At the Bitcoin 2024 conference on July 27, 2024, Donald Trump pledged that, if elected, his administration would keep all Bitcoin the U.S. government then held or later acquired and make it the core of a strategic national Bitcoin stockpile. That campaign promise was about retaining government Bitcoin; it was not, in the speech, a detailed plan to buy Bitcoin with public funds. A later executive order, signed March 6, 2025, established a Strategic Bitcoin Reserve and a separate stockpile for other digital assets, with distinct rules for each.
What did Trump promise in his 2024 speech?
Trump delivered the keynote at the Bitcoin 2024 conference in Nashville as a former president and 2024 Republican presidential candidate. He said: “It will be the policy of my administration to keep 100 percent of all bitcoin the US government currently holds or acquires in the future … as a core of the strategic national bitcoin stockpile.” He later described the retained Bitcoin as the core of that stockpile. The central commitment was to keep government Bitcoin, including Bitcoin acquired in the future. The speech also included a proposal for a crypto advisory council and broader policy changes, but it did not lay out a funded purchasing program or explain how a stockpile would be built beyond retaining those government holdings.
Conference context
After Trump spoke, Senator Cynthia Lummis announced a reserve bill at the conference. That announcement was a separate policy proposal, not legislation enacted by Trump’s speech. WIRED’s account of the conference also reported a contemporaneous estimate of more than 210,000 Bitcoin held by the government, valued at about $14 billion at the time. Those figures are historical estimates, not a current balance or valuation.

What changed with the 2025 executive order?
On March 6, 2025, Trump signed Executive Order 14233, “Establishment of the Strategic Bitcoin Reserve and United States Digital Asset Stockpile.” The order formalized two arrangements: a Bitcoin Reserve and a separate stockpile for qualifying digital assets other than Bitcoin. For the Strategic Bitcoin Reserve, the order directs Treasury to use qualifying Bitcoin owned by Treasury and forfeited through criminal or civil asset-forfeiture proceedings. It also directs agencies to review their authority to transfer other government Bitcoin to the Reserve. Treasury and Commerce are instructed to develop budget-neutral strategies to acquire additional government Bitcoin without incremental costs to taxpayers. The order says Reserve Bitcoin shall not be sold, subject to stated exceptions.

The White House said the government had previously sold Bitcoin prematurely and that those sales had cost taxpayers more than $17 billion. That is an administration claim; the sources cited here do not independently establish the calculation. The White House fact sheet also describes Bitcoin’s total supply as fixed at 21 million. How is the Digital Asset Stockpile different from the Bitcoin Reserve?
The arrangements differ in eligible assets, how holdings may be added, and how they may be managed.

The order and White House fact sheet describe the non-Bitcoin stockpile as subject to Treasury stewardship, which can include potential sales. That is different from the Bitcoin Reserve’s restriction on selling Reserve Bitcoin. The White House fact sheet summarizes the stockpile policy.
How much Bitcoin does the government hold now?
The published estimates in the conference coverage are from 2024. Axios reported that Trump referred to almost 210,000 Bitcoin held by the government, describing it as about 1% of Bitcoin’s eventual supply. WIRED separately reported more than 210,000 Bitcoin and estimated its value at about $14 billion at the time of publication. Axios’s report and WIRED’s report are dated snapshots, not current Treasury accounting.

Official remarks published in August 2026 refer to the Strategic Bitcoin Reserve as established and as a Treasury asset. They do not state its current coin balance, how much additional Bitcoin may have been acquired, or the detailed status of its operations. Read the White House remarks.

The 2024 speech made a campaign pledge to retain government Bitcoin. The 2025 order later created a formal Reserve and a separate framework for other digital assets, including authority to explore budget-neutral ways to acquire additional government Bitcoin. The order’s existence does not, on its own, establish that the government has made new purchases or specify a current Reserve balance.
