The $38 trillion figure is a dated milestone, not a current daily balance.
Who owns U.S. debt?
The debt is a portfolio of Treasury securities, including bills, notes, bonds, and savings bonds. Treasury issues these securities to borrow cash to fund government operations. Whoever holds a security is a creditor of the federal government under its terms; ownership is spread across many kinds of holders.
Treasury’s public-debt FAQ defines debt held by the public as “all federal debt held by individuals, corporations, state or local governments, Federal Reserve Banks, foreign governments, and other entities outside the United States Government less Federal Financing Bank securities.” —U.S. Department of the Treasury, TreasuryDirect
How the $38.514 trillion total was divided
In its report for December 31, 2025, Treasury reported $38.514 trillion in public debt outstanding. These are dated figures, not an October 2026 balance.

Treasury’s Debt to the Penny data reports the daily debt total; its accounting process posts an end-of-day balance on the following business day. The exact October 4, 2026 balance is not established by the figures cited here, so the December 2025 total should not be described as today’s precise amount.
What “held by the public” means
It is a technical term, not a synonym for ordinary households. The category includes domestic and foreign holders outside the federal government: individuals, companies, state and local governments, Federal Reserve Banks, foreign governments, and other entities. Foreign holdings are only one part of this category; the balance is not all owed to other countries.

What intragovernmental debt means
Intragovernmental holdings are Treasury securities held by federal accounts, including trust funds and revolving and special funds. Treasury also identifies Federal Financing Bank securities in explaining its categories, and says a small amount of marketable securities are held by government accounts.
This is an internal federal claim: one government account holds a Treasury security that is a liability of Treasury. It is not money owed to a foreign country or ordinary market borrowing from private investors.

Does the United States owe China?
Yes, China is among the foreign holders of Treasury securities, but it is not the largest reported holder, and its holdings are not the whole U.S. debt. In the Treasury and Federal Reserve’s July 2026 TIC table, the leading reported amounts among these three were Japan at $1.1039 trillion, the United Kingdom at $998.3 billion, and mainland China at $618.0 billion. These monthly figures concern Treasury securities attributed to foreign residents—not the full federal debt total.

Treasury TIC Table 5 reports foreign holdings by country. Its country attribution is not a perfect map of ultimate ownership: securities held through overseas custodians may be recorded where they are kept rather than where the beneficial owner resides. Treasury documents this limitation on its historical TIC methodology page. A country ranking should therefore be read as reported attribution, not a definitive tally of who ultimately owns each security.

Public debt outstanding is not the same as debt subject to the limit
Treasury distinguishes public debt outstanding—the face or principal amount of marketable and nonmarketable securities outstanding—from debt subject to the statutory limit, which is an adjusted measure. The two figures answer different questions and should not be substituted for each other. Treasury’s Debt to the Penny dataset describes the daily debt measures.
