Signed January 20, 2025, it renamed the U.S. Digital Service as the United States DOGE Service (USDS), placed it in the Executive Office of the President, and set up a temporary organization and agency teams to pursue federal technology modernization. That temporary organization ended on July 4, 2026, according to the Government Accountability Office (GAO); the order says that sunset alone does not end every other authority or provision.
What did the executive order formally establish?
Executive Order 14158 used “Department of Government Efficiency” as the label for the President’s DOGE agenda. Its operating structure was the United States DOGE Service, a temporary organization within USDS, and DOGE teams inside agencies—not a cabinet department named the Department of Government Efficiency. The order is dated January 20, 2025, and was published in the Federal Register on January 29, according to the GovInfo record.
The order described its purpose as implementing the President’s DOGE agenda “by modernizing Federal technology and software to maximize governmental efficiency and productivity.” That is the order’s stated goal, not an independent assessment of whether the initiative achieved it.
Who was supposed to do what?

The order assigns the formal roles to the Administrator, agency heads, and agency DOGE teams; it does not name Elon Musk as USDS Administrator. “Musk-led” describes the initiative’s public association with him, but the order itself does not establish his precise personal operational authority.

What technology work and access did the order direct?
EO 14158 directed USDS to begin a software-modernization initiative covering government-wide software, network infrastructure, and IT systems. The order highlighted interoperability, data integrity, and responsible data collection and synchronization.
Agency heads were also directed, to the maximum extent consistent with law, to provide USDS full and prompt access to unclassified agency records, software, and IT systems. The same provision required rigorous data-protection standards. It did not override applicable law: the order says it must be implemented consistently with law and available appropriations.

How did later orders widen the agenda?
Two 2025 executive orders added workforce and spending-related directions beyond EO 14158’s original technology focus. They instructed agencies to plan and review; the directions should not be read as proof that every proposed reduction, cancellation, or review was completed.

What did GAO find about DOGE personnel?
In GAO report GAO-26-108403, covering January 20, 2025, through January 31, 2026, GAO identified 206 DOGE personnel who held positions in the Executive Office of the President (EOP). Administration officials characterized four of those people as DOGE leaders, and at least 128 had separated from their EOP positions by January 31, 2026. These figures describe GAO’s defined EOP scope and review window, not everyone who ever worked on DOGE initiatives.

GAO could not determine how many EOP DOGE personnel completed training or filed financial disclosures because EOP officials did not provide the requested training records and disclosures. Nine executive agencies supplied information on 64 personnel who also held EOP positions. In those records, GAO found 49 had completed ethics training, 18 records-management training, and 38 had filed financial disclosures with those agencies during the review period. Agency officials said some detailees might have completed requirements at their home agencies; ten agencies did not provide requested information on time or at all. The counts therefore reflect the records GAO received, not a complete accounting of all personnel’s compliance.
What did oversight report about DOGE’s claimed savings?
In August 2026, the Associated Press reported on a GAO review of DOGE’s “Wall of Receipts,” a public accounting of claimed savings. AP reported that 108 of the 264 leases DOGE marked for termination were already in the process of termination when DOGE was established. That finding concerns those listed leases; it does not show that every DOGE savings entry was inaccurate.

AP also reported a case involving a Defense Department IT contract: DOGE claimed $1.7 billion in savings, but no action was taken to terminate the contract and no savings were achieved. AP said GAO criticized the lack of transparency in DOGE’s savings methodology. A claimed saving, an initiated cancellation, a completed cancellation, and a realized reduction in spending are different things; the cited example illustrates why they should not be treated as interchangeable.

EO 14158 set July 4, 2026, as the termination date for the U.S. DOGE Service Temporary Organization. GAO reports that the temporary organization terminated on that date. The order expressly says its termination “shall not be interpreted to imply the termination, attenuation, or amendment of any other authority or provision” of the order. As of October 4, 2026, the documented conclusion is that the temporary organization ended; that fact alone does not establish that every other DOGE-related authority or activity ended at the same time.
