It sets auditing and related professional practice standards, but a standard adopted by the PCAOB does not take effect until the SEC approves it.
What the PCAOB does
Congress established the PCAOB as a nonprofit corporation to protect investors and further the public interest in informative, accurate, and independent audit reports. Its oversight covers audits of public companies and SEC-registered brokers and dealers, including certain compliance reports filed under federal securities laws. See the PCAOB’s overview of its role.
The PCAOB is an audit regulator, not the auditor of public companies. Its standards govern registered accounting firms performing covered audits and related professional practice. Inspections and other oversight can help the Board identify current or emerging audit issues, but identifying an issue does not automatically lead to a new binding standard.
How the PCAOB develops rules and standards
The PCAOB describes its approach as priority-based and issue-led. The steps below show the general path; the sequence and timing can vary between projects.

1. Identify an audit issue
Staff monitor audit practice and consider oversight observations and other developments to spot potential problems or emerging risks. An issue may be placed on the PCAOB’s research agenda for closer examination.
2. Research possible responses
An interdivisional team may conduct outreach and economic analysis, assess whether existing standards need to change, consider alternatives, and define possible scope and approaches. The work may lead to a standard-setting project, but it can also end without one. The PCAOB may instead consider another response, such as staff guidance on applying existing standards. The Board describes this work on its standard-setting process page.

3. Propose a change and seek public input
If the Board pursues standard setting, the project moves to the standard-setting agenda. The PCAOB solicits public comment before adopting changes. Depending on the project, releases may include a concept release, a proposal, or a re-proposal. Projects do not all use the same number of comment rounds or follow an identical timetable.
4. Analyze likely effects
Economic analysis helps the Board understand a proposal’s likely consequences; it does not replace the Board’s policy judgment. PCAOB staff guidance describes analysis of the need for a rule, a baseline, alternatives, and expected benefits and costs. Releases should also discuss effects on audits of emerging growth companies (EGCs). The guidance can be adapted to the project rather than applied as an inflexible checklist; it is staff guidance, not a statute. See the PCAOB’s economic analysis guidance.

For a new standard to apply to EGC audits, the SEC must make an additional determination: that application is necessary or appropriate in the public interest after considering investor protection and whether it promotes efficiency, competition, and capital formation.
5. Board adoption, then SEC review
After considering comments and its analysis, the Board may adopt a final rule or standard. Adoption by the PCAOB is not the same as SEC approval or an effective date: PCAOB rules and standards must receive SEC approval before taking effect. The SEC’s statutory review includes notice and consideration of public comments. The PCAOB Rulemaking Docket collects materials related to rules, including releases, comment letters, and SEC filings.

How to follow a rule or take part
To find out what stage a proposal has reached, check the PCAOB’s Rulemaking Docket and its current standard-setting agenda. The docket assigns a number to each rule and gathers related documents; the agenda lists active standard-setting, research, and rulemaking work. Confirm the latest status there rather than relying on an old announcement: a project may be under research, open for comment, adopted by the Board, awaiting SEC action, approved, withdrawn, or effective.
There can be opportunities to comment at both stages. The PCAOB and its staff seek stakeholder input as they consider changes, and the SEC has a separate public-comment process when reviewing a Board-adopted standard. A PCAOB comment period is only open for the dates stated in its notice; an invitation to comment does not mean comments can still be submitted after the deadline.

Project status snapshot as of October 3, 2026
According to the PCAOB’s live agenda on October 3, 2026, the Board had adopted amendments to QC 1000 on September 9, 2026; they were awaiting SEC approval and were scheduled to take effect on December 15, 2026. That stated effective date remained subject to the approval process.
The same agenda listed a permanent broker-dealer inspection program as a rulemaking project, with staff developing a proposal for Board consideration in Q4 2026. Other listed standard-setting work included negative assurance in comfort letter engagements, auditor independence, fraud, and noncompliance with laws and regulations. These are dated status reports, not permanent descriptions of the PCAOB’s work; check the live agenda and docket for changes.
