PCAOB Standards vs. AICPA Auditing Standards: Key Differences

PCAOB standards and AICPA GAAS come from different standard setters and apply according to the engagement, regulatory mandate, and effective period. A PCAOB analogy is not proof of equivalence.

PCAOB standards and AICPA auditing standards are separate U.S. frameworks issued by different standard setters. Which one governs depends on the engagement, the entity, applicable law or regulation, and the standards effective for the audit period. They are not interchangeable, and a mapped “analogue” is not proof that the requirements are identical.

How the two frameworks differ

Who sets them? The Public Company Accounting Oversight Board (PCAOB) establishes auditing and related professional practice standards for registered firms within its statutory and regulatory scope. The AICPA’s Auditing Standards Board (ASB) issues Statements on Auditing Standards (SASs), which form the AICPA auditing standards framework and are codified as AU-C sections.
What determines applicability? The engagement’s regulatory and statutory requirements, including whether it is an issuer or broker-dealer engagement, and the auditor’s obligations. The engagement type and the applicable professional, legal, and regulatory requirements, including whether the engagement is a nonissuer audit.
How are requirements organized? In PCAOB standards, such as AS 1000, AS 2201, and AS 4105. In SASs and their AU-C codification. A specific PCAOB standard should be compared with the relevant current AU-C text, not with “GAAS” as an undifferentiated whole.
Does matching a provision establish equivalence? No. The PCAOB’s Find an Analogous Standard tool is informational and educational; its mappings do not establish compliance with another framework. No. A mapped AICPA provision is an analogue, not a determination that following it satisfies PCAOB requirements.

“GAAS” means generally accepted auditing standards. In this comparison, “AICPA auditing standards” refers to the framework developed by the ASB through SASs and codified as AU-C sections. The standards have different sources and scopes, so a useful comparison begins with the engagement and the authority that requires the audit—not a claim that one framework is simply a version of the other.

When do PCAOB standards apply?

PCAOB standards govern audits within the Board’s scope, including engagements performed by registered public accounting firms for issuers and broker-dealers. The label attached to an entity or audit is not enough to determine the requirements: the specific engagement, auditor, regulator, and legal mandate matter.

For a nonissuer engagement, AICPA GAAS may be the relevant framework. But do not assume every nonissuer engagement follows only AICPA standards. A regulator may require a nonissuer audit to follow PCAOB standards, and a separate professional obligation may also apply.

Check applicability in this order

  1. Identify the engagement. Establish whether it is an audit of an issuer, a broker-dealer, a nonissuer, or another engagement type such as a review of interim financial information.
  2. Identify the mandate. Check applicable law, regulation, regulator instructions, and professional obligations to determine which standards the auditor must follow.
  3. Confirm the auditor’s obligations. Determine whether the firm’s registration or the auditor’s professional membership creates additional requirements for this engagement.
  4. Match the period to the effective standards. Use the edition and amendments effective for the relevant fiscal period and engagement, rather than assuming the latest page applies retroactively.

Why effective dates matter

The PCAOB standards index identifies standards for audits of financial statements for fiscal years beginning on or after December 15, 2025, excluding amendments that take effect on December 15, 2026. It also provides older period-specific editions. An audit with a different fiscal-year start or a standard amendment effective during a later period may be governed by a different version.

The PCAOB’s AS 2201 page identifies amendments to portions of that standard effective December 15, 2026. For an engagement affected by those amendments, distinguish the version currently effective for its period from the amended version that takes effect on that date. Check the current AICPA authoritative standards source for the AU-C requirements and effective dates applicable to the same engagement.

What a standard-to-standard comparison can—and cannot—show

The PCAOB’s Find an Analogous Standard tool compares PCAOB standards with ASB and IAASB standards. The tool was last updated August 17, 2026. The Board describes it as informational and educational, warns that relevant requirements may appear in standards not included in a comparison, and says the comparisons may not represent the views of the other standard setters.

Use the tool to locate topics worth comparing, not as a compliance crosswalk. A PCAOB citation to an AICPA analogue does not prove identical wording, scope, obligations, or compliance outcomes. To assess a particular issue, read both current authoritative texts and check their effective dates and engagement scope.

Compare the requirement, not just the topic label

For an issue such as risk assessment, evidence, internal control, group audits, documentation, communications, or reporting, identify the actual requirement in each framework. A shared subject heading alone does not establish that each framework requires the same procedures or produces the same result. A complete requirement-by-requirement comparison also requires current AICPA AU-C text; do not infer that a requirement is absent from GAAS merely because it does not appear in a particular PCAOB mapping.

Examples that show why engagement scope matters

AS 1000: general PCAOB auditor objectives

PCAOB AS 1000 states that the auditor’s objectives include obtaining reasonable assurance that the financial statements are free of material misstatement due to error or fraud and issuing an opinion on whether they are fairly presented under the applicable financial reporting framework. That description helps explain a PCAOB standard’s subject, but it does not by itself establish the AICPA equivalent. Identify and compare the current AU-C requirements before claiming a match.

AS 2201: an integrated internal-control audit

AS 2201 applies to an audit of management’s assessment of internal control over financial reporting (ICFR) integrated with the financial-statement audit. It is an example of why comparison must account for engagement scope: it concerns an integrated audit, not every financial-statement audit. The PCAOB identifies amendments to portions of AS 2201 effective December 15, 2026.

AS 4105: a review rather than an audit

PCAOB AS 4105 covers reviews of interim financial information. Its presence in the PCAOB standards illustrates why a broad comparison must specify whether it concerns an audit, a review, or another engagement. Do not apply conclusions about one type of engagement to another without checking the governing requirements.

Can an engagement follow both PCAOB standards and AICPA GAAS?

In a specialized case, yes. PCAOB material describes nonissuer audits that a regulator requires to follow PCAOB standards even though the entity is outside PCAOB jurisdiction. An AICPA member performing such an engagement may also have an obligation under the AICPA Code to follow U.S. GAAS. The material references SAS 131 in this particular dual-standards reporting context.

This is not a general rule for nonissuer audits. For an actual engagement, confirm the regulator’s mandate, the auditor’s professional obligations, the applicable editions, and the report language required. Where two frameworks apply, satisfying one should not be treated as automatic proof of compliance with the other.

Are PCAOB standards stricter than AICPA GAAS?

There is no reliable blanket ranking. Requirements can differ by subject and engagement, and the existence of a PCAOB analogue does not show that the two requirements are identical or that one is categorically stricter. A defensible comparison needs the current PCAOB and AU-C texts for the same issue, the relevant engagement scope, and the effective period.

Practical takeaway for readers of audit reports

If you are trying to understand which standards governed an audit, start with the report and the engagement’s legal or regulatory setting. Determine whether the engagement was an issuer, broker-dealer, nonissuer, or another type; verify which standards were required; and check the editions effective for the audit period. For a specific requirement, compare the authoritative texts rather than relying on a mapped analogue alone.
