How do the annuity and cash option differ?

Powerball says jackpot winners may choose an annuity or a lump-sum cash option. The annuity is paid in 30 graduated payments over 29 years; the cash option is paid once. The advertised jackpot is the annuity amount, so it should not be treated as interchangeable with the cash option amount.
