To track U.S. federal lobbying and campaign-finance activity linked to a defense contractor, search several disclosure systems and keep their records separate. Start with the company’s legal name, subsidiaries, political action committee (PAC), lobbyists, and outside lobbying firms; then check Lobbying Disclosure Act (LDA) filings and Federal Election Commission (FEC) records. An employee’s contribution, a PAC’s contribution, a lobbyist’s fundraising, and a company’s reported lobbying expenses are different things—not one company spending total.
What the records can tell you
Federal disclosures capture different activities in different systems. LDA registrations and quarterly reports describe reported lobbying; FEC records cover committee activity and individual contributions; separate disclosures cover some lobbyist contributions and fundraising. None of these, by itself, provides a complete account of every political activity associated with a contractor.
- LD-1 and LD-2: LDA registration and quarterly lobbying activity reports. LD-2 filings identify reported lobbying issues and government entities contacted, and report income or expenses under the applicable reporting method.
- LD-203: A separate LDA contribution report. It identifies reported contributions and related details, such as contributor, payee, honoree, type, and reporting period.
- FEC individual-contribution records: Itemized receipts from individuals, with fields that can include the contributor’s reported employer or occupation. An employer match does not make the contribution a corporate donation.
- PAC committee records: Receipts and disbursements attributed to the committee in its filings. Keep these distinct from the corporation and individual employees.
- Lobbyist-bundling disclosures: Special reports for certain contributions collected or bundled by current LDA registrants or their established or controlled PACs. A bundler disclosure identifies fundraising activity, not the source of the money as the company.
How to search lobbying disclosures
1. Establish which names belong in the search
Make a list of the contractor’s legal corporate name, relevant subsidiaries, PAC name, and any known lobbying registrants or client names. Search both registrant and client fields: a company may lobby in-house, while an outside firm may file a report naming the company as its client. Confirm that name variations and subsidiaries refer to the entity you intend to count before combining their records.
Use the LDA public disclosure system to search registrations and quarterly reports. Keep a note of the exact names and matching decisions you use; a broad text search can otherwise mix related but distinct entities.

2. Find registrations and quarterly activity
Search LD-1 registrations and LD-2 quarterly reports by registrant, client, filing year, issue, government entity, and other available fields. Open each filing rather than relying only on a search-result summary. Record its registrant, client, reporting period, issue descriptions, agencies or government entities, reported amount, filing identifier, and whether an amendment or later filing exists.
LD-2 issue descriptions can show the subjects on which lobbying was reported and the government entities contacted. A filing may cover procurement or contract matters: LDA guidance gives the example of a defense contractor’s CEO lobbying a covered Defense Department official about renewing a government contract. The filing is evidence of reported lobbying activity, not proof of a particular policy outcome.

How to find LDA contribution reports
Search LD-203 reports separately from LD-1 and LD-2. Look for the contractor or registrant, individual lobbyist names, report period, contribution date and type, contributor, payee, and honoree. Read the report details to establish who filed the disclosure and who or what the reported contribution or event involved. Do not treat an LD-203 result as a company-level total of campaign spending: it is a specific disclosure channel, not a census of all political activity tied to a business.
The LDA system provides access to contribution reports as well as registrations and activity reports.

How to search individual contributions in FEC records
Use the FEC’s individual-contribution search to search employer names and reasonable variants. Narrow results by recipient committee, contributor, geography, date, and amount. The database includes fields such as contributor name, reported employer or occupation, city and state, transaction date, amount, and receiving committee.
Describe a matched result precisely—for example, “individuals listing the contractor as their employer.” The employer field is a reported attribute of the individual contributor. It does not, by itself, establish that the company directed, reimbursed, or funded that person’s contribution.

How to distinguish PAC activity from employee contributions
Search the FEC committee records for the company’s PAC, then inspect its receipts and disbursements as committee activity. Do not combine those totals with employee contributions simply because the employees and committee share a company association. FEC documentation describes committee and receipt data, including the Schedule A records underlying itemized receipts, through the OpenFEC API documentation.
Where relevant, review lobbyist-bundling disclosures as another distinct category. Certain contributions collected or bundled by current LDA registrants or their established or controlled PACs trigger special reporting under FEC rules. Consult the FEC’s lobbyist-bundling guidance to determine which disclosures apply. Report a bundler relationship as such; it is not evidence that the contractor supplied the contribution funds.

How to build a fair contractor comparison
If you compare multiple companies, use a common date window and present unlike measures in separate columns. A useful table distinguishes reported lobbying, individual contributions found through employer searches, PAC activity, and bundling or LD-203 disclosures. Include the issues and agencies reported for lobbying rather than treating the dollar amount as a full description of the activity.

Document the contractor list, name and subsidiary matching rules, date range, and whether you count filed or amended records. Preserve filing identifiers and links so another reader can reproduce the results. OpenFEC documents nightly data updates; use its search and API tools to locate records, then verify the underlying filings where the details matter.
Why there is no ready-made all-company total
The official systems provide records and filing guidance, but they do not publish a single current aggregate for all defense-contractor lobbying and political contributions. A sector-wide calculation therefore depends on choices that must be stated: which contractors and subsidiaries are included, which years are covered, whether outside lobbyists are counted, and whether the measure includes individual contributions, PAC activity, or bundling disclosures. Keep each category separate unless a clearly defined calculation explains exactly what a combined figure includes.
