VIPR says it plans to expand internationally, develop its AI capabilities and make its platform easier and faster for clients to adopt; those are stated ambitions, not reported outcomes.
What the appointment means
Boucher joins Co-Founder and CEO Paul Templar and VIPR’s management team as Non-Executive Chair. VIPR links the appointment to its continuing expansion and Bridgepoint Growth’s investment. The company says Boucher’s experience in specialty-insurance software and private equity is relevant to its plans for the next phase of growth.
A non-executive chair provides board-level leadership rather than running the company’s day-to-day operations. VIPR’s announcement describes Boucher’s role and experience but does not set out specific responsibilities or changes to the operating team.
Who is Tom Boucher?
VIPR says Boucher has more than 30 years of experience across software, technology, data and insurance. The company says he has held CFO and Chair roles and helped lead four successful private-equity exits for multiple sponsors.
#1 Best Overall
His career includes Sequel Business Solutions, a software provider serving the complex commercial and specialty-insurance market that is now part of Verisk. Sequel was backed by Hg, where Boucher later became an Operating Partner. VIPR also identifies him as a co-founder of Foreworth, a B2B developer-productivity analytics platform, and a board member of Goal Systems, a transportation software provider. These career details are according to VIPR’s announcement.
What VIPR does
VIPR describes itself as an insurance-native technology platform for delegated-authority intelligence. In delegated-authority arrangements, insurers work with intermediaries such as managing general agents (MGAs), brokers and other partners that can handle functions under authority granted by an insurer. The data and reporting associated with those arrangements need to be organized and monitored across organizations.

VIPR says its solutions cover compliance and onboarding, data ingestion and processing, workflow management, and analytics. Its Bridgepoint announcement describes the platform as processing bordereaux—insurance reports that record policy, premium and claims information—and transferring, standardizing, validating and reconciling program data. VIPR says the business has grown from a bordereaux-processing tool into an end-to-end data and workflow platform.
VIPR reports that more than £10 billion in gross written premium flows through its platform annually. This is a company-reported scale figure, not an independently verified market statistic.

Bridgepoint Growth’s investment and VIPR’s plans
VIPR announced on 3 September 2026 that Bridgepoint Growth had become its majority shareholder. The transaction completed in July 2026, and financial terms were not disclosed. VIPR said the investment would support its product roadmap, existing insurance-native AI capabilities and international expansion.
In announcing Boucher’s appointment, VIPR identified three priorities:
Rank #4
- International expansion: bringing VIPR to more markets.
- AI development: building on the company’s existing insurance-native AI capabilities.
- Simpler adoption: making the platform easier and faster for clients to adopt and use to access information from insurance data.
These priorities describe the company’s strategy; the announcements do not establish that the expansion or product changes have already been delivered.
Why his experience may matter to VIPR
Boucher’s cited background connects three areas relevant to a software company seeking growth: experience with specialty-insurance systems, senior finance and chair positions, and private-equity-backed businesses. That combination is the rationale VIPR gives for appointing him as it pursues broader adoption and new markets. The announcements do not provide targets, timelines or a quantified forecast for those plans.

Templar said Boucher understands both the complexity of specialty insurance and what it takes to grow a software business. Boucher said he was looking forward to working with Templar, the management team and Bridgepoint to build on VIPR’s progress.
