For 2025, Iceland and Switzerland had Europe’s highest consumer price levels, while Denmark, Ireland and Luxembourg led among EU countries. These findings use national household-consumption price levels—not a ranking of tourist costs or of how affordable life is for residents. The available official figures confirm those leaders, but do not establish a complete, reliable top 12, so a ranked list of 12 countries would overstate what the data supports.
What “most expensive” means in this comparison
Eurostat’s price-level index compares the price of household final consumption in each country with the weighted EU average, set to 100. A value above 100 means prices are higher than that benchmark; a value below 100 means they are lower. The index is built using purchasing power parities and exchange rates.
Eurostat’s 2025 comparison, published in 2026, draws on surveys of more than 2,000 goods and services across 36 participating European countries. Its 2025 indices use prices collected in 2023, 2024 and 2025, with earlier observations extrapolated using detailed consumer price indices; national-accounts expenditure data weight the results. What the official 2025 figures establish
For the EU, the confirmed leaders were Denmark at 140% of the EU average, Ireland at 136% and Luxembourg at 132%. Denmark was therefore 40% above the EU average for household consumption prices. Bulgaria was the least expensive EU country in this comparison, at 37% below average.

For Europe as a wider geographic group, Statistics Finland identifies Iceland and Switzerland as the countries with the highest consumer prices in 2025. That Europe-wide finding is distinct from Eurostat’s EU-only ranking: Iceland and Switzerland are not EU members. Statistics Finland’s 2025 European consumer-price release reports the wider comparison.
These official releases support naming the leaders, but the figures available here do not establish a complete ordered top twelve with exact values. It would be misleading to fill the remaining places by inference or present an unverified list as an official ranking.

Why close positions should not be treated as a precise league table
Eurostat cautions that price-level indices indicate relative magnitudes and “are not intended to rank countries strictly.” When values are close, uncertainty can make small differences in order statistically or economically insignificant. The index is useful for broad comparisons against the EU average, not for claiming that every neighboring position represents a meaningful difference.
Household prices are not the same as affordability
The index compares prices, not what residents earn. Eurostat says the price levels are not adjusted for national differences in income or wages. A high national price index therefore does not, by itself, show whether a particular household can afford its expenses or has a higher or lower standard of living.

Nor is this a tourist-cost ranking. It measures national average household consumption prices, not the cost of a specific itinerary, hotel stay or city break. City rents and individual travel budgets need separate, suitably matched data.

A country’s overall household price level can conceal substantial differences between types of spending. In 2025, Ireland’s housing-cost index was 190% of the EU average, while Bulgaria’s was 41%. Housing is the largest household expenditure category at EU level. For food and non-alcoholic beverages, Luxembourg stood at 122% of the EU average and Romania at 80%; this category varied less across EU countries than other categories. These category figures provide context, but they are not substitutes for an overall country ranking. Eurostat’s 2025 release gives these comparisons.
