Kamala Harris’s 2024 Economic Agenda: What She Proposed

Harris’s 2024 economic agenda proposed action on grocery prices, drug costs, family tax credits and housing. Here are the plans and what was—and wasn’t—specified.

On August 16, 2024, during her presidential campaign, Kamala Harris presented an economic agenda she called an “opportunity economy.” The campaign commitments focused on food prices, healthcare and tax credits, and housing. She said she would prioritize them in her first 100 days if elected; they were proposals, not policies already in effect.

What was Harris’s economic agenda?

Harris framed the agenda around lowering everyday costs and bolstering the middle class. In a statement reported by NTD on August 16, 2024, she said: “As President, I will be laser-focused on creating opportunities for the middle class that advance their security, stability, and dignity. Together, we will build what I call an ‘opportunity economy.’”

The proposals used different approaches—legislation, tax credits, housing construction and assistance. The announcement did not establish their subsequent legislative status, fiscal cost or likely economic effects.

What did Harris propose on groceries?

Harris proposed a federal ban on corporate price gouging on food and groceries, backed by legislation and new penalties for companies that take advantage of consumers. She also called for more competition in the food industry and support for smaller food businesses.

She summarized the competition argument this way: “More competition means lower prices for you and your families.” The proposed ban was a campaign commitment, not an existing federal rule.

What did she propose on healthcare and family finances?

Prescription drugs and medical debt

Harris reiterated efforts to lower prescription-drug costs and proposed restricting the use of medical debt against people’s credit scores. The report did not specify how either proposal would be implemented.

Earned Income Tax Credit and Child Tax Credit

She called for restoring the Earned Income Tax Credit and Child Tax Credit. Harris said more than 100 million Americans would receive tax cuts through restoration of those credits, according to NTD’s 2024 report; this was a campaign claim, not an independent estimate.

Separately, Harris proposed a $6,000 Child Tax Credit for qualifying low- and middle-income families when they have a newborn. The announcement’s report did not provide all eligibility rules or explain the credit’s implementation.

NTD also referred retrospectively to an expanded Child Tax Credit of up to $3,600 per child under the American Rescue Plan. That figure describes the earlier program, not a new 2024 Harris proposal.

What was the housing plan?

Harris’s campaign agenda set a target of three million new housing units and proposed reducing state and local red tape to help increase construction. It also called for action against corporate landlords that unfairly raise rents.

For buyers, Harris proposed $25,000 in down-payment assistance for first-time homebuyers. The report did not specify eligibility details or how the assistance would be delivered. These were campaign commitments, not established housing programs.

How should households assess the proposals?

The announcement identifies the issues and broad mechanisms Harris said she would pursue, but it does not provide enough detail to determine what an individual household would qualify for or how much it might save. The tax-credit figures and housing targets should be read as campaign descriptions, not guaranteed benefits or independent forecasts.

  • Food: a proposed federal price-gouging ban, penalties, more competition and support for smaller businesses.
  • Healthcare: efforts to lower prescription-drug costs and limit medical debt’s effect on credit scores.
  • Taxes and family finances: restoration of the EITC and CTC, plus a proposed $6,000 credit for qualifying families with a newborn.
  • Housing: a three-million-unit target, less red tape, action on unfair rent increases and proposed first-time-buyer assistance.
