Trump’s Bitcoin 2024 Speech: What He Promised and What Changed

At Bitcoin 2024, Trump promised crypto-friendly rules and a strategic bitcoin stockpile. His 2025 executive order established a reserve funded initially with specified forfeited government bitcoin.

At Bitcoin 2024 in Nashville on July 27, 2024, then-former president and presidential candidate Donald Trump promised a more industry-friendly approach to crypto, including a plan to keep government-held bitcoin and create a strategic national bitcoin stockpile. The speech marked a public shift from his 2019 criticism of cryptocurrencies. It was campaign rhetoric, not policy already in force; a March 2025 executive order later established a reserve with a narrower, specified initial source of bitcoin.

Why did Trump speak at Bitcoin 2024?

Trump’s appearance was part of his 2024 campaign’s outreach to crypto supporters. Contemporary coverage described the address as an appeal to that audience, but the available statements establish a public political shift, not his private motives. At the time, he was a former president running for president; he called the Nashville appearance historic, saying, “I’m thrilled to be here in Nashville to become the first American president ever to address a bitcoin event anywhere in the world, anywhere in the world.” The speech transcript records the remark.

The campaign also announced a crypto contribution channel in May 2024. It said it would accept cryptocurrency contributions through assets supported by Coinbase. That establishes an announced way to donate, but the cited reporting does not establish how much the campaign raised through it. Reuters reported the announcement.

What did Trump promise at the conference?

Trump’s address paired campaign promises about crypto policy with broader political rhetoric. He criticized the Biden administration’s approach and pledged rules more favorable to the industry. “Our regulations will be written by people who love your industry, not hate your industry,” he told attendees, according to the Associated Press.

On bitcoin, he said the government would keep bitcoin it held or acquired and proposed a strategic national bitcoin stockpile. These were pledges made while campaigning in July 2024—not instructions to buy bitcoin that were already in effect. The conference transcript records the address, while AP’s contemporaneous coverage describes the policy promises.

How did this differ from Trump’s earlier position?

The contrast supports describing a change in Trump’s public messaging: he criticized crypto in 2019, then courted the industry as a candidate in 2024. It does not, by itself, demonstrate why he changed his position.

Did Trump create a Strategic Bitcoin Reserve?

Yes. On March 6, 2025, as president, Trump signed an executive order establishing a Strategic Bitcoin Reserve and a separate U.S. Digital Asset Stockpile. The order says the bitcoin reserve is to be capitalized with government bitcoin that has been finally forfeited, subject to specified exceptions. It does not direct the government to buy bitcoin on the open market. The order’s treatment of the separate Digital Asset Stockpile is distinct from its bitcoin-reserve provisions; the two should not be conflated. Read the order’s text.

The 2025 order is relevant follow-up to the 2024 pledge, but it is not proof that every part of that speech became policy. The order establishes a reserve and specifies its initial funding source; the 2024 remarks had promised that the government would keep bitcoin it held or acquired and proposed a stockpile.
