Best Health Savings Accounts: How to Choose an HSA in 2026

The best HSA depends on eligibility, costs, and how you plan to use the account. Compare fees, investments, cash access, spending tools, and employer terms before choosing.

There is no single best health savings account (HSA) for everyone. First confirm that you can contribute under the rules for your coverage; then compare provider fees, investment choices, cash access, spending and reimbursement tools, and any employer-plan terms. The right account depends on whether you mainly invest, pay current medical bills, or use an HSA through work.

Check that you are eligible before choosing an HSA

An HSA is a tax-advantaged account, not a replacement for qualifying health coverage. In general, you need an HSA-eligible health plan to contribute, and additional IRS conditions can apply. The rules changed for 2026: the IRS says exchange bronze and catastrophic plans are considered HSA-compatible beginning January 1, 2026, regardless of whether they meet the general high-deductible health plan definition. The IRS also discusses direct primary care arrangements. Check the current rules for your circumstances rather than relying on an older eligibility summary. For 2026, the HSA contribution limits are $4,400 for self-only coverage and $8,750 for family coverage. These limits include contributions from you and your employer. HealthCare.gov lists 2026 HDHP minimum deductibles of $1,700 self-only and $3,400 family, and out-of-pocket ceilings of $8,500 and $17,000, respectively. These are 2026 figures, not permanent thresholds. The IRS’s Publication 969 covers further tax rules.

Match the account to how you will use it

Compare the account’s full cost and function, not just its advertised account fee. For an investor, the investment threshold, available investments, fund expenses, and cash that must remain uninvested matter. For someone paying bills from the HSA, payment access, reimbursement steps, and receipt records may be more useful. If the account comes through an employer, payroll deductions and employer contributions can make that arrangement important even if another provider looks attractive on a consumer comparison page.

  • Investing: Check the account fee, minimum needed to invest, brokerage access, available funds, fund expenses, and any required cash balance.
  • Cash access: Confirm whether cash is held as a bank deposit or invested in a sweep or money-market option, what protections and terms apply, and how quickly you can access it.
  • Spending and records: Review debit-card availability, reimbursement workflow, receipt storage, and app functions.
  • Employer benefits: Ask about payroll contributions, employer seed money, plan-specific fees, and whether you can use another custodian while keeping employer contributions flowing.
  • Portability: Before moving an existing HSA, check both custodians’ written terms for transfer or closure charges, liquidation requirements, timing, and the effect on employer contributions.

A “no account fee” statement does not establish that investments, optional services, or transfers are free. The CFPB’s 2024 HSA issue spotlight discusses how fees can affect account value, while Morningstar’s 2025 HSA landscape compares investment thresholds. Those dated analyses provide context, not a current fee schedule for a particular account.

Compare providers without assuming one is best for all

Provider comparisons can help you identify questions to ask, but terms vary by account and may change. Verify material details against the provider’s current disclosures and, for an employer account, the plan’s own fee schedule.

That is a dated fund yield, not a guaranteed bank-deposit APY; yields and sweep options can change. Fidelity’s page also reports dated cash-rate snapshots for HealthEquity, Optum Bank, and HSA Bank.
Everyday spending Debit-card access, claims and reimbursement, receipt records, and app tools Lively’s 2026 provider comparison covers Lively, HealthEquity, Fidelity, and HSA Bank. It is provider-published, so confirm claims with the providers’ own disclosures and check employer-plan limits.
Small or new balance Monthly charges, cash minimum, and investment threshold Fees and thresholds can materially affect a small balance; current account terms should be checked directly rather than inferred from the CFPB’s 2024 report or Morningstar’s 2025 comparison.

Understand rollover and the difference between cash and investments

An HSA balance generally remains yours from year to year rather than expiring under a “use it or lose it” rule. HealthCare.gov puts it this way: “Health Savings Accounts aren’t ‘use it or lose it.’ Your balance rolls over year to year, so you can build up savings to pay for health care items and services you need later.” See HealthCare.gov.

Rollover does not mean every dollar is automatically invested or risk-free. Cash and investment options have different structures and risks. A money-market fund yield can fluctuate and is not the same as a promised deposit rate; investments can lose value. Decide how much access to cash you need before selecting an investment setup.

Use a short checklist before opening or transferring

  1. Confirm eligibility and contribution room. Apply the current-year IRS rules to your coverage and other circumstances, and include employer contributions when checking the limit.
  2. Get the exact fee schedule. Look for monthly administration charges, investment expenses, transfer and closure fees, and charges for optional services.
  3. Inspect the cash and investment setup. Identify where uninvested cash sits, any minimum balance, and what investment choices and expenses apply.
  4. Test the use case. If you expect to spend from the account, verify card, reimbursement, and recordkeeping features; if your employer is involved, confirm payroll and contribution logistics.
  5. For a transfer, check both sides first. Obtain written current terms from the sending and receiving custodians, including liquidation, fees, processing, and ongoing employer contribution arrangements.
