Meme coins are crypto assets whose appeal is closely tied to internet culture, online communities, and speculation. Bitcoin has a defined role in its network and a longer market history, but it is still volatile and speculative. The useful comparison is not “safe versus risky”: it is how each asset is used, what drives demand, how it is traded and held, and what legal rules may apply.
What are meme coins?
The SEC Division of Corporation Finance describes a meme coin as a crypto asset inspired by internet memes, characters, current events, or trends and promoted to an enthusiastic online community. In its February 27, 2025 staff statement, the SEC said these coins are typically bought for entertainment, social interaction, and cultural purposes, with value driven primarily by demand and speculation. “Meme coin” describes a cultural and market narrative, not a complete technical description or a legal classification. A coin’s name or internet origins do not, by themselves, establish what its network does or how regulators will treat it.
How are meme coins different from Bitcoin and other crypto assets?
Compare the role a token plays in its network, its actual functionality, the sources of demand, trading and custody conditions, and the specific facts relevant to its legal treatment. These are typical distinctions, not rules that apply identically to every coin.

The SEC’s crypto-asset taxonomy also distinguishes digital commodities, collectibles, tools, stablecoins, and securities. These categories should not be treated as interchangeable. It lists Dogecoin and Shiba Inu among digital commodity examples, illustrating that meme associations alone do not settle an asset’s functionality or category.
Do meme coins have any real use?
Some may have little or no functionality beyond trading and community activity; others can differ. The SEC staff statement says: “Meme coins also typically have limited or no use or functionality.” That is a description of typical characteristics, not a finding about every coin.

To assess a specific token, look at what its network or associated system actually enables, whether the token is needed to use it, and whether claimed utility is operating or merely promised. Cultural appeal and practical utility can coexist, but one should not be inferred from the other.
Are meme coins riskier than Bitcoin?
Both can lose value rapidly, and Bitcoin is not risk-free. Investor.gov describes Bitcoin and ether as highly speculative and warns that spot Bitcoin and ether exchange-traded products (ETPs) carry risks tied to volatility, the underlying market, tracking, and fees. There is no directly comparable current dataset in the cited materials that measures volatility across meme coins, Bitcoin, and a defined group of other cryptocurrencies. So a precise claim that meme coins are a stated multiple “riskier” than Bitcoin, or a universal numerical ranking, is not established here. Risk varies by token, time period, venue, and how an investor holds it.
Risks to assess for any crypto asset
- Price and liquidity: Prices may move sharply, and an asset or trading venue may not offer enough liquidity to exit at the price a holder expects.
- Manipulation and fraud: A 2025 arXiv preprint by Alberto Maria Mongardini and Alessandro Mei analyzed 34,988 tokens across Ethereum, BNB Smart Chain, Solana, and Base. In that study sample, 82.8% of high-return tokens showed evidence of artificial growth strategies; the authors also reported more than 17,000 victimized addresses with realized losses exceeding $9.3 million. - Custody and platform failure: Direct ownership involves wallet and private-key responsibilities, while a trading platform creates separate platform risks. - Total loss: A token can lose most or all of its value; fraud, theft, or loss of access can also result in lost funds.
Does a meme coin’s name determine whether it is a security?
No. In its February 27, 2025 statement, SEC Corporation Finance staff expressed a view about the described meme-coin transactions, but the statement is not a binding Commission rule and does not resolve every coin or offering. It says a definitive determination requires examining the specific coin and manner of offering, and it does not cover assets with materially different facts or labels used to evade securities laws.

A spot Bitcoin or ether ETP can provide price exposure through a securities-market product without requiring the investor to personally hold the underlying asset’s keys. It is not the same as owning or controlling Bitcoin or ether. How to compare a specific coin before taking risk
- Identify its actual role. Read the project’s own technical and token information, then distinguish live functionality from marketing claims or future plans.
- Ask what is driving demand. Separate network use from social attention, speculative trading, or promises made by promoters.
- Check market conditions. Consider trading venues, liquidity, token concentration, and evidence of manipulation; do not assume a popular coin is easy to sell.
- Understand custody. Determine whether you are responsible for wallet keys or relying on a platform, and what recovery options actually exist.
- Consider legal context and loss capacity. A category label is not a legal conclusion. Understand how the product can lose money and speculate only with money you can afford to lose, consistent with CFTC investor guidance.
