Nigeria Targets Stronger Land and Mortgage Systems for More Inclusive Housing

Nigeria is connecting better land records with housing finance, but a federal framework is not a nationwide registry and proposed mortgage policies are not yet proof of improved access.

Nigeria is linking more reliable land records with wider access to formal housing finance. The federal government describes its National Land Registration and Documentation Programme (NLRDP) as a framework to help states strengthen and connect their own land-registration systems—not as a single federal registry replacing them. Separately, proposed national housing and mortgage policies were still being validated in a 2026 government report. Neither announcement, by itself, shows that a household can now obtain a mortgage more easily.

What is Nigeria’s land registration programme?

The National Land Registration and Documentation Programme (NLRDP) is a federal initiative intended to support more consistent land titling and registration across Nigeria. At a workshop on March 19, 2025, Housing Minister Ahmed Musa Dangiwa said the ministry had sought and secured World Bank collaboration in 2024. He described the federal role as setting a framework for state systems, while respecting state jurisdiction.

Dangiwa said: “Our role is to establish a uniform framework that enables States to build credible, efficient, and interoperable land titling and registration systems, fostering nationwide integration and functionality.” The statement describes the programme’s intended design; it does not establish that a nationwide interoperable service is already operating. At the same workshop, the minister said that “less than 10% of land in Nigeria” was registered under the existing sporadic approach. That is the ministry’s figure as stated at the event, not an independently verified national inventory in the available evidence. Federal Ministry address.

How can land title affect getting a mortgage in Nigeria?

Reliable land records can make it easier to establish who holds rights to a property, document transfers, and assess whether land can serve in a formal transaction. In principle, that can help housing developers and lenders work with property more confidently. But documentation is only one part of mortgage access: lenders also assess income, affordability, rates, and legal enforceability. A registered title does not guarantee mortgage approval.

World Bank regional recommendations for African urban land and mortgage markets include digitising land-service workflows, connecting registries, reducing the cost of mortgage registration and enforcement, and adapting planning rules to local conditions. What changes are proposed for Nigeria’s mortgage system?

A Federal Ministry of Information report in 2026 said stakeholders were validating proposed National Housing and Built Environment Regulation and National Mortgage Industry policy documents. The report described the mortgage proposal as including:

  • A proposed National Housing Finance Authority.
  • Reform of the Federal Mortgage Bank of Nigeria (FMBN).
  • Expanded access to the National Housing Fund (NHF) for informal-sector workers.
  • A framework for diaspora investment in housing.

These were reported as policy proposals under validation, not as enacted changes or fully operational services. The report also said a technical committee estimated a core housing deficit of “about 15 million housing units,” using the World Bank Adequate Housing Index and UN-Habitat Household Crowding Index. That figure is the committee’s estimate as reported by the ministry, not an independently verified count. Federal Ministry of Information and National Orientation, 2026.

Earlier federal statements identify review of the Land Use Act, National Housing Fund Act, and legislation governing FMBN and the Federal Housing Authority (FHA), as well as nationwide adoption of model mortgage-foreclosure laws, as part of the housing-finance reform agenda. Has the land-registration programme started in my state?

The available government material describes the federal framework and its intended relationship with state systems, but does not provide a state-by-state completion table or establish which state services are operational under NLRDP. It therefore cannot answer whether registration has begun, what documents a particular state accepts, or how long and costly an application is there. For a property transaction, check with the relevant state land administration authority or a qualified local property lawyer for current requirements.

When assessing an announcement or service, distinguish among a proposed policy, an enacted rule, an operational registration service, and a measured outcome. Evidence of a federal programme or validation exercise is not by itself evidence that a state registry is connected, a title has become easier to obtain, or mortgage access has increased.

What would show that the reforms are improving access?

For households, the practical test is whether land rights and transfers become easier to verify and use without making registration unaffordable or excluding people whose rights are informal or less well documented. For policymakers, relevant measures would include:

  • Whether title and transaction records are complete, secure, and interoperable across systems.
  • How long registration and required consents take, and what they cost.
  • Whether informal-sector households and women can access and retain documented rights.
  • Whether mortgage registration, enforcement, and foreclosure rules are clear and workable.
  • Whether state agencies have the capacity to implement the system while protecting people from displacement or exclusion.
  • Whether published results describe proposals, legal changes, operating services, or independently measured outcomes.

The State House describes the Mortgage and Real Estate Investment Fund (MREIF) as a federal finance platform working through existing banks and mortgage institutions.
