How to Compare Accounting Firms for Tax, Audit, and Advisory Services

A practical US-focused method for comparing accounting firms: define the engagement, verify relevant credentials, assess audit independence, and compare the actual team and written proposal.

Compare accounting firms by matching the work you need to the right expertise, confirming that any audit relationship can remain independent, and evaluating the people and written scope behind each proposal—not just the firm’s name or fee. Define the services and deliverables first; then compare credentials, team, timing, responsibilities, and total expected cost on the same basis.

This guidance focuses on US engagements. Applicable licensing, audit standards, independence rules, and oversight vary with your location, entity, engagement, and the people who will rely on a report.

Separate the services you need

“Accounting services” can mean different things. Before requesting proposals, decide whether you need tax preparation, tax planning, an audit or other assurance engagement, advisory work, or some combination. A firm may offer several services, but that convenience does not establish that every combination is permitted when the firm also audits the client.

  • Tax preparation: Preparation and filing of returns. Identify which entities, jurisdictions, and tax years are included.
  • Tax planning: Advice on tax consequences and planning. Ask what decisions or deliverables are included, and whether the work is ongoing or limited to a specific matter.
  • Audit or other assurance: Specify the reporting framework, type of engagement, intended users, and purpose of the report. “Audit” should not be used as a catch-all for reviews or other assurance work.
  • Advisory: Name the work you want—such as systems, valuation, internal controls, or business planning—and define the expected output.

A firm-specific shortlist cannot be responsibly ranked without knowing factors such as your location, entity type, industry, assurance standard, and budget. The comparison process below helps you identify the right candidates once those details are clear.

Define the assignment before comparing proposals

Send each firm the same brief so differences in its proposal reflect the firm’s approach rather than different assumptions about the job. Include the entity type and locations, industry, accounting system, deadlines, intended report users, known prior-year issues, and the exact services requested.

Ask every firm to state in writing:

  • Deliverables and work included, along with exclusions.
  • Assumptions about the records and other information you will provide.
  • Your responsibilities, including management decisions and approvals.
  • Expected schedule, key milestones, and deadlines.
  • How questions, delays, disagreements, or significant findings will be escalated.
  • What would trigger additional work or a change in fees.

For nonattest services connected to an audit, request a clear explanation of objectives, responsibilities, and limitations in the engagement documentation. PCAOB ET Section 101 recommends establishing this understanding, preferably in an engagement letter: PCAOB ET Section 101 – Independence.

Verify credentials and relevant experience

For tax preparation and planning

Ask who will prepare, review, and sign the tax work, and check that person’s current credentials with the relevant licensing body. The IRS explains that CPAs are licensed by state boards and that some specialize in tax preparation and planning. It also distinguishes a preparer with a valid PTIN, who is authorized to prepare federal tax returns, from other credential categories; a PTIN alone does not establish that someone is a CPA or demonstrate fit for your situation. Ask for examples of experience with matters comparable to yours—such as your entity type, industry, multistate activity, or particular tax issue. A credential confirms a qualification, not that the person has the right experience for every engagement.

For audits and other assurance work

First establish which standards and oversight apply to the engagement. PCAOB registration is required for firms issuing reports for public companies, other issuers, or broker-dealers, and for firms playing certain roles in those audits. Do not assume the same registration requirement applies to every private-company audit or other assurance engagement. Confirm the firm’s role and applicable requirements with the firm and relevant regulator. The PCAOB’s information for audit firms describes covered audit-firm obligations.

For engagements outside that category, ask which standards, professional requirements, and oversight govern the work, and verify them for your specific engagement. Registration status by itself does not tell you whether a firm is suitable for your work.

Ask how audit independence and conflicts will be handled

If a candidate would audit your organization, disclose the other services you are considering and ask the firm to assess the combined relationship before you select it. Potentially relevant work can include tax services, bookkeeping, systems, valuation, internal-control work, and other advisory services for the audit client or relevant affiliates.

Ask the firm:

  • Who evaluates independence and when that review will occur.
  • Which proposed services are permitted, prohibited, or subject to safeguards under the rules governing your audit.
  • Whether audit committee or board approval is required.
  • How the firm ensures that management retains responsibility for decisions and oversight of nonattest work.

Independence requirements depend on the regulator, engagement, and report use. PCAOB rules apply to covered audits, while PCAOB ET Section 101 addresses independence in other contexts and emphasizes that management decisions remain the client’s responsibility when nonattest services are provided. Review the PCAOB ethics and independence rules and ET Section 101 as relevant; do not treat a general assurance from a firm as a substitute for an engagement-specific review.

Evaluate the people and quality process

The partner’s name on a proposal matters less if that person will have little involvement. Ask who will lead and manage the engagement, what relevant experience they bring, how much involvement to expect, which specialists are available, and how the team’s work will be reviewed.

Also ask about staff continuity, supervision, issue escalation, and the plan if key personnel leave or deadlines shift. PCAOB quality-control guidance identifies staff proficiency, supervision, competence, experience, integrity, and objectivity as quality-related considerations. Its QC Section 20 is a useful reference for understanding the role of a firm’s quality-control system.

Peer-review information can be one diligence input. The AICPA Peer Review public website provides some firm participation information; a directory entry alone does not establish the quality of the specific team or proposed engagement.

Compare proposals on the same scorecard

Once scope is aligned, compare each candidate against the same criteria. A written scorecard helps keep a low headline fee or a familiar firm name from obscuring differences in service, workload, or accountability.

Service fit Whether the firm and assigned specialists have relevant experience with your entity, industry, complexity, and requested services.
Credentials and oversight Who performs the work, which credentials or registration apply, and which professional requirements govern the engagement.
Independence Whether the proposed service mix is compatible with an audit and who will review conflicts or required approvals.
Scope and accountability Deliverables, exclusions, client responsibilities, assumptions, schedule, and issue-resolution process.
Team and quality Named partner and manager, expected involvement, specialist access, review layers, supervision, and continuity.
Economics Fee basis, written assumptions, estimated additional work, pass-through costs, out-of-scope rates, and change-control process.
Working relationship Communication cadence, accessibility, technology fit, and how the firm will work with your staff through deadlines.

Compare the total expected cost and the time your organization must contribute, not only the initial quote. For a fixed fee, ask what assumptions it depends on. For an hourly estimate, ask which rates apply, what could push the total higher, and how the firm will notify you before doing extra work. These questions are a practical comparison method, not a universal pricing formula.

Choose the proposal that best fits the engagement

Prefer the candidate whose written scope, team, and responsibilities match your needs and whose independence position is clear where an audit is involved. If proposals differ materially, ask each firm to revise its response against the same scope before deciding. A polished proposal, large firm, low fee, credential, or directory listing is not a substitute for confirming who will do the work and what the engagement actually covers.
