To make flexible packaging more recyclable, design it for a specific collection, sorting and reprocessing stream—not for an abstract idea of “plastic recycling.” Choose materials and components that fit that stream, validate the complete package against current guidance, and give people accurate disposal instructions. A “designed for recycling” package is not necessarily collected or recycled everywhere.
What does “designed for recycling” mean for flexible packaging?
Flexible packaging includes items such as films, bags and pouches. Whether one can be recycled depends on more than its main resin: collection, sorting, reprocessing and local acceptance all have to line up. A package may be technically compatible with a process yet lack an available collection route where it is sold.
Start by identifying the intended geography, collection route, target polymer stream, package format and end market. Then consult guidance for that particular stream. RecyClass organizes recommendations by polymer, packaging type and color; its sorting protocol reflects current European sorting facilities and can change as facility practices change. Its March 2026 updates cover PE and PP flexible packaging. These European resources are not a substitute for local rules elsewhere.
How should packaging designers choose materials and components?
Favor a compatible, simpler structure
RecyClass’s broad design principles are to use plastics for which a recycling stream exists, maximize the main polymer and favor mono-material solutions. These are starting points, not guarantees: “mono-material” does not by itself mean that a package is accepted, sorted or recycled. Check the applicable guidance for the target polymer, package form and color before settling on a structure.

Assess the whole package, not just its base film
Barriers, coatings, inks, adhesives, labels, zippers, attachments, additives and fillers can affect sortation or the quality of recycled output. Ask suppliers for a complete bill of materials and current evidence for the full structure, including tie layers and density where relevant.
How2Recycle’s February 2024 brand and retailer guide says certain PE film attributes can require testing for its US Store Drop-off label decision. Examples include metallized layers or metallic ink; specified barrier layers and coatings; combinations of functional layers; cold-seal adhesive; PP attachments such as zippers and labels; and fillers or PE attachments that raise overall density above its stated threshold. These are criteria for that labeling decision, not universal bans on those components. Check current criteria because guidance can change.

Consider printing, color and product residue
RecyClass’s Design Book says colors and printing cannot be removed during recycling and can reduce the appearance and quality of recyclate. It also notes that product residue adds contamination and extra water-treatment steps, and recommends making packages easy to empty. These features matter alongside the package’s full structure, its behavior in sorting and the route available to collect it; reducing print or making a pouch easy to empty does not alone make it recyclable.
How can you compare candidate package structures?
For a redesign, compare each candidate against the same target stream and intended market. A material choice is useful only if the collection route and processing capacity exist for the package in that geography.

When should a design be tested or certified?
Use the current guidance for the intended stream first, then follow its evaluation method where testing is called for. RecyClass describes its methodology as the basis for its design guidelines, evaluation protocols, online self-assessment tool and recyclability certification. Under its system, methodology classes A, B and C are considered recyclable. A self-assessment result is not a third-party certificate.
For specified PE film cases seeking a How2Recycle Store Drop-off label, its February 2024 guide calls for APR Critical Guidance testing, completed at an APR candidate lab. Apply that requirement to the cases and label decision covered by the guide, not as a universal test rule for all flexible packaging.

Keep the full package specification, test conditions and results with any design decision or claim. Do not claim APR recognition or RecyClass certification unless the package has completed the relevant program’s process and has the applicable recognition or certification. RecyClass reported that 18 testing campaigns commissioned in 2023 informed revisions to its evaluation protocols and design-for-recycling guidelines; that is a count of campaigns, not a recycling-rate statistic or proof that a particular package is recyclable.

Do not put plastic bags, wraps or films in a household recycling bin: the US EPA says they cannot go in household recycling bins and advises checking local programs and collection options. How2Recycle’s Store Drop-off designation applies to eligible, labeled PE film packages taken to participating retail collection bins. Examples in its guidance include some grocery and produce bags, bread bags, stretch wraps, newspaper bags, compatible-label mailers, wraps around paper products and cereal bags. Not every item in those categories has a Store Drop-off package.

- Follow the package’s component-specific disposal label and verify the rules for your local program or participating retail bin.
- For an eligible Store Drop-off package, remove food or other product residue and make sure the film is clean and dry.
- Do not assume a resin identification code means a local program accepts the package, or that all flexible packaging belongs in Store Drop-off collection.
What can recyclability claims legitimately promise?
Make claims that match the evidence and name the relevant stream, geography and collection route. A design guideline, self-assessment, test result, label eligibility decision and third-party certification are different kinds of evidence; none should be described as a guarantee of collection and recycling in every location. RecyClass Chairman Paolo Glerean described Design for Recycling as “a crucial, first step in ensuring that a product will be recyclable at the end of its use phase,” adding that it “leads to improved quality of recycled plastic, and thereby stimulates its uptake in new packaging applications.” That statement describes the role of design for recycling generally, not the outcome for any individual package.
