Find oversight reports through GAO and GovInfo
Search GAO for current work
Use GAO’s current reports database for newer reports on procurement, contractors, and Department of Defense (DoD) programs. Search by contractor or subsidiary, contract or program name, report title, and conduct terms such as “procurement fraud,” “defective pricing,” or “product substitution.” If a result gives a GAO report number, search that number to locate the exact document and related material.
Use GovInfo to search the GAO archive
GovInfo’s GAO Reports and Comptroller General Decisions collection explains how to search its archive using basic or advanced search, collection filters, report number, title, and metadata. The archive covers reports through the 2008 transition; GovInfo directs readers to GAO for newer reports. Treat the archive as a way to find older material, not as a complete current database.
Use broad reports for context, not as case directories
GAO-21-309, DoD Fraud Risk Management: Actions Needed to Enhance Department-Wide Approach, Focusing on Procurement Fraud Risks, published August 19, 2021, discusses department-wide fraud-risk management. It is useful context, but it is not a case-by-case directory of contractor investigations.

The report provides historical figures with distinct measures and time periods: DoD contract obligations totaled $421.8 billion in fiscal year 2020; DoD reported recovering more than $6.6 billion from defense-contracting fraud cases for fiscal years 2013–2017; and roughly one in five ongoing DoD OIG investigations in 2020 related to procurement fraud. GAO reported the latter two figures from DoD sources. None should be read as a current spending total, a current investigation share, or a measure of all misconduct.
Search inspector general investigations on Oversight.gov
Oversight.gov’s Investigative Reports index is a cross-agency discovery point. Its entries identify report dates, agencies reviewed or investigated, titles, report types, and submitting inspector general offices. Open the linked report and use the report itself—not just the index entry—as the basis for describing findings. Record the issuing OIG, report number, and date so a reader can locate the document.

Inspector general reports vary in scope and status. Read the report’s methods, findings, responses, and limitations before characterizing what it establishes. A report about a control weakness or fraud risk does not, by itself, establish that a named contractor committed a crime.
Use DOJ announcements as leads, then verify the case record
DOJ and U.S. Attorney’s Office releases can identify charges, guilty pleas, civil settlements, alleged schemes, and investigative agencies. They are useful for finding a case and its participants, but a press release is not a substitute for the complaint, plea agreement, judgment, settlement terms, or later court developments.

Raytheon enforcement announcement
In an October 16, 2024 announcement, DOJ described Raytheon matters involving defective pricing and related foreign bribery and export-control issues. The announcement said employees provided false information in negotiations on two contracts, leading DoD to pay more than it should have. It listed a deferred prosecution agreement penalty of $146,787,972, victim compensation of $111,203,009, and a three-year independent compliance monitor. These are case-specific terms from that announcement, not a measure of misconduct across the defense industry.
Afghanistan support-contract case
A DOJ announcement about an Afghanistan support-contract matter, updated February 5, 2025, described guilty pleas as well as civil settlements over alleged fuel and transportation overbilling. DOJ distinguished the civil-settlement allegations from conduct to which the companies pleaded guilty. Preserve that distinction when summarizing the case: a settlement of allegations is not automatically an admission, while a guilty plea has a different procedural meaning.

Indictments require a status check
A May 2026 GSA Office of Inspector General announcement described an indictment alleging bribery and inflated contract costs involving two defense contractors. It named DOJ, FBI, Army CID, DCIS, GSA OIG, and NCIS among the investigative participants. An indictment is an accusation, not a finding of guilt. Check the court docket or a later official update before stating whether defendants were convicted, acquitted, or whether proceedings remain pending.

The Bureau of Justice Assistance says the Defense Procurement Fraud Debarment Clearinghouse receives sentencing orders for people convicted of defense-related fraud or felonies and maintains related disqualification records. Its guidance directs DoD contractors and subcontractors to verify current status through SAM.

Use this route when the question is whether an individual or entity is currently excluded or eligible under applicable rules. It does not provide a comprehensive history of allegations, investigations, settlements, or every enforcement action. A lack of an exclusion entry should not be treated as proof that no investigation or misconduct occurred.

Search efficiently and keep the evidence precise
- Identify the subject. Search the contractor’s legal name, common name, subsidiaries, program, and contract. Include spelling variants where relevant.
- Add conduct terms. Try terms such as defective pricing, overbilling, bribery, kickbacks, false claims, bid rigging, product substitution, counterfeit parts, and procurement fraud.
- Search the right repository. Use GAO for oversight, Oversight.gov for OIG reports, DOJ or a U.S. Attorney’s Office for enforcement developments, and SAM for current exclusion status.
- Follow identifiers to primary documents. Search report numbers and case names; open the OIG report, court filing, plea agreement, judgment, or settlement document where available.
- Capture the procedural status and date. Note whether the source describes an allegation, indictment, plea, settlement, or final finding, along with the report date, court, agency, contract, and relevant fiscal year.
- Check for later developments. An old release or report may not reflect a case’s current outcome or an entity’s current eligibility status.
How to describe what a record proves
- Allegation: A claim made in a complaint, settlement announcement, or other document; do not present it as established fact unless the record supports that.
- Indictment or charge: A formal accusation, not a verdict.
- Guilty plea: A defendant’s admission in court to the offense or facts covered by the plea.
- Civil settlement: A resolution of claims; check the agreement and announcement for any admission or denial rather than assuming one.
- Inspector general or GAO finding: An oversight conclusion within the report’s scope and methods; describe the actual finding and its limits.
- Exclusion record: Evidence of a status under the applicable system, not a complete account of a contractor’s past investigations.
