Why OPEC+ Delayed Its 2027 Oil Capacity Review Amid the Iran War

OPEC+’s capacity review missed its end-of-September target. Reuters attributed the delay to disrupted expansion projects and missing member data, with mid-November reported as an expected completion date—not an official confirmation.

OPEC+’s capacity review, intended to inform its 2027 oil production quotas, missed its end-of-September 2026 deadline. Reuters reported that war-disrupted expansion projects and missing data from some members had slowed the work; one source expected it to be completed by mid-November. That revised timing was not an official public announcement, and OPEC had not immediately responded to Reuters’ request for comment.

What was delayed—and what the review is for

OPEC+ ordered an independent assessment of members’ sustainable oil-production capacity in late 2025. The assessment is meant to inform negotiations over 2027 output targets. It does not itself set each country’s quota: capacity is an estimate of how much a member can sustainably produce, while a quota is a negotiated production target.

The distinction matters because the review could affect bargaining. A lower capacity assessment could put pressure on a member to accept a smaller allocation, while a country that has expanded capacity could seek a larger one. Those are possible political consequences, not outcomes established by the reporting.

Why the timetable slipped

Reuters, citing two unnamed sources close to the matter, reported that conflict-related delays to capacity-expansion projects in some Middle Eastern OPEC+ countries made future production estimates harder to assess. The report did not identify the countries or projects. The sources also said some members had not submitted data required for the review; those members were not named either.

The original target was completion by the end of September 2026. One source told Reuters that completion was expected by mid-November 2026. OPEC had not immediately responded to Reuters’ request for comment, so the later date and the explanation for the delay should be treated as source-reported, not as a formally confirmed OPEC+ timetable.

Why members care about the assessment

Quota allocations can become contentious when members believe their targets do not reflect their production potential. Reuters reported that the UAE had sought a higher quota to reflect rising capacity before leaving the alliance in May 2026; Iraq was also seeking a higher quota and had considered leaving OPEC. These examples illustrate the stakes of quota negotiations, but they do not show that the review delay caused either country’s position.

Why a quota increase is not the same as more oil reaching buyers

Even when OPEC+ members announce higher production targets, the announced volume is not necessarily the volume that can be produced, exported, or delivered. Capacity, negotiated quotas, and actual supply are separate measures; conflict, infrastructure constraints, and shipping disruptions can limit deliveries.

For context, the Associated Press reported in July 2026 that seven countries planned a combined increase of 188,000 barrels per day for August, while describing how disruption in the Strait of Hormuz limited the practical effect of announced increases. A separate AP report in May described a planned combined increase of 188,000 barrels per day for June and also discussed Hormuz-related constraints. Those were plans for different months, not results of the delayed capacity review.
