But “rigged” can mean different things: a biased shuffle, operator interference, or cheating by other players. Evidence about one does not prove or disprove the others. Regulation and testing can reduce uncertainty, but they are not a guarantee that every operator, game or security system is flawless.
What does “rigged” mean in online poker?
When players ask whether online poker is rigged, they may be asking whether the cards are shuffled unfairly, whether a poker site can interfere with a hand, or whether opponents are cheating. These are separate integrity questions:
- Biased shuffle: the random number generator (RNG) or shuffle produces an unfair deck order.
- Operator interference: the site deliberately changes or uses information about a hand to affect play.
- Player cheating: players use collusion, bots or multiple accounts to gain an unfair advantage.
Fair shuffling would not rule out cheating by players, and evidence that players cheat would not prove that the shuffle is biased.
What oversight can tell you—and what it cannot
Great Britain’s testing and complaint framework
In a response to an information request dated 5 August 2023, the UK Gambling Commission said games, including poker, must be independently tested by an approved test house before public release. It also said its testing strategy calls for annual audits of updates and return-to-player (RTP) monitoring, including investigating relevant customer complaints and providing an explanation. The Commission described compliance assessments of licensees and monitoring of complaints made directly to it and through alternative dispute resolution (ADR). If it has sufficient information about an issue, it may engage the operator and decide whether action is warranted. Read the Commission’s response.

This describes Great Britain, not a universal requirement for every country or every site. It is evidence of a regulatory process, not proof that every system is infallible or that an audit can detect every kind of deliberate fraud. The response does not disclose exhaustive audit procedures.
What PokerStars says about its shuffle
PokerStars says its shuffle is certified by Gaming Laboratories International (GLI), that a random shuffle is produced before each hand, and that the deck order is fixed after shuffling. Its fairness and security page is an operator explanation, not an independent audit report available for readers to inspect. The page does not establish the certification’s scope, date, jurisdiction or current validity.

Certification and regulatory oversight are meaningful checks, but they do not prove that every site is fair in every respect. Nor does one operator’s account establish how another room handles testing or security.
Can online poker sites see your hole cards?
The sources cited here do not establish that poker operators use players’ hole-card information to manipulate hands. PokerStars says its deck order is fixed after the shuffle, but that operator statement alone is not independent proof of every system’s design or security. For a particular site, look for a regulator with authority over your account and transparent information about independent testing rather than treating an assurance from one operator as an industry-wide guarantee.

Do bad beats mean the RNG is rigged?
No. A painful run of losses or memorable bad beats, by itself, does not demonstrate a biased RNG. The sources cited here provide no statistical test or sample-size threshold for proving manipulation from an individual player’s hands, so there is no sound cutoff to apply to a streak. Keep the distinction between an upsetting outcome and reproducible evidence of a system problem.
Player cheating is a separate integrity risk
Even if cards are shuffled fairly, players may try to gain an unfair advantage through collusion, bots or multi-accounting. PokerStars says its integrity team analyzes hand histories and other data, uses automated alerts and specialist review, and may ban accounts or redistribute funds when it finds violations. These are the operator’s claims about its own operations, not independently verified industry-wide results.

PokerStars also says it finds “the vast majority” of cases proactively, “regularly as much as 95% in any given month.” That is its reported rate of proactive case detection in a month, not the percentage of cheating prevented or a measure of cheating across online poker. - Testing transparency: look for a named independent test house and clear information about what was certified and when.
- Complaint route: find the operator’s reporting process, the relevant regulator and any ADR service.
- Game-integrity disclosures: see what the operator says about collusion, bots, multi-accounting, investigations and remedies.
- Evidence quality: distinguish regulator statements and accessible test records from operator assurances, anecdotes and unsupported claims.
These checks help you judge the quality of the evidence; they cannot establish that every system is flawless or that every complaint will be substantiated.
What to do if you suspect unfair play
- Preserve the details. Save hand histories, dates, table or tournament identifiers, and relevant account information.
- Report the specific concern. Use the operator’s designated integrity channel and describe reproducible facts. Make clear whether you suspect a player or the shuffle; they are different allegations.
- Escalate through the applicable route. If the operator does not resolve the issue, consult the regulator and dispute-resolution process for the jurisdiction where your account is licensed.
A regulator’s complaint-monitoring process is not an individual statistical diagnosis or legal ruling. A clear record gives the operator or relevant authority something concrete to review.
