Before you exchange, compare the amount you pay with the amount you will receive after the provider’s exchange rate, fees, taxes and other transaction costs. Check the exact rate and transaction terms, compare equivalent offers, and use a provider authorized where it operates. A moving market does not, by itself, reveal the best time to exchange.
Start with the amount you will actually receive
A headline exchange rate or “zero fee” claim does not show the full cost. A provider may build a spread into its rate, while separate fees, taxes, card charges, third-party charges, or later conversion and withdrawal costs may also apply. Ask for both sides of the transaction: the total amount you pay and the amount the recipient or traveler gets in the target currency.
For covered U.S. remittance transfers, the Consumer Financial Protection Bureau describes pre-payment disclosures that include the exchange rate, fees and taxes, total cost, and amount the recipient will receive. The CFPB also warns about misleading claims that a transfer is free or fast. These protections concern covered U.S. transfers, not every exchange or transfer worldwide. CFPB Circular 2024-02
Check which exchange rate applies
Confirm the rate for your specific transaction, rather than assuming a displayed market rate is the rate you will receive. Ask whether the quote is a buy or sell rate from the provider’s point of view. The Czech National Bank explains that a bureau’s buy rate applies when it buys foreign currency from you; its sell rate applies when it sells foreign currency to you. Rates can differ significantly between exchange bureaus, and the provider sets its own rates, according to the Czech National Bank. Compare the rate and the final amount you receive, not just the wording or size of a displayed number. Local rules determine what information a bureau must provide and when, so do not assume the same disclosure rights apply in every country.
Compare equivalent offers, not just rates
To see which offer costs less, compare providers using the same amount, currency pair, payment method, transaction type and location, and get quotes at roughly the same time. Rates and fees move, so a comparison is valid only for the terms and time shown in the quote.

Brazil’s central bank uses the VET (Valor Efetivo Total) to help consumers compare actual prices: it combines the exchange rate with applicable taxes and charges. This is a Brazilian measure, not a universal disclosure format. Brazil’s central bank also advises consumers to use institutions it authorizes and to keep receipts. Look for costs that appear outside the exchange rate
Ask whether the quoted total includes every charge you can know before paying. For a transfer, check for sender fees, taxes, card charges and any correspondent or third-party charges. If the recipient will convert or withdraw the funds, ask whether those actions could cost extra. Distinguish fixed charges from estimates or ranges, and find out whether a quoted promotional rate has conditions or expires.

Fees vary by country and transaction. Banco de España’s consumer article, dated 18 April 2023, warns that charges can sometimes exceed 20% of the value exchanged. That is a warning about possible charges in its 2023 guidance, not a typical fee, a current universal rate or a forecast for your transaction. Verify the provider and keep the quote
Check the provider’s authorization with the financial regulator responsible for the place where it operates. Authorization requirements and consumer protections are jurisdiction-specific; do not treat another country’s licensing rules as proof that a provider is authorized in yours. Save the written quote, receipt or transaction confirmation, including the rate, charges, amount to be received and any conditions. Brazil’s central bank specifically recommends using institutions authorized by it and keeping receipts; the Central Bank of the UAE requires covered licensed financial institutions to disclose applicable buy and sell rates and fees clearly. Check cancellation and delivery terms before confirming
If you are sending money, confirm the stated delivery estimate and the process if recipient details are incorrect or the transfer is delayed. Before you pay, also ask whether you can cancel and, if so, which exchange rate and charges would apply to a refund. Cancellation rights and refund terms depend on jurisdiction and transaction type, so check the provider’s written terms rather than assuming you can reverse a completed exchange at the original rate.
