How to Reconcile GSTR-2B With Purchase Invoices Before Claiming ITC

Match each purchase invoice to the relevant GSTR-2B period, investigate timing and document differences, and assess ITC eligibility separately before reporting it in GSTR-3B.

Yes. Reconcile your purchase register and supporting invoices with the relevant period’s GSTR-2B before carrying input tax credit (ITC) into GSTR-3B. Match records invoice by invoice, investigate timing and data differences, and assess legal eligibility separately: a match in GSTR-2B does not by itself establish that ITC can be claimed.

What GSTR-2B tells you—and what it does not

GSTR-2B is a static, read-only, auto-drafted ITC statement generated from supplier filings, ISD filings and import information. Taxpayers do not file GSTR-2B. It provides a period-based view of documents that may inform your ITC review, but it is not a substitute for your own books or an automatic approval of every credit shown.

The GST Portal advises taxpayers to reconcile GSTR-2B with their own records and books. Its displayed “ITC not available” treatment covers specified cases, but the portal warns that other legal restrictions may also apply. Assess eligibility on the facts and under the applicable CGST Act, Rules and current notifications.

How to reconcile GSTR-2B with your purchase invoices

  1. Gather the records for the period. Collect your purchase register and supporting purchase invoices, debit notes, credit notes and amendments. Download the relevant GSTR-2B document details, and note the tax period and statement generation cycle.
  2. Match each document. Compare supplier identity, document number and date, document type, taxable value, tax amounts and place-of-supply information where relevant. These are practical comparison fields, not a complete statutory ITC eligibility test.
  3. Classify each difference. Mark records as present in your books but missing from GSTR-2B; present in GSTR-2B but absent from your books; value or tax mismatches; credit-note or amendment mismatches; duplicates; reverse-charge items; or records shown as not available. Keep unresolved items pending rather than treating them as verified eligible credit.
  4. Check the filing window. Before treating an absent document as a final omission, check the applicable supplier filing cut-off and statement period. A supplier filing after the cut-off can cause a document to appear in a later statement.
  5. Follow up through the appropriate route. Recipients cannot edit GSTR-2B. Contact the supplier about errors in supplier-filed documents. Where appropriate, use the GST Portal’s invoice-management workflow and follow the current instructions for the period.
  6. Review eligibility and prepare GSTR-3B. Assess ITC independently, account for required reversals, avoid duplicate claims and pay tax due under reverse charge. Carry supported amounts into the appropriate GSTR-3B sections, retaining a reconciliation trail for adjustments.

When a purchase invoice is missing from GSTR-2B

A missing invoice does not, on its own, show whether the document was omitted permanently or has not yet appeared because of filing timing. Check the supplier’s filing status and the statement period first. Then contact the supplier if the document or its details need correction. Keep the item pending until the difference is resolved; do not treat an unverified amount as eligible credit.

GSTN’s FAQ describes these supplier filing windows for GSTR-2B:

Filer category Stated cut-off window
Monthly GSTR-1/1A filers 00:00 on the 12th to 23:59 on the 11th of the succeeding month
Quarterly and other filer categories From the 14th to the 13th

These are procedural cut-offs described in the GST Portal FAQ, not a substitute for checking the taxpayer’s filing profile and the relevant period on the portal. A document filed after the applicable cut-off may flow into a later open statement. Check the GST Portal FAQ for the applicable statement guidance.

How to handle common reconciliation differences

  • In books, missing from GSTR-2B: Check period and supplier filing timing, then seek supplier follow-up if it remains absent.
  • In GSTR-2B, missing from books: Verify that the purchase belongs to your business and records, and investigate before carrying any amount into your return.
  • Value or tax mismatch: Compare the invoice and reported document details, including amendments, and ask the supplier to correct supplier-filed errors as needed.
  • Credit note or amendment mismatch: Match the original document and the subsequent adjustment so the books and statement reflect the same transaction history.
  • Duplicate document: Resolve duplicates before reporting credit; do not claim the same document’s ITC twice.
  • Reverse-charge item: Apply the relevant reverse-charge treatment, including paying tax due and recording any credit only as permitted.
  • Shown as “ITC not available” or otherwise disputed: Review the reason and applicable law. The portal’s displayed cases are not an exhaustive statement of every legal restriction.

Use invoice management where applicable

GSTN’s revised IMS advisory describes a recipient review flow in which records can be accepted, rejected or kept pending. This can help route document-level follow-up, but availability and instructions may depend on the portal’s current functionality and the period. Carry the reconciliation into GSTR-3B carefully

The portal describes system-populated GSTR-3B data as editable. Edited fields are highlighted and a warning is shown, so retain a clear trail explaining why any figure was adjusted from the system-populated value. Do not duplicate a document’s credit, make required reversals, and account for reverse-charge tax due.
