How to Pay a Small Business Digitally Without Extra Payment Costs

The lowest-cost way to pay depends on what the business accepts and what your bank or payment provider charges. Check the final total, timing and protections before sending money.

Ask the business which digital payment method it accepts for this transaction without an added fee, then check the total and any disclosed charge before you confirm. There is no universally free option: your bank or payment provider may charge you, impose limits, or take time to deliver the money. Choose based on the full cost, timing and protections—not just the payment label.

How to avoid an unexpected payment fee

  1. Ask what the business accepts for this transaction. Ask specifically whether it offers a digital method with no added payment fee, such as bank bill payment or ACH where available. Acceptance and fees can vary by business and transaction.
  2. Check the amount before you authorize payment. Review the displayed total and any payment-method fee before confirming. If a fee appears unexpectedly, ask the business to explain it and whether a no-fee method is available.
  3. Confirm your own provider’s charges and limits. A method with no merchant-added fee can still cost you through your bank or payment provider, or be unavailable above a transfer limit.
  4. Consider when the business will receive usable funds. If the payment is time-sensitive, ask when the money is expected to arrive and whether a transfer could be delayed or returned.

In the United States, the Federal Trade Commission’s Rule on Unfair or Deceptive Fees took effect May 12, 2025. FTC guidance says a business may pass through payment-processing fees if otherwise allowed by law. If a viable no-fee payment method is offered at the same location or platform, the fee-bearing method may be optional under the rule’s total-price requirements; the fee still needs to be disclosed before payment is requested and must not be misrepresented. A fee that is mandatory or cannot reasonably be avoided must be included in the displayed total. State law, card-network terms and other rules may impose additional restrictions. FTC guidance on the Rule on Unfair or Deceptive Fees explains the federal requirements.

Is ACH or bank bill payment free?

ACH is a bank-to-bank transfer system used for payments including bills. It can be a useful alternative when the business accepts it without an added fee, but “ACH” does not guarantee a free or instant payment. Your financial institution may set transaction limits or charge a fee, and delivery may take days, although some payments can clear quickly. ACH transfers can also be returned, including when there are insufficient funds. Ask the business when it expects the funds and check your bank’s fees, limits and processing times before sending. The CFPB’s ACH transfer explanation describes the method and possible timing and cost differences.

How payment apps affect cost and protection

A payment app may be convenient if both you and the business can use it for the transaction, but app payments are not all alike. Check whether the provider charges you, whether the business accepts that payment type, and what the app’s current terms say about reversals, disputes and account protection.

Do not assume money held in an app is equivalent to money in an insured bank or credit-union account. The CFPB has warned that stored balances may lack FDIC or NCUA insurance unless particular conditions are met. Check the provider’s disclosures; if appropriate, transfer received funds to an insured account. CFPB guidance on money stored in payment apps discusses this distinction.

Some peer-to-peer and mobile transfers involving consumer accounts may qualify as electronic fund transfers under Regulation E, but coverage depends on the transaction and account. It is not safe to assume every app payment has identical protections. The CFPB’s electronic fund transfer FAQs explain the scope of the rules.

Compare the available methods before choosing

When the business offers more than one way to pay, compare the actual terms for your payment rather than assuming a particular method is cheapest or fastest.

  • Total cost: Include any fee added by the business and any charge from your bank or provider.
  • Acceptance: Confirm that the business accepts the method for this purchase or invoice.
  • Timing: Ask when funds are expected to be available to the business; a bank transfer may not be same-day.
  • Limits and return risk: Check transfer caps and whether a payment can fail or be returned.
  • Protections: Review the applicable account, transaction and provider terms before sending.
  • Local surcharge rules: Whether a business may add a card surcharge depends on where the transaction takes place and which rules apply.

Card surcharges depend on where you pay

United States

FTC guidance does not grant blanket permission to add a card surcharge: it says payment-processing fees may be passed through only if otherwise permitted by law. The federal total-price rule governs how fees are presented, while state laws, card-network rules and other requirements may also matter. Check the disclosed total and the applicable rules for your transaction.

Australia

As of October 1, 2026, Australian businesses cannot surcharge Visa, Mastercard, American Express or eftpos credit, debit or prepaid card payments, according to the ACCC. They may adjust prices to recover card-acceptance costs, but must not mislead consumers about prices or the reasons for increases. These rules apply to Australia, not globally. See the ACCC’s card-surcharge guidance.

European Union

Your Europe says businesses may not charge customers extra for using a credit or debit card in covered transactions. The rule is not a universal statement about every payment or circumstance; check whether it applies to your transaction. See Your Europe’s guidance on pricing and payments.
