Compare the amount you pay and the amount the recipient—or you—actually gets, not just the advertised exchange rate or transfer fee. For a fair comparison, match the currency pair, direction, amount, funding method, payout method and quote time, then include the rate spread and every disclosed charge. Check the final live quote before authorizing: rates and fees can vary by provider, route, plan, location and time.
What to compare in a currency-conversion quote
A useful comparison captures both the exchange rate and the transaction’s outcome. Record these details for each offer:

A provider can make money through the exchange-rate spread—the difference between its retail rate and a wholesale or reference rate—even when it advertises no transfer fee. The CFPB explains that a consumer’s offered rate often reflects such a spread in its 2024-02 circular. That is why a low fee, or a “free” transfer claim, does not by itself establish the lowest cost.
How to compare quotes fairly
- Match the transaction. Use the same currency pair and direction, amount, funding source, destination, payout method and approximate quote time for every offer. A cash exchange, card purchase and bank transfer may have different rates and charges, so they are not comparable based on the displayed rate alone.
- Choose the right amount basis. If you will send a fixed amount, compare how much each option says the recipient will get. If the recipient must receive a fixed amount, compare how much you must pay in the source currency. Do not compare one provider’s “amount sent” with another’s “amount received” as if they were equivalent.
- Capture all charges and conditions. Include provider fees and taxes, card or funding costs, payout charges and disclosed third-party fees. Check for plan allowances, minimums, limits, promotions, weekend or out-of-hours charges, delivery terms and rate locks that apply to your transaction.
- Compare the final totals. For a fixed sender amount, the better quote is generally the one with the higher destination amount after included deductions. For a fixed recipient amount, it is generally the one requiring the lower total source-currency outlay. Use the provider’s actual quote and charges—not a reference rate alone—to decide.
- Review the live confirmation screen. Before authorizing, verify the amount charged, expected destination amount, delivery timing and any fee warnings. If a rate or fee has changed since you began the comparison, reassess the totals.
For covered U.S. remittance transfers, CFPB guidance describes disclosures that can include fees and taxes, the exchange rate, total transaction amount, certain third-party fees and the amount expected to reach the recipient. Those disclosures are intended to help consumers compare offers; the CFPB’s consumer guide to sending money abroad explains the fields. U.S. protections have a defined scope and do not describe every country’s rules.

Why the recipient may get less than the quote
A displayed recipient amount may be an estimate rather than a guarantee of the final payout. A recipient’s bank may deduct a fee, or foreign taxes may apply. The CFPB discusses possible deductions in its guidance on why someone may receive less than the amount sent. Check what the provider includes in its quote and whether it identifies charges that another institution could take.
For cash exchange, compare the amount of cash you receive
When exchanging cash, compare how much foreign currency each bureau will hand over for the same home-currency spend, after any commission or other stated charge. A posted rate without the amount you will actually receive is not enough to establish which offer is better. Electronic-transfer disclosure rules do not set cash-bureau fee rules, so check the bureau’s own terms.

At an ATM or card terminal, choose whose conversion to use
An ATM or merchant terminal may offer to charge your card in your home currency. That conversion is a separate option from letting your card provider convert the transaction. Compare the offered rate and final amount with your card provider’s conversion route, and include any issuer foreign-transaction charges.
Wise advises users of its cards to decline an ATM’s conversion offer and says Wise uses the mid-market rate when it converts. This is Wise’s guidance about its own card and conversion, not a guarantee that every card issuer will be cheaper. Compare the actual quotes and terms available for your card and transaction using Wise’s ATM conversion guidance.

Provider pages are examples, not a substitute for your quote
Provider terms can help you identify what to check, but they do not establish which service is cheapest for your particular transaction. For example, the Revolut UK Standard fees page describes a provider-set variable exchange rate, possible fees and plan limits for that UK product. Revolut’s comparison page says rates and fees may depend on plan, amount and timing, and tells users to check the live in-app rate. These are country- and plan-specific provider statements, not a universal fee schedule or independent comparison. Check the terms and live quote for your own account and route.
