Trump’s 90-Day Tariff Pause: What the 10% Rate Meant

The April 2025 tariff pause temporarily set an additional 10% duty for listed trading partners, subject to exceptions. China was treated separately, and the orders do not establish today’s tariff schedule.

On April 9, 2025, President Donald Trump announced a 90-day pause on the higher reciprocal tariff rates for listed trading partners. Executive Order 14266 set an additional 10% duty for those partners from April 10 through July 9, 2025, subject to exceptions in the earlier order. China was treated separately. The pause was temporary, and the April 2025 orders alone do not establish what tariff applies to an import today.

What the 90-day pause changed

The announcement followed the start of higher reciprocal tariff rates. The written policy, Executive Order 14266, set an additional ad valorem duty of 10% on goods from the trading partners listed in Annex I to Executive Order 14257. Its stated window ran from 12:01 a.m. EDT on April 10, 2025, until 12:01 a.m. EDT on July 9, 2025.

The 10% was an additional duty, not necessarily the total tariff burden on a product. The orders preserved exceptions for specified goods and goods covered by other tariff actions. In practice, treatment depended on the product, its country of origin, which trade action applied, and the relevant effective dates.

What the order said—and what it did not say

Executive Order 14266 stated: “Effective at 12:01 a.m. eastern daylight time on April 10, 2025, and until 12:01 a.m. eastern daylight time on July 9, 2025, all articles imported into the customs territory of the United States from the trading partners enumerated in Annex I to Executive Order 14257 shall be, consistent with law, subject to an additional ad valorem rate of duty of 10 percent, subject to all applicable exceptions set forth in Executive Order 14257.”

That is language from the written order issued by Trump, not a spoken quotation. The announcement described a defined, temporary policy window; it was not a permanent tariff settlement.

Later updates do not establish today’s tariff schedule

A White House fact sheet in August 2025 said the heightened tariffs on China would remain suspended until November 10, 2025, and described the 10% reciprocal tariff and other measures as remaining in place. That update is historical context, not evidence of the complete schedule as of October 4, 2026. Tariff policies can change, so the April and August 2025 materials should not be used alone to calculate a current import cost.

What importers and consumers should take from the announcement

  • For importers: Check the applicable tariff using the product classification, country of origin, exception status, and date relevant to the entry. For an actual customs decision, consult current official tariff materials or a qualified customs professional.
  • For consumers: The announcement by itself does not show whether a particular item’s price rose or fell. The duty was assessed on imports under the applicable rules; its effect on retail prices depends on product and business circumstances.
  • For anyone reading older coverage: Treat “10% on all imports” as an oversimplification. The order covered specified trading partners, preserved exceptions, and treated China separately.

How to interpret the administration’s economic estimate

A White House fact sheet described a 2024 economic analysis as projecting that a 10% global tariff would grow the economy by $728 billion, create 2.8 million jobs, and increase real household incomes by 5.7%. Those figures are the administration’s characterization of that analysis, not verified outcomes; the underlying study and its methods are not established here.
