chart, completing identity checks, setting an order, and confirming a transaction.

Good accessibility also means more than adding screen-reader labels. Users may have visual, auditory, physical, speech, cognitive, learning, neurological, or photosensitivity-related needs. A platform should provide clear language, sufficient contrast, predictable navigation, useful error messages, and authentication methods that do not depend on one physical or sensory ability.

WCAG compliance does not guarantee that every person can use a service successfully, but it gives firms a concrete framework for finding and reducing barriers.

Technology introduces new ways to lose money

Extended-hours trading

Trading outside regular market hours can be convenient, but it often comes with fewer participants, wider spreads, greater volatility, fewer eligible securities, and restrictions on order types. A price shown on one extended-hours system may not match a price shown on another system operating at the same time.

Investors should check whether their broker accepts the desired order type, how it handles partial fills, and what risks apply before using extended hours. A displayed price is not necessarily an immediately available price.

AI and automated-trading claims

In July 2025, FINRA warned about an increase in unregistered entities offering automated or “auto-trading” services through websites and mobile apps. Warning signs included claims that a strategy was risk-free, beginner-friendly, or capable of producing consistent monthly returns above 10% because it used artificial intelligence.

An AI label says nothing by itself about registration, suitability, or performance. Do not give brokerage usernames or passwords to an unregistered service. Independently verify the firm and be skeptical of guaranteed returns, pressure to deposit quickly, testimonials replacing audited results, and requests to move conversations to private messaging platforms.

The SEC has also warned about relationship-investment scams, sometimes called “pig butchering.” A scammer may build trust through social media or messaging before directing the victim to a fraudulent investment website or app. The technology may look professional while the supposed account balance and profits are entirely fictitious.

Cybersecurity and account takeover

A digital account creates exposure to phishing, stolen passwords, SIM-swap attacks, malware, and fraudulent transfers. Use a unique password, enable multi-factor authentication, keep devices and apps updated, and avoid logging in through links sent by strangers. Turn on transaction alerts and contact the broker through a verified website or phone number if an instruction seems unusual.

Protection against brokerage failure is not protection against losses

SIPC protection generally applies when a SIPC-member brokerage firm fails and customer cash or securities are missing, subject to limits of $500,000 total, including a $250,000 cash limit.

SIPC does not protect against a stock falling in value, poor investment advice, an investment promise that was not kept, or every type of asset. It is not the same as FDIC deposit insurance. A $10,000 investment that declines to $6,000 has suffered a market loss; SIPC does not restore the missing $4,000.

What investors should do before using a trading app

  1. Verify the firm. Check the broker or intermediary independently through the relevant regulator, not through a link supplied by an online promoter.
  2. Read the fee and product disclosures. Look for spreads, margin rates, fund expenses, options charges, transfer fees, foreign-exchange costs, and other charges.
  3. Understand the order rules. Confirm regular-hours and extended-hours availability, accepted order types, fractional-share execution, and the treatment of partial fills.
  4. Match the investment to the goal. A low minimum does not make a speculative stock, private offering, or leveraged trade suitable for short-term savings.
  5. Protect the account. Use multi-factor authentication, alerts, a unique password, and a current recovery method.
  6. Test accessibility before depositing money. Check keyboard navigation, screen-reader behavior, text size, contrast, authentication, and whether customer support can provide an accessible alternative.
  7. Assume marketing claims require proof. “AI-powered,” “commission-free,” and “guaranteed” are marketing statements, not evidence of good execution or safe returns.

The changing day-trading margin rules

The often-repeated statement that every pattern day trader must maintain $25,000 describes the former FINRA framework and is no longer a complete description of the current position.

The SEC approved FINRA’s replacement of the traditional pattern-day-trader provisions with new intraday-margin standards on April 14, 2026. FINRA states that the new standards became effective June 4, 2026, with a permitted transition period for firms extending through October 20, 2027. During that transition, brokers may not all use identical implementation dates.

Anyone trading actively on margin should read the current agreement and disclosures from their own broker. Do not rely on an old article, an app’s informal explanation, or a social-media summary when determining buying power, margin requirements, or liquidation rights.

Technology expands opportunity—but inclusion needs safeguards

Mobile accounts, fractional shares, online offerings, automated settlement, and accessible digital interfaces have reduced several traditional barriers to market participation. They can make investing more practical for people who were previously excluded by geography, high minimums, or limited access to financial institutions.

The same systems can also make risky products feel simple, conceal costs, accelerate impulsive decisions, and scale fraud. The useful question is not whether technology makes trading available. It is whether the investor can understand the product, afford the risk, use the platform, obtain fair treatment, and recover when something goes wrong.

FAQ

Does mobile trading automatically make the market inclusive?

No. Mobile access can reduce geographic and administrative barriers, but inclusion also depends on income, connectivity, digital literacy, identity verification, accessibility, suitable products, and consumer protection.

Are fractional shares exactly like whole shares?

No. The brokerage may restrict eligible securities, order types, trading hours, execution methods, fees, transferability, and voting rights. Review the firm’s fractional-share agreement.

Is commission-free trading free?

No. Investors may still pay through bid-ask spreads, regulatory fees, margin interest, fund expenses, options costs, foreign-exchange charges, account fees, and execution-quality effects.

Does SIPC cover investment losses?

No. SIPC generally addresses missing customer cash or securities after a qualifying SIPC-member brokerage failure, within applicable limits. It does not cover market declines or bad investment advice.

Can an AI trading app guarantee returns?

No legitimate technology can guarantee safe or consistent returns. FINRA has warned about unregistered auto-trading services making exaggerated AI and performance claims. Verify registration and never share brokerage credentials with an unregistered provider.

What happened to the $25,000 pattern-day-trader rule?

The traditional FINRA pattern-day-trader framework was replaced by new intraday-margin standards approved in 2026. FINRA says firms may use a transition period through October 20, 2027, so investors should check their broker’s current rules.

The Bottom Line

Technology has made market participation cheaper, faster, and more geographically available. That is meaningful progress, but an accessible trading screen is only the starting point. Compare the costs, understand execution and liquidity limits, verify providers, secure your account, and use investments that fit your finances. A market is inclusive only when access is paired with suitability, accessibility, transparency, and protection.
