SECP reportedly approved sending a reference about Bagsara Securities to Pakistan’s Federal Investigation Agency (FIA) for further action. News reports say the case concerns investor shares worth more than Rs176.2 million that were transferred and pledged without investors’ consent. The referral is not, by itself, an FIA finding or a court judgment.
What happened in the Bagsara Securities case?
TechJuice and 24NewsHD reported on October 3, 2026, citing an inquiry, that investors’ shares were transferred and pledged without their consent. The reports say shares worth more than Rs176.2 million were pledged between 2007 and 2010. After the brokerage defaulted on payments, banks and the stock exchange sold pledged shares.
These are accounts of what the inquiry reportedly found, not independently verified judicial findings. The available reports do not establish that a court has determined liability or that every investor has been repaid.
How much was repaid, and what remains outstanding?
The reports say investments totaling Rs145.5 million from 333 investors were verified. They report that Rs96.57 million was repaid, leaving Rs48.9 million in claims outstanding, or about Rs50 million when rounded. The rounded figure is not a separate balance.

The reports do not identify a named original publisher for these statistics or provide a primary inquiry record. The amounts should therefore be understood as figures reported by TechJuice and 24NewsHD on October 3, 2026, rather than independently confirmed SECP statistics.
What does referral to FIA mean?
The reports say SECP approved forwarding a reference to FIA for further action. That procedural step does not establish that FIA has completed an investigation, filed charges, or reached a finding; nor does it amount to a court judgment. The reports do not establish the current status of any FIA investigation in this matter.

SECP’s January 29, 2025 clarification describes the agencies’ broader roles: SECP investigates insider trading and market manipulation and files criminal complaints in relevant courts under the Securities Act, 2015. SECP also said FIA had requested details of completed cases for parallel investigation under its mandate under the Anti-Money Laundering Act, 2010. That general explanation does not establish the legal basis or progress of the Bagsara referral. SECP’s clarification
