PenFed Credit Union Home Equity Review: HELOC Rates, Fees and Terms

PenFed’s HELOC offers revolving home-equity access with a 10-year draw and 20-year repayment period. See its rate, fees, limits and key caveats.

PenFed’s reviewed home equity product is a home equity line of credit (HELOC), not a conventional lump-sum home equity loan. PenFed’s product page displayed a 6.75% starting APR on October 4, 2026, but the rate is variable, can change monthly and is not a guaranteed offer. The line has a 10-year draw period followed by 20 years of repayment, and carries a $99 annual fee. Whether it fits depends on your personalized rate, costs and plan to repay money borrowed against your home.

What PenFed’s home equity product offers

A HELOC is revolving credit secured by your home: you can borrow from the available line as needed, up to your approved limit, rather than receiving one fixed disbursement. PenFed says this can let a borrower keep an existing mortgage while accessing home equity. Its public page lists uses including home improvements; the appropriate use and amount depend on your budget and repayment plan. PenFed’s HELOC page describes the product and application process.

The home is collateral. Missing payments can have serious consequences, including risk to the property, so weigh the borrowing against your ability to repay and compare fees, terms and budget before applying. PenFed’s HELOC guidance also advises borrowers to consider those costs and terms.

What is PenFed’s HELOC rate?

PenFed’s product page showed a 6.75% starting APR when retrieved on October 4, 2026; PenFed says displayed rates are updated daily. Treat that figure as a dated advertised starting point, not a rate you are assured of receiving. Your application, credit qualification, occupancy, combined loan-to-value (CLTV) and other criteria affect the actual offer. PenFed’s product page provides the displayed rate.

The HELOC APR is based on the prime rate plus a margin and can change monthly. PenFed’s disclosure stated a 7.00% prime rate as of September 21, 2026; that is a dated reference, not a prediction of future HELOC APRs. PenFed also describes fixed-rate advances, which have separate terms and should not be confused with the underlying variable-rate line. Ask for the margin, how the APR is calculated, and the terms and availability of any fixed-rate advance in your own offer. PenFed’s HELOC disclosures explain the rate structure.

How much can you borrow?

PenFed’s FAQ lists a $25,000 minimum and $500,000 maximum for an owner-occupied home or second home. It also says total PenFed Equity and HELOC indebtedness cannot exceed $500,000 combined. These are published limits, not an approval promise; qualification and other restrictions apply. PenFed’s HELOC FAQ states the amounts.

PenFed’s public CLTV guidance lists maximums that vary by property and location:

Property/location Published maximum CLTV
Owner-occupied home outside Texas Up to 85%, subject to qualification and restrictions
Second home outside Texas Up to 85%, subject to qualification and restrictions
Texas owner-occupied home Up to 80%, subject to qualification and restrictions
Condominium Up to 80%, subject to qualification and restrictions

CLTV considers the property value and secured borrowing against it; the maximums do not establish how much a particular applicant can borrow. Confirm the applicable limit for your property, state and application directly with PenFed. PenFed’s FAQ gives its public guidance.

What are the draw and repayment terms?

During the 10-year draw period

PenFed describes a 10-year period when funds are available to draw. Its FAQ cautions that paying only the minimum during this period will not reduce the balance. If you draw more, or pay only what is required, you can reach the end of the draw period with substantial principal outstanding. Plan for principal reduction rather than assuming minimum payments will pay down what you borrow. PenFed’s FAQ describes the draw period and minimum-payment effect.

After the draw period

PenFed describes a 20-year repayment period after the 10-year draw period. Once the draw period ends, the line transitions to repayment; the remaining balance must be paid under the applicable repayment terms. A payment increase may matter if you have not reduced principal during the draw period. Ask PenFed for an example using your expected balance and quoted rate before accepting the line. PenFed’s product page states the timeline.

Does PenFed charge annual or closing costs?

PenFed’s fee schedule, effective May 8, 2026, lists a $99 annual HELOC fee. Separately, PenFed says it pays most associated closing costs, including credit report, flood certification, settlement or closing, ownership and encumbrances search, recording, property search and quick close. These statements do not mean every borrower has no costs: if an appraisal is required, the member pays for it whether or not the line closes. Ask PenFed which charges apply to your property and application before proceeding. PenFed’s disclosures describe closing-cost treatment, and its fee schedule lists the annual fee.

Which properties and applicants may not qualify?

PenFed says membership is required to receive the advertised product. Its public FAQ says it does not lend through this HELOC on mobile homes, co-ops or timeshares, properties listed for sale, commercial property or property used for commercial purposes, undeveloped land, or properties with more than four units. A home undergoing major renovation must remain fully livable and free of safety issues. Other restrictions may apply. PenFed’s FAQ lists these property limitations and membership requirement.

The published line amounts are for owner-occupied properties or second homes. The public guidance does not establish every state-specific rule or every applicant’s eligibility, so verify the property and location with PenFed rather than treating the general limits as an approval decision.

Can you keep your current mortgage?

PenFed says a HELOC can provide access to equity while you keep your existing mortgage. That differs from a cash-out refinance, which replaces the mortgage with a new loan and resets its term. PenFed notes that HELOC rates are often variable while refinance rates are typically fixed. Compare the effect on your existing mortgage, whether you need revolving access or a lump sum, total fees and the risk of payment changes; a lower advertised starting rate alone does not determine which option costs less. How quickly can a PenFed HELOC close?

PenFed says closing may occur in as few as 15 days. That is a best-case statement from the product page, not a typical or guaranteed timeline; the time for an individual application may vary. PenFed’s product page describes the process.

What to confirm before applying

  • Your personalized APR, margin and how often the rate can change.
  • Whether a fixed-rate advance is available and what separate terms apply.
  • Your approved line, applicable CLTV limit and any combined PenFed borrowing cap.
  • The $99 annual fee, any required appraisal charge and other borrower-specific closing costs.
  • How payments are calculated during the draw period and what repayment looks like after it ends.
  • Whether your property type, occupancy, location and membership meet PenFed’s requirements.
