Office income depends heavily on business-space demand, lease expirations, tenant concentration, and whether a building can compete for tenants. Multifamily spreads rent across dwelling units, but turnover, local apartment supply, affordability, and operating costs shape its cash flow. In either case, the specific property, purchase price, market, and debt can matter more than the sector label.
This comparison focuses on U.S. commercial real estate. Lending, landlord rules, taxes, and market conditions vary by state and metro.
How do office and multifamily properties earn income?
Office: business tenants and lease rollover
Office buildings earn rent from businesses and other organizations. A small number of tenants may account for a large share of income, so a major lease expiration, nonrenewal, or tenant failure can create a significant vacancy. Underwrite the rent roll, tenant credit and concentration, expiration dates, renewal assumptions, expected downtime, concessions, tenant-improvement costs, and expense recoveries.
Building quality and location can shape leasing prospects. CBRE’s 2025 midyear review described the U.S. office market as bifurcated, with the vacancy gap between prime and non-prime properties widening. That is a reason to assess the subject building against its actual tenant market and comparable leasing evidence—not to apply one vacancy assumption to all office stock.

Multifamily: rent across units, with recurring turnover
Apartment revenue is distributed among dwelling units rather than concentrated in a few business tenants. But each unit can turn over or sit vacant, while operating obligations continue. Examine unit mix, occupancy, renewals, concessions, collections, achievable rents, and the time and cost required to re-lease units.
Fannie Mae reported more than 500,000 U.S. apartment deliveries in 2025, compared with its stated ten-year annual average of 424,000. It also reported 793,000 units underway as of November 2025 and, at that time, expected 450,000–500,000 completions during 2026. These are national figures and a dated expectation, not verified 2026 completion totals or a measure of supply competing with a particular property. Local construction, absorption, and competing rentals are more useful for a neighborhood-level forecast.

Interagency guidance has said that well-structured multifamily housing finance historically had lower risk profiles and superior performance compared with speculative office construction. That is a qualified comparison of financing risk, not proof that a given apartment property is safer than a given office building.
How should you compare value and returns?
Start with a consistent net operating income (NOI): property income less operating expenses, before debt service and income taxes. A cap rate is a property-level income yield, not a leveraged equity return. CBRE defines a stabilized cap rate as stabilized NOI divided by acquisition price. Its value-add measure uses stabilized NOI after improvements divided by acquisition price plus value-add capital. Its estimates vary with location, quality, and property-specific characteristics.

Fannie Mae estimated a national multifamily cap rate of 5.5% in Q4 2025 and said multifamily property values were 19% below their Q2 2022 peak by Q4 2025. Those are historical national estimates, not a required acquisition yield or a forecast for a local asset. The available figures do not provide a like-for-like contemporary national office-versus-multifamily cap-rate comparison. For a purchase decision, compare local transactions from the same period and align geography, property quality, stabilization, and NOI definitions.
A higher cap rate alone does not establish that a property is cheap or safe. Test whether the income is durable and whether the price accounts for vacancy, leasing costs, near-term capital work, and the risk that actual operations fall short of the stabilized case.

Refinancing is a property risk as well as a financing risk. In its April 2025 Financial Stability Report, the Federal Reserve Board wrote: “Refinancing risk remained a potential vulnerability for CRE prices.” The report cited an industry estimate that about 20% of outstanding commercial real estate loans—just shy of $1 trillion—would mature in 2025. That dated estimate covered all CRE; it is not a current forecast of future maturities or an office-only figure.
The Federal Reserve also reported tighter bank CRE lending standards in Q4 2024. CBRE’s H2 2025 survey said debt had become more available and U.S. commercial property transaction volume was up approximately 19% in 2025; its estimates were collected in early December and may not reflect later conditions. Neither observation guarantees financing for a particular deal or predicts the terms available to an individual borrower.

For either property type, model cash flow through vacancy or lease-up, rent changes, expense increases, planned capital work, and loan maturity. Include a refinance case with lower valuation and tighter debt terms. Do not rely on generic loan-to-value, debt-service coverage, interest-rate, amortization, or agency-eligibility thresholds: the available evidence does not establish current universal terms.

- Reconcile the income. Obtain the rent roll, leases, trailing operating statements, and current occupancy or leasing evidence. Identify major tenant expirations or unit-level turnover assumptions.
- Test downside operations. Stress vacancy, rent, concessions, collections, time to stabilization, and operating expenses rather than relying only on the business plan’s base case.
- Inspect the property. Estimate near-term capital needs from its actual condition. For office, assess whether the building can serve its target tenants; for multifamily, account for recurring unit turns and building operations.
- Verify local costs and competition. Check current taxes, insurance, utilities, management, and other expenses, along with local construction, deliveries, absorption, and competing supply.
- Match the debt to the plan. Review maturity, extension conditions, covenants, reserves, and prepayment terms. Model refinance proceeds under a lower valuation and tighter lending conditions.
- Normalize comparable sales. Compare cap rates only after matching date, geography, quality, stabilization, and NOI treatment.
The decisive comparison is between two fully underwritten properties—not between sector labels. A strong income case can still be weakened by an unsuitable building, a poor entry price, unbudgeted capital needs, or debt that cannot be refinanced on workable terms.
