If either differs from what the merchant quoted, stop and ask what the difference represents. A QR code or payment link starts a payment; it does not, by itself, prove that an added charge is valid.
Does a UPI QR code charge a fee?
Scanning a merchant QR code should display merchant information in the UPI app so you can verify who will receive the payment. NPCI’s UPI FAQ says customers pay no charges for UPI transactions. Look at the final amount in your app, not just the amount printed beside the QR code or quoted verbally.
A merchant discount rate (MDR) is an acceptance cost assessed to the merchant, not a fee the customer should treat as automatically payable. The Department of Financial Services’ FAQ says consumers will not be charged its MDR and onboarded merchants cannot pass that MDR on to customers. That does not establish a universal rule for every separately described merchant price, convenience charge, gateway service, or funding-source fee. If the amount is higher than agreed, pause and ask the merchant to explain it before authorizing.
Does a UPI payment link add a charge?
A payment link is another way to initiate a UPI payment. Check the payee and total debit amount on the confirmation screen just as you would after scanning a QR. Do not assume an extra amount is valid simply because it appears on a link’s payment page; ask the merchant what it covers and proceed only if you understand and accept the total.

How can I check if there is a fee before I pay?
- Open the QR code or payment link using your UPI app, without authorizing yet.
- Check the displayed payee name against the merchant you intended to pay.
- Compare the total debit amount with the price agreed with the merchant. Look for any separately shown amount or currency conversion.
- If the payee or amount is unexpected, do not enter your UPI PIN. Ask the merchant to clarify; for account-specific concerns, contact your bank or app through its official support channel.
- Authorize only after the payee and total are correct and you understand any applicable charge.
What the announced MDR change means for UPI payments
As of 4 October 2026, the Ministry of Finance’s 15 September 2026 FAQ describes a merchant MDR framework that is scheduled to take effect on 15 October 2026. It is not yet in force on the date of this article. The FAQ says the framework sets 0.4% MDR for certain Person-to-Merchant UPI transactions above ₹2,000, capped at ₹300 for transactions of ₹75,000 and above; transactions up to ₹2,000 are unaffected. These are merchant-side acceptance costs, not amounts the FAQ says consumers should pay. The FAQ also states that more than 95% of total UPI P2M transaction volume is up to ₹2,000; this is the ministry’s figure, not an independently recalculated statistic.
The thresholds do not mean every QR payment above ₹2,000 carries a customer surcharge. The same FAQ says P2PM small merchants remain at zero MDR, including for a single payment above ₹2,000, and describes merchant-status and monthly inward-payment criteria. It also identifies distinct rates for certain sectors and separate rules for credit-linked UPI products. P2P transactions remain free under the framework described in the FAQ. When international UPI payments may look different
At select overseas merchants accepting UPI Global/International, check the final amount in both currencies, the conversion rate, and any applicable fees before confirming. NPCI’s UPI Global Acceptance guidance treats these as details to review for international merchant payments; ordinary domestic UPI guidance should not be generalized to every cross-border payment. Credit-linked UPI products also follow separate product rules in the Ministry of Finance FAQ.

A QR code and UPI PIN are used to authorize a payment, not to receive money. NPCI’s fraud-awareness guidance warns against scanning a code and entering a PIN to receive funds. Treat a QR code or link tied to a promised reward, refund, or incoming payment as suspicious unless you verify it independently.
