Treasury Secretary Scott Bessent says AI labs and the people who work in them must take responsibility for the risks their systems create. He wants development to continue, but says warnings should come with practical solutions—and executives who fear they may lose control of powerful models should slow down.
What did Bessent say about AI risks?
In an interview reported by Axios, Bessent argued that the AI industry must prepare for possible harms rather than treat them as someone else’s problem. “It is the people at the labs who have to accept responsibility, and I agree with that,” he said.
He also criticized warnings that do not offer a way to address the danger. The Economic Times reproduced his remark: “I believe that we have to be prepared for every occasion, but on the other side, this alarmism without solutions by some of the AI community, that’s not leadership.” His point was not that risks are imaginary; it was that raising them should be paired with preparation and action.
What does “safe acceleration” mean here?
Bessent described the desired approach as “safe acceleration”: continuing AI development while preparing for risks and strengthening the ability to withstand or respond to failures. He did not frame safety and innovation as mutually exclusive. At the same time, when asked about executives who warn they could lose control of increasingly powerful models, he replied: “Well, then they should slow down.”

That makes his position conditional rather than an unconditional call to move faster: development should be accompanied by responsibility, and a lab that believes it cannot control its systems should reduce its pace.
What incident-notification proposal did the U.S. discuss with China?
Axios reported that Bessent discussed a proposed process for the United States and China to communicate about serious AI incidents. The concerns he raised included uncontrolled AI agents and non-state actors using AI for cyber or biological threats. The reported proposal was a channel for notification and communication; the report does not establish that such a system has been created or is operating.

Axios also reported that U.S. model reviews were voluntary at the time of the interview, while the administration reserved the right to intervene if a lab proceeded despite safety concerns. These are distinct mechanisms: voluntary domestic review is not the same as an international incident-notification arrangement, and neither description by itself establishes a new binding legal requirement.
Why is Bessent emphasizing resilience and defense?
Bessent said, “We really need to start worrying more about resilience and defense, too.” In context, that adds preparedness to the discussion of frontier AI development: protecting systems and institutions, and being able to respond if a serious incident occurs. The interview report identifies possible cyber and biological misuse as concerns, but does not provide an independently verified rate or forecast of such events.

How does this relate to Treasury’s financial-sector AI work?
Treasury has separately addressed AI risks in financial services. Its December 2024 report announcement said the department had received 103 comment letters in response to its AI request for information. The report recommended continued collaboration among government, regulators and financial firms; analysis of possible regulatory gaps and consumer harm; coordination on risk-management frameworks; information sharing in the financial sector; and compliance review before deployment. These were recommendations within the report’s scope, not binding rules.
In February 2026, Treasury announced a separate public-private initiative to develop practical AI cybersecurity and risk-management resources for financial institutions. Treasury described work on governance, data practices, transparency, fraud and digital identity, with an emphasis on implementation resources. This initiative provides institutional context for the focus on practical safeguards, but it is not evidence that the proposed U.S.-China incident channel has been implemented.
