There is no best Ethereum L2 for everyone. Start with the apps and tokens you actually need, then compare the exact bridge route and its total cost. Before moving a meaningful amount, check how each network handles state proofs, withdrawals, sequencer failures, and upgrades. Blast’s native-yield feature may be relevant to some users, but it is not a guaranteed return; and shared OP Stack technology does not make Optimism and Base interchangeable.
How to choose an Ethereum L2
Choose the network that supports your intended app and token through a route you understand—not the one with the most appealing general label. A low fee or a familiar name does not tell you whether a particular token is the right representation, whether a bridge is suitable, or how you could exit if the network’s operators or governance fail.
- Confirm app and asset support. Check that the exact dapp is deployed on the network and that the token you need is available there. Distinguish a token native to the network from one bridged from Ethereum or another chain; check liquidity and route support at the time you plan to transact.
- Compare the complete route. For a transfer, account for the source and destination networks, bridge fees, transaction fees, expected completion time, and withdrawal process. A quoted L2 transaction fee alone is not the total cost of moving funds.
- Review exit and control arrangements. Find out who can propose or challenge network state, whether the relevant proof process is live and permissionless, what withdrawal or challenge windows apply, and who can upgrade or pause contracts.
- Match the network to your use case. For ordinary use, app availability and a usable, understandable route may matter most. Builders may also need to weigh tooling, RPC and indexing support, interoperability, and chain-specific governance.
How the four networks differ
The distinctions below describe documented positioning and considerations, not a safety ranking. Features and network configurations can change; check the relevant project documentation and independent assessments before relying on a current status claim.

What “Ethereum L2 security” does—and does not—mean
Ethereum.org’s guide to optimistic rollups explains the general model: rollups post transaction batches to Ethereum and use Ethereum contracts for settlement and dispute handling. Publishing data to Ethereum can let others reconstruct the rollup’s state, but that does not by itself guarantee that every part of operating or exiting from a particular network is permissionless, timely or free from additional trust assumptions.

Sequencers or other operators may censor transactions, go offline or delay users. A network’s forced-inclusion and withdrawal paths therefore matter, as do the state-validation mechanism, proof operation, exit windows, and the parties with upgrade or emergency powers. A useful assessment asks how these pieces work together rather than treating “inherits Ethereum security” as a complete verdict.
L2BEAT’s network pages and comparison material track technical risk categories, proof configurations and maturity stages. Its stages are a framework for maturity, not a standalone security score. Configurations can change, so look at the current assessment and its date rather than relying on an old stage label or a single headline metric.

Compare bridge routes, not just chains
A bridge is part of the decision because it determines how an asset or message reaches the destination network—and what assumptions apply to that transfer. Ethereum.org identifies security, convenience and time, connectivity, complex-message capability, and cost-effectiveness as relevant comparison dimensions. Its bridge guide distinguishes native bridges, validator- or oracle-based bridges, generalized message-passing bridges, and liquidity networks; these approaches do not all have the same trust model.
- Identify the specific bridge and the token representation it delivers. A familiar token name does not establish that two versions have the same origin or redemption path.
- Check route availability, fees, expected completion, and withdrawal steps on the bridge’s own current documentation.
- Consider what happens if a bridge contract, validator, oracle, or other dependency fails. A faster or cheaper third-party route may carry different assumptions from a network’s native route.
- Do not select on speed alone or treat any bridge as risk-free.
When the answer differs for builders
Builders should first establish where users, liquidity, and required assets are available. Then compare the technical dependencies that can affect delivery and maintenance: development tooling, RPC and indexing services, bridge and interoperability requirements, and the chain’s governance and upgrade process. Arbitrum Stylus may be relevant where Rust or other WebAssembly-compatible languages are part of the design; OP Stack compatibility may matter for a project built around that infrastructure. Neither feature alone determines the best deployment target.

A practical decision
- Choose based on a specific app or token: verify its deployment, the asset’s origin and liquidity, and the exact route before transferring.
- Considering Blast for yield: evaluate the feature as a project claim and investigate its current terms and risks; do not budget on an assumed return.
- Comparing fees: compare the same representative action and full route under current conditions. For Arbitrum, account for both L2 execution and Ethereum data costs.
- Comparing Optimism and Base: treat OP Mainnet and Base as distinct networks even though Base has used OP Stack technology; check their own current controls and proof arrangements.
- Moving a substantial amount: understand the bridge’s assumptions and the network’s withdrawal and upgrade paths before committing funds.
