What is Circle asking about stablecoin reserves?
Circle’s policy hub lists “Circle’s Response to the European Commission’s MiCA Review Consultation,” by Patrick Hansen, dated October 1, 2026. The listing confirms a published response, not that the Commission accepted its recommendations. Circle’s policy hub
The Block reported that Circle sought changes to MiCA’s reserve bank-deposit rules for e-money tokens and wanted to preserve multi-issuance. In The Block’s account, the rules require at least 30% of reserves to be held as commercial-bank deposits, rising to 60% for tokens designated significant. Those figures describe requirements as reported in this policy context; they are not new rules Circle has already secured. The report does not establish a specific replacement percentage that Circle proposed.

Circle’s submission, as quoted by The Block, said: “Of the top 25 stablecoins globally by market capitalisation, only three are currently MiCA-regulated (USDC, USDG, EURC).” That is Circle’s characterization in its submission, not an independent count supplied here. The Block, October 1, 2026
What did the Hyperliquid Policy Center propose for perpetual futures?
The Hyperliquid Policy Center argued that perpetual futures should be classified as derivatives under MiFID II, rather than brought under MiCA, and should remain distinct from EU contracts-for-difference rules. This is the policy center’s consultation position; it does not establish a change in how EU regulators currently classify these products.

In practical terms, the classification question matters because it determines which regulatory framework applies to the activity. A different framework can affect trading venues, users, and supervisors, as well as the firms operating the products. The Block describes the Hyperliquid Policy Center as a Washington-based group funded by the Hyperliquid Foundation, so its recommendation should be attributed to that policy group—not treated as an official statement from the trading platform or its token holders. Are Circle and Hyperliquid working together on MiCA?
The cited sources do not show a joint MiCA submission. Circle separately described a business and infrastructure relationship with Hyperliquid: in a May 14, 2026 post, Circle said it technically deploys USDC as an Aligned Quote Asset on Hyperliquid, supporting minting, redemption, and cross-chain transfers. Circle also said USDC is the primary collateral asset across HIP-1, HIP-2, HIP-3, and HIP-4 markets, and that it staked 500,000 HYPE. Is Pepeto confirmed for a Binance listing?
No exchange confirmation or dated Binance listing announcement is established by the sources cited here. A July 11, 2026 release attributed to Pepeto said a Binance listing was approaching. That wording is a project claim, not confirmation from Binance. The Pepeto-attributed GlobeNewswire release
The release also promotes project progress and fundraising. Its statements about testing, fundraising, staking yield, token supply, or listing prospects should not be treated as independently verified by the release itself. Because exchange listings can change quickly, check Binance’s own announcement channels for confirmation before relying on a listing claim or making a decision based on it.
