Collect the smallest reliable set of data that can improve a specific fleet decision—and connect each record to the vehicle, time, operating context and outcome it describes. For many commercial fleets, that means combining asset details, use and trip signals, fuel or electricity, vehicle condition, relevant safety events, and business records such as repairs and downtime. It does not mean collecting every available sensor field: federal sources describe useful categories, not a universal AI-ready schema or a requirement for every fleet to collect every field.
Start with the decision, not the sensor
Before adding a data stream, name the action a better prediction or analysis is meant to change: schedule an inspection, adjust vehicle assignment, investigate an energy-cost increase, coach a driver, or protect an on-time service commitment. Then identify the minimum inputs needed to make that decision and the outcome that will show whether it was useful.
A vehicle signal on its own is rarely enough. A fault code without a repair record cannot show whether the alert predicted a repair; fuel consumption without distance or duty context cannot fairly compare vehicles on different work; and a GPS point without a trip, job or service outcome may have little operational meaning. Plan the joins as part of collection: stable vehicle identifiers, consistent timestamps and units, and links to relevant trips, work orders, drivers where appropriate, and recorded outcomes.
Build a useful core dataset
These data families are a practical starting point, not a checklist to adopt wholesale. GSA Fleet’s telematics page, last updated September 22, 2025, and the U.S. Department of Energy’s Federal Energy Management Program guide describe many of these categories and applications.

GSA and DOE describe telematics capabilities and categories including location, trips, utilization, energy, engine or fault information, component status, maintenance alerts, and safety-related events. Their lists establish that these data can be available or relevant; they do not establish that every listed field is necessary, equally reliable, or exposed by every vehicle, device or system.
Match the fields to the operational use case
Maintenance planning
Pair fault events and component status with miles or engine hours, inspection findings, work orders, repair dates, parts, downtime and recurrence. A fault code is an indicator, not a technician’s diagnosis. Evaluate whether an alert was useful against technician findings and the eventual repair outcome; otherwise, a model may learn to predict codes rather than prevent service interruptions.
Utilization and fleet sizing
Combine miles, days used, trips and engine hours with each asset’s role, availability and mission context. A vehicle with few trips could be surplus, but it could also be seasonal standby or assigned to specialized work. Do not turn a low activity count into a disposal or reassignment recommendation without the context that explains why the asset is held.

Fuel, electricity and idling
Relate fuel consumed or EV energy consumed or added to distance, duty cycle, route, idle time and the available load or mission context. Weather or other operating conditions may also matter if they are available and consistently recorded. The federal sources identify fuel or energy and idling as relevant data, but they do not prescribe a universal causal model for explaining efficiency.

Define each event consistently, then interpret it with exposure, vehicle type, road context and coaching history. Compare rates over comparable exposure rather than treating raw event counts as a complete performance measure. Review questionable detections with safety staff and drivers, and record coaching or incident-review outcomes so the fleet can assess what happened after an alert.
Dispatch and service reliability
Connect trip and location records to job or route context, service windows, exceptions and completed work. That linkage can help investigate where delays or service failures occur. Location history should have a stated operational purpose and an access policy; collecting precise movement data merely because a device can provide it does not make it useful for every decision.

Lifecycle cost and asset planning
For decisions about owning, operating or replacing assets, connect acquisition and disposal information with use and costs across the vehicle’s lifecycle. Federal fleet reporting materials and 41 CFR § 102-34.340 describe inventory, cost and use information across lifecycle stages for federal fleet management. Those federal requirements are relevant grounding for U.S. federal fleets, not a blanket reporting rule for every commercial fleet.
Separate operational telemetry from compliance records
An electronic logging device (ELD) creates a defined hours-of-service record; it is not a comprehensive maintenance, safety or utilization dataset. FMCSA’s ELD Functions FAQs, revised March 10, 2022, describe ELD records that include engine power and vehicle motion status, miles, engine hours, driver and other authorized-user, vehicle and carrier identification, and duty status. Drivers certify records and may annotate events.

The same FMCSA FAQ says ELD location is recorded at 60-minute intervals while the commercial motor vehicle is moving, as well as at specified engine power-up or shutdown, duty-status, and personal-use or yard-move events. That timing describes ELD records, not a general telematics cadence. By contrast, the National Laboratory of the Rockies describes a specific research fleet collecting in-use commercial-vehicle CAN diagnostics and GPS at 1 Hz (once per second), including location, speed, energy use, fuel use and other vehicle functions. This is an example of that laboratory’s collection, not a recommended or typical cadence for commercial fleets.

Regulatory safety data also answers a different question from internal fleet analytics. FMCSA’s Safety Measurement System (SMS) uses roadside inspection and crash-report data from the preceding two years and investigation data, updates monthly, and organizes information into seven BASIC categories. FMCSA cautions: “Readers should not draw conclusions about a carrier’s overall safety condition simply based on the data displayed in this system.” Treat SMS as a regulatory measurement with a particular purpose, not as a complete view of a carrier’s safety or a substitute for appropriately contextualized internal measures.

Use these questions to compare a new sensor feed, telematics field or vendor integration with what the fleet already has. They are decision criteria, not a ranking or scoring system validated by the cited sources.
- Decision value: What specific action could change if the field were available?
- Coverage and quality: Which vehicles report it? How often is it missing, and are units and timestamps consistent?
- Context and linkage: Can records be associated with the correct vehicle, trip, work order and, where appropriate, driver and outcome?
- Compatibility: Does the vehicle, OEM interface, ELD, telematics device or fleet-management system expose the field in a usable format?
- Governance: Is collection necessary for the stated purpose? Who needs access, how long is the data kept, and how will drivers be informed?
- Total burden: What hardware, connectivity, integration, storage, review and ongoing maintenance will collection require?
More data does not automatically produce a better model. An additional stream can add integration effort, inconsistent records or sensitive information without changing a decision. Start with fields that have a clear use, check that they arrive reliably, and expand only when there is a defined gap.

Put linkage, quality and governance in the collection plan
Make records joinable
Choose a stable vehicle identifier and preserve it across telematics, maintenance and business systems. Define timestamp conventions and units, identify the source device or system, and mark missing, estimated or suspect values rather than silently treating them as accurate. For driver-linked records, use the association only where it is needed for the stated purpose.
Set expectations for cadence
Document how often each source updates and what events trigger a record. Do not infer that a location point is real-time, or compare streams as if they were recorded on the same schedule. The FMCSA ELD interval and the laboratory’s 1 Hz research collection illustrate how different systems and purposes can produce very different sampling patterns.
Define access and retention
Set purpose limitation, role-based access, retention periods, driver communication and review practices before expanding monitoring. Privacy, labor, retention and surveillance rules depend on jurisdiction and use; the federal sources cited here do not establish a comprehensive rule set for every fleet. Consult applicable counsel and labor requirements rather than treating this operational framework as legal advice.
A practical order for getting started
- Choose one operational decision. Write down the action to improve and the result that would count as an improvement.
- List the minimum inputs and outcome records. Identify the vehicle, time and operating context needed, plus the work, repair, cost, downtime or coaching outcome needed to evaluate the decision.
- Audit existing sources. Check available vehicle, OEM, ELD, telematics and fleet-management data for coverage, cadence, units, timestamp quality and compatibility.
- Resolve the joins and governance. Define identifiers, access, purpose, driver communication and retention before using linked records.
- Review predictions against real outcomes. For example, test a maintenance alert against inspection and repair records before letting it drive scheduling decisions.
This sequence keeps the dataset tied to an operational question. It also makes gaps visible: the missing piece may be a repair outcome or vehicle-role field, not another sensor.
