Iowa Approves Incentives for Proposed Foreign-Owned Steel Plant

Iowa changed its MEGA program to enable incentives for Mesabi Metallics’ proposed steel complex. The potential support is estimated above $1.3 billion, but the project and its projections remain unproven.

Iowa Gov. Kim Reynolds signed HF 2801 on Oct. 2, 2026, changing the state’s Major Economic Growth Attraction (MEGA) program to make a proposed $15 billion steel complex by Mesabi Metallics eligible for incentives. The law enables a project; it does not show that a plant has been built, financed, or begun operating. The prospective public support is often described as more than $1.3 billion, but that estimate is not a guaranteed payment.

What Iowa approved

HF 2801 amends the MEGA program. Under the amended framework described by the Office of Governor Kim Reynolds, one qualifying business in a rural county may receive an incentive of up to 10% of qualifying investment, spread over ten years, with the incentive transferable. That is a statutory ceiling for a qualifying project, not an automatic award or promise that the maximum will be earned.

The state described the prior framework as allowing up to 5% each for two eligible businesses, for a combined ceiling of 10% of qualifying investments. An industry-side summary from the Iowa Association of Business and Industry says a project must be placed in service and half its workforce hired before awards, and that locally assessed sales, use, and property taxes may be credited or exempted with local approval. Those implementation details are the association’s summary; the available reporting does not establish them as a complete account of the bill text or agency rules.

How to understand the $1.3 billion-plus figure

Coverage has described the potential package in different ways. The Associated Press reported more than $1.3 billion in public dollars and tax savings; CBS News gave an estimate of $1.36 billion over ten years. These are estimates of potential support, not evidence that Iowa has paid or will ultimately pay that amount.

  • Program ceiling: the law’s maximum incentive formula—up to 10% of qualifying investment for one qualifying business under the amended rules.
  • Projected package value: the reported $1.3 billion-plus or $1.36 billion estimate, which may combine incentives and tax savings over time.
  • Earned or realized support: the amount a project actually qualifies for under applicable conditions and receives. It cannot be inferred from the ceiling or estimate alone.

Gov. Reynolds said the changes clear a path for the investment. House Speaker Pat Grassley argued that performance protections mean “not a single dollar in performance incentives is earned until real facilities are built and high-paying manufacturing jobs are delivered to Iowa families.” Those are officials’ descriptions of the policy; the final amount depends on qualification, project performance, and implementation.

What Mesabi Metallics says it plans to build

Mesabi Metallics is identified by the AP as a Minnesota company owned by India-based Essar Group. The project announcement describes an integrated mine-to-steel chain linking an iron ore mine in Minnesota with a proposed steel complex in Iowa. “Foreign-owned” refers to the reported ownership of the company; the proposed plant itself would be in the United States.

The AP reported an announced investment of $15 billion, anticipated capacity of 10 million tons per year at full buildout, and a projected production start in 2030. The White House’s Sept. 30, 2026 announcement listed 1,750 permanent jobs, up to 6,000 construction jobs, and estimated $95 billion in U.S. economic output across construction and the first decade of operations. These are announced plans and government-promoted projections, not achieved results or independently established outcomes.

Why it is politically contentious

The vote and signing drew attention in a competitive Iowa political environment, including a swing district, but the reporting establishes political salience—not that election strategy caused the decision. Supporters emphasized jobs and a major industrial investment in southeast Iowa. Critics questioned the scale of subsidies, the speed of the review, state budget constraints, foreign ownership, and the timing shortly before early voting, according to CBS’s account of the one-day special session.

Criticism was not confined to one party. Several Republican lawmakers objected to aspects of the measure. Sen. Kevin Alons called the process “political extortion,” as quoted by CBS. Sen. Dan Dawson apologized “on behalf of the state of Iowa to the White House,” telling the AP that lawmakers must have been misled about the state of negotiations. These remarks reflect political disagreement, not a settled factual finding about the negotiations.

What remains to be established

The legislation and announcements answer what Iowa made eligible and what the company and government say they intend. They do not establish that the project will meet its schedule or projections. The final agreement, project site and permits, financing, and independent review of the economic and employment estimates are important unresolved questions in the available reporting. The AP’s account of the signing, the CBS report, and the state and White House announcements do not provide a full executed agreement, permitting record, or independent economic-impact study.
