Matthew “Matt” Jones said he would prioritize increasing housing supply and lowering costs if confirmed as HUD Assistant Secretary for Housing, the role associated with leading the Federal Housing Administration (FHA). At his October 1, 2026, Senate nomination hearing, he highlighted manufactured and other “non-site-built” housing and said he would continue several existing efforts. The hearing was consideration of his nomination—not confirmation or a policy change.

What did Matt Jones say about housing supply?

Jones made adding homes his central priority. The National Council of State Housing Agencies (NCSHA), reporting on the October 1 hearing, quoted him saying, “I think the American people understand we need more supply.” He also described non-site-built housing as “a generational opportunity to accelerate the construction of non-site-built housing, reduce its cost and increase its appeal to the American people.” These remarks were reported by NCSHA on October 2, 2026; the Senate-linked testimony PDF was not readable in the available record, so the quotations are attributed through that account.

Jones’s stated rationale connects the volume of homes built with construction costs and public acceptance. The remarks identify priorities, not a quantified forecast: the cited accounts provide no target for additional homes, cost reductions, or a timetable.

What does “non-site-built housing” mean?

In the hearing coverage, the term refers to housing constructed away from its final site, with manufactured housing given as an example. Jones framed it as a way to speed construction, reduce costs, and broaden appeal. The record cited here does not specify a proposed program, regulatory change, or funding mechanism for expanding this housing.

What would Matt Jones change or continue at FHA?

NCSHA reported that Jones described three areas of current work he would continue if confirmed. They should be understood as reported administrative efforts or intentions, not changes enacted at the hearing.

  • Streamlining regulations: Jones said he would continue work to reduce regulatory obstacles. The report does not identify particular rules or specify which would change.
  • FHA-owned home sales: He said he would continue efforts to prevent institutional investors from buying homes from FHA’s real-estate-owned (REO) sales. REO properties are homes owned by FHA after foreclosure. The account does not describe a new restriction adopted at the hearing.
  • Alternative credit scores: He cited continued work to allow alternative credit scores. The report does not state which scoring models would qualify, who would be eligible, or when any change might take effect.

These measures address different parts of the housing problem: regulation and construction, who can acquire FHA-owned homes, and how borrowers’ creditworthiness may be assessed. The cited coverage does not establish measured outcomes for any of them.

Has Matt Jones been confirmed as FHA commissioner?

No confirmation outcome is established in the cited records. The Senate Banking, Housing, and Urban Affairs Committee’s notice scheduled an open-session nomination hearing for October 1, 2026, and listed Jones as a nominee for HUD Assistant Secretary and Assistant Secretary Designate. A hearing is a step in considering a nomination; it is not a committee confirmation vote or Senate confirmation. The notice and October 2 account do not establish what happened after the hearing.

The discussion also reflected differing views. Committee Chair Tim Scott praised Jones as “the right person at the right time for the right job,” according to NCSHA. Ranking Member Elizabeth Warren objected that the hearing proceeded after the Senate adjourned. Those are the speakers’ positions, not findings about Jones’s proposed policies or the nomination’s outcome.

What the hearing does—and does not—mean for homebuyers

For borrowers and prospective buyers, Jones’s comments signal areas he said he would prioritize if confirmed, including supply, manufactured housing, FHA-owned property sales, and credit-score policy. They do not establish new FHA eligibility rules, mortgage terms, home prices, or access to particular properties. Until an authorized change is announced, the remarks should not be treated as a new policy buyers can rely on.

The official Senate hearing notice identifies the nomination proceeding. NCSHA’s October 2, 2026, account reports Jones’s remarks and the exchanges around the hearing.
